Action Against Hunger (ACF) was founded by a group of prominent French figures in response to the emergency
caused by Afghan refugees fleeing to Pakistan to escape fighting in 1979, with the aim of eradicating hunger in a more
global, lasting and effective way worldwide. ACF’s mission consists of saving lives via the prevention, detection and
treatment of malnutrition, in particular during and following disasters and conflicts. The organisation focuses its
activities on an integrated approach, taking various aspects into account: “Nutrition, health and healthcare practices”,
“Food security and livelihoods”, “Water, sanitation and hygiene” and “Advocacy and awareness-raising”: In 2009,
ACF-International was active in over 40 countries, coming to the aid of around 5 million individuals. By integrating our
programmes with regional and national systems, ACF is ensuring that short-term actions are becoming long-term

                                       We are looking for: A FIELD COORDINATOR

Country: Myanmar - Loikaw

Length of Contract: 12 months, from mid-November 2012

General objective: Overall management of the programmes and support functions in Kebri Dehar, Somali region of
Ethiopia.

Responsibilities:
 1. Overall management of the programs and support activities in Kayah State

-      Project Management and Supervision: Support PMs in human resource and general management issues, budget
       follow-up and forecast, partner relations, external and internal communication; Support the PM to ensure that
       sound budget management practices are followed and all reporting practices are in line with donor requirements;
       review practices on a regular basis; …
-      Support departments Management and Supervision: Supervision of the Base Logistician and base Admin in
       delivering programme and ACF/Donor compliance requirements; Supervise and ensure coherence and efficiency
       of Kayah office logistics and administration, with a particular focus on coordinating the development of PPP,
       procurement, activity and cash forecasts;…
-      Internal Coordination at Base level: Make sure there is a regular coordination meeting in order to guarantee the
       good coordination between support and program departments;
-      Coordination with Yangon Head Office
-      Programme development in Kayah

 2. Team Management
- Directly line manage Kayah Team (Logistics, Admin, HR and PM) for day-to-day activities and decision making

 3. Representation of ACF and liaison with Regional authorities, UN, NGOs at District and Kayah State level
-   Participate in humanitarian coordination meetings at field level and at regional level, ensuring ACF mandate,
    charter and intervention principles are promoted;
- Participate in the organisation and ensure successful donors field visit in collaboration with CD / Yangon
    coordination team;

 4. Continuous strategic analysis of the security and humanitarian context in Kayah
- Analyse the regional context using all available sources with a specific focus on IDPs and refugees coming from
    Thailand;
- Maintain and develop networks and sources for security/political context analysis;
- Prepare monthly security situation reports compiling the base input from Base Logistician;

    5. Advocacy
-      Contribute to specific advocacy-related analysis of the Kayah context as defined in the country strategy;
Qualification and previous experience:
At least 3 years on similar position as expatriate for humanitarian NGO. Proven experience in security management
and context analysis. Experience in coaching, mentoring and training. Knowledge of the Project. Cycle Management.
Proficient English

Status: Employee
- Fixed-term contract, provided by ACF according to the French labour law.
- Total average yearly gross income: from 41160 € to 47160 €
- Food and housing: 1000 € / month average
        o Per Diem : 210 € / month average
        o Support to the R & R costs : 110 € / month average
        o Transportation costs to and from the mission : 460 € / month average
        o Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant
            experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and
            performances)
- 25 days of annual paid leaves
- 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the
    mission)
