"Regular Election Resolution"
_____________Board of Education Resolution Supporting a “No” Vote on Proposal 5 WHEREAS, the November 6 General Election ballot includes Proposal 5, which would amend the state constitution by requiring a supermajority two-thirds vote of both the state House and Senate before any state tax could be enacted or raised, or the rate or base of taxation increased; and WHEREAS, just 13 state Senators in Lansing would gain the power to block the votes of the other 135 members of the House and Senate under a supermajority two-thirds vote making it nearly impossible for the Legislature to act responsibly in passing important tax reforms and collecting necessary revenues; and WHEREAS, Proposal 5 would damage Michigan’s ability to invest in its future, modernize its tax system and solve unforeseen financial emergencies; and WHEREAS, Proposal 5 would ensure that out-of-state businesses continue to have an unfair advantage over Michigan’s retailers by receiving sales tax breaks on Internet purchases; and WHEREAS, Proposal 5 would lower the state’s credit rating, thereby driving borrowing costs higher when state and local governments bond to build schools, new roads and bridges, senior centers and parks; and WHEREAS, only seven other states have supermajority requirements in their constitutions and those states tend to be poor and in extreme or ongoing fiscal distress; and WHEREAS, in modern history, no state tax or tax increase has ever passed the Legislature with a supermajority vote: NOW, THEREFORE, BE IT RESOLVED, that the _____________________ Board of Education supports a “NO” vote on Proposal 5 and calls upon all citizens of the ___________________ School District to defeat the extreme and dangerous supermajority scheme by voting “NO” on the proposal at the polls on November 6, 2012.
