     Lane Arts Council announces grants for individuals and groups providing arts and
            cultural projects and programs that take place in Eugene, Oregon.

                APPLICATION DEADLINE: MONDAY, MAY 2, 2011, 4 p.m.

DESCRIPTION
The City of Eugene’s Cultural Services Division provides funding for Community Arts Grants to Lane
Arts Council. For the fiscal year beginning July 2011 and ending June 30, 2012, about $25,000.00 is
expected to be available for competitive Project Grants. Final confirmation of these funds is contingent
upon expected approval of the City’s budget in June 2011 by the Eugene City Council.

Applicants are encouraged to consider City of Eugene Goals and Strategies when describing the
proposed project:
1. From the City Council Vision Goal (2009): Accessible and thriving culture and recreation: A com-
munity where arts and outdoors are integral to our social and economic well-being and are available to all.
2. From City Council Downtown Strategies: Attractions & Amenities; Entertainment District.
3. From Cultural Policy Review (June 2007)
Goal II: To provide comprehensive arts learning experiences for Eugene’s children, youth, and adults
Goal III: To build participation in and audiences for arts and culture in Eugene. Strategy III.3. Build
existing audiences and develop new ones for arts and culture.
 Goal V: To integrate arts and culture into the fabric of downtown Eugene and other neighborhoods as
part of a comprehensive strategy of revitalization.

Applicants may submit proposals for as many as two projects, in which case a complete and separate
proposal for each project is required. The maximum grant for a single project is $2,000, with most
awards ranging from $800 to $1,500. In most cases a Community Arts Grant will represent a portion of
the project budget, though a match is not required. Neither the Lane Arts Council nor the City of Eugene
sponsors, manages, or produces the funded projects.

ELIGIBILITY
The following are eligible to receive funding:
• Any individual, group or organization except an organization not scheduled to receive direct support or
subsidy for activities from the City of Eugene during FY 2011-2011.
• All creative and cultural arts media and disciplines.
• Projects occurring after July 1, 2010 and completed by June 30, 2012.
• Projects occurring in Eugene and/or resulting in a product or program that will be available to the public
in Eugene.
• Note: Community arts organizations that are non-profit, tax-exempt, meet above criteria, have annual
revenue of over $100,000 for two consecutive years, and provide year-round programming, may be
eligible for a non-competitive operating Community Arts Program grant. Contact Lane Arts Council by
April 1, 2011 if you believe you may be eligible.

SELECTION
Proposals will be evaluated on the following criteria:
• Artistic excellence or quality of the project.
• Benefit to the Eugene community.
• Contribution to a diverse community arts program for the City of Eugene.
• Likelihood of successful completion.
• Demonstration that a Community Arts Grant will enable or enhance the project.

A panel comprised of artists and arts professionals will evaluate proposals based on the criteria listed
above. The panel will review the project budget and establish a recommended funding level. The panel
will forward its recommendations to the Lane Arts Council Board of Directors for final approval.

APPLICATION INSTRUCTIONS.
1. Complete the application, following the instructions carefully and completely. Please double-check for
accuracy, arithmetic errors and legibility. Submit EIGHT COPIES.

2. For ongoing projects, include a single copy of your organization's budget for the current year and for
any project in the current or last year that is similar to the project in this application. This requirement will
not apply to new or one-time projects.

3. OPTIONAL. You may include materials that directly support the proposal and/or demonstrate your
ability to complete your project. You need only to submit a SINGLE COPY of no more than three items.
Optional support materials could include:
• Planning, scheduling or budget information
• Documentation of completed projects similar to the proposal
• Letters indicating community support
• Documentation of artistic accomplishment
• Do not send videos or slides.

4. Projects that include the permanent placement of artwork must include a statement of commitment
from the owner of the potential site or location.

5. If return of any materials is requested, enclose a stamped, self- addressed envelope. These will be
returned by mail by August 1.

6. Mail or deliver application and all materials in one complete package no later than
4 p.m. Monday, MAY 2, 2011 to:

(Note: the Lane Arts Council office closes at 4:00 p.m. If you are hand-delivering your application, please
plan accordingly. Late applications will not be accepted.)

TIMELINE
1. Complete application must be received by Lane Arts Council by May 2, 4 p.m.
2. Grants will be announced in July. An agreement will be completed between Lane Arts Council and the
grant recipient. An initial payment (75% of the grant) will be made about two weeks prior to the project,
but not prior to September 1.
3. Final payment (25% of the grant) will be made only after completion of the project and submission of a
brief project evaluation.
