MINUTES OF THE 4th MEETING (2010 SESSION)
OF THE TRIALS & ENDURO COMMITTEE HELD AT THE ACU

2) MINUTES OF PREVIOUS MEETING
The minutes of the 3 meeting held on the 28 April were approved for circulation.
3) MATTERS ARISING FROM THE MINUTES
Some concerns existed regarding the charges imposed by Paypal and these were being
investigated before the system could be made available to ACU members.
The General Secretary would be asked for an update on the requests made to reinstate
the National Rally to the list of specified On –Road events which historically were exempt

4) INSURANCE ISSUES
Legal issues had arisen earlier in the year where organisers had been challenged by the
police when setting up an event in the Forest. Lengthy discussion took place which
centred on the complications involved in establishing whether land used for events was
Public or Private as this determined the need or otherwise for vehicle users to be in
possession of RTA insurance.
Further to this, advice was to be sought as to the extent of cover offered by Locktons
Contingency Insurance and the requirements that needed to be met to ensure that
officials were fully protected when engaged in work prior to and after the event.
5) NATIONAL RALLY
Entries had officially closed with around 613 entrants, roughly 150 down on the previous
year. However, all but Platinum entries were still being accepted up to nearer the date of

Update 2010 event
The Committee were greatly concerned by the news of hitherto hidden charges and
departure taxes which apparently were to be levied by customs in Mexico in addition to
the budgeted freight charges. Alarm had also been expressed by various other countries
who along with the ACU were apparently reviewing their participation in the event. The
FIM would be asked to liaise with the organisers as a matter of urgency in order that
advice could be passed on to British Trophy and Club teams.
In the meantime Club Team managers would be advised not to commit any further
finance for the time being.
Update from Malcolm on 2013 event
Malcolm Bates gave an update on his initial application to the Welsh Assembly for
funding of the 2013 ISDE, but discussions so far had not indicated that any large sums
would be available. The Committee felt that unless they could be assured that
substantial sums would be forthcoming by 31 July it was agreed that it would not be
practical to proceed. Malcolm Bates would continue to negotiate.

7) T & E TRAINING SQUADS-
Mick Wren had reported that support of riders attending UEM events was up to date. The
Committee agreed that the youngsters were in the main going well.
The U23 Squad had been reduced down to 6 riders and these riders were now receiving
support for UEM Championship events
8) FORESTRY ISSUES
Nothing further to discuss.
9) 2011 DATE APPLICATIONS
It was hoped that the provisional international calendar would be made available after the
forthcoming UEM Congress. It was agreed that the National Date applications for 2011
would be sent out, firstly to the ACU Events British Trials Championship and British Youth
Championship organisers, and applications for remaining Championships would be
invited once these had been received. Applications for rounds of the Metzeler British
Enduro Championship would also be invited in the first instance.
10) PROGRESS OF 2010 X COUNTRY CHAMPIONSHIP
The first round of the Championship organised by Mid West MCC had reportedly gone
very well and the second and third rounds to come were anticipated to be of the same

GMC events had organised successful and very popular events which due to their format
had the bonus of being more exciting for spectators. It was anticipated that a 2011 Series
would be agreed with Jonty Edmunds .Support for the Championship would be
negotiated to bring it in line with that offered to the BEC British X Country Series and
ACU Events Ltd British Trials Championship.
12) ACU EVENTS LTD BRITISH TRIALS CHAMPIONSHIP
The sponsorship deal offered by Michelin Tyres was discussed and the distribution of

Information regarding the decision to include the silencer as a marked part in Enduros
was to be included in the appropriate section of the ESR’s for 2011 and would be kept on
Report of sound testing seminar
John Collins reported on a successful seminar which had been attended by 8 people at
the Hafren Enduro. The Committee agreed that it would be desirable to continue with
sound testing at as many events as possible. The decision as to whether the ACU stayed
with the RPM method of testing or went to the 2m Max method would be made at a later
14) YOUTH / WOMENS TRIALS
i) Upgrading Youths –Dispensation for Alice Minta /Alicia Robinson
The Committee agreed to give dispensation for the above rider to ride up a class in Class
C, with the proviso that she rode the capacity of bike corresponding to her age as laid
down in TSR1.
ii) Checking DOB
Following several incidents in Youth and Women’s trials where riders were found to be in
a class for which their age made them ineligible without prior authorisation, a reminder
would be sent out to the remaining Championship organisers of both series, asking them
to be mindful to check dates of birth for events where there are age related classes.

iii) Dispensation for Oliver Lace- S/C passenger
Dispensation for Oliver Lace to ride as his father’s Sidecar passenger in the Manx 2 day
Trial was requested and after considering the circumstances the Committee gave their

16) LICENSING SEMINAR
Application for extension – James Percival
As an application for a licence extension had already been granted at the last meeting, to
Bruce Storr as Clerk of the Course for the Scott trial, Mr Percival would be advised that
as the event was already covered for the necessary officials the Committee saw no
urgency to extend his licence as well.
17) ADVICE FROM CENTRES REF NATIONAL STEWARDS
The list of National Stewards drawn on when it was not possible to appoint a T&E
Committee member to a National event was in the process of being reviewed. Centres
would be asked for their input by recommending any National stewards officiating at their
Centre events and also any active Regional steward licence holders who would maybe
benefit from upgrading to National status, in which case it may be that a National seminar
could be arranged.
18) INTER-CENTRE TEAM TRIAL
The Trials and Enduro Committee had discussed at great length the intended submission
of an AMCA youth team and the subsequent concerns raised by the MCUI that the team
may include Irish youth.
It was confirmed however, that under the current regulations the AMCA was entitled to
enter one team in each class. It was agreed that the initial entries would have to be
submitted by the AMCA as an organisation, and not from individual clubs or riders.
The Committee considered that the circumstances which presented themselves this
year, highlighted the need for review of the Inter Centre Team Trial regulations which had
to be adhered to for 2010, and the MCUI would be assured that this issue would be

Following a query from Alan Pearce it would be confirmed that any time penalties given
applied to individual riders.
Technical regulations for Enduro Quads needed to be included in the 2011 Handbook,
and also information regarding adding the silencer to the list of marked parts in Enduros.

20) ARRANGE ON -TRACK ASSESSMENT
Following an application for an Enduro licence from a rider with an amputated arm he
would be asked to submit a full medical with a view to arranging an on- track assessment
provided he was declared medically fit by his doctor.

21) CHECKING OF TRIALS REGISTRATIONS/ LICENCES
The Committee selected several forthcoming events at which to check registrations and
once again entry lists would be requested in advance of the event.
22) ACU WEBSITE
QRA /ACU British Quad Cross Country Championship regulations were to be posted on
the ACU website.

Co-ordination of articles put forward for publication
Alan Penny had agreed to take on the role of co-ordinator for Trials & Enduro material
and was in contact with JMPR. The deadline for the next issue was understood to be
early July and wherever possible articles would focus on future events.

The many problems encountered by the Secretaries in trying to deal with the event were
outlined to the Committee.

A date was arranged for an Open Trials Forum to be held at the ACU on 7 August and
Centres/Clubs would be asked to submit names of representatives.

29) STEWARDS APPOINTMENTS include “Basic” Promoters permitted events &
Appointments were made up to the end of August. List held at ACU
Dave Luscombe / Ian Oset- Electric Bike display.
An opportunity had arisen for the ACU to put on a bike display for MP’s and Lords as part
of a Parliamentary day devoted to all that is good about Motorsport . The Car world
would be represented and Dave Luscombe had approached Ian Oset with the idea of
staging an Electric bike display, to which he had provisionally agreed.
Alan Wright – Various
The issues raised by Mr Wright had, to the Committee’s mind, been thoroughly explored
and replied to on previous occasions. It was felt that perhaps the best way forward would
be to arrange the opportunity for a brief discussion with him either at the next T&E
meeting or preferably at the 7 August Trials Forum.

This was to be granted with the proviso that it would not have Championship status.
