SUBJECT:           State Board of Examiners Nomination

               I recommend the adoption of the attached resolution confirming the
appointment of a new member to the Board. This new member would fill an unexpired
term of a recently-retired member. In adopting the attached resolution, the State Board of
Education would approve appointment of Mr. Derek Jess, the business administrator for
the Perth Amboy district, to serve until August 31, 2009.

               N.J.S.A. 18A:6-38 provides the State Board of Examiners with authority
for issuing, revoking and suspending educational certificates under rules prescribed by
the State Board of Education. Pursuant to N.J.S.A. 18A:6-34, the membership of the
State Board of Examiners shall include an assistant commissioner, a county
superintendent, two state college presidents, two district superintendents, a high school
principal, an elementary school principal, a business administrator, a librarian, and four
teaching staff members.

               In accordance with N.J.S.A. 18A:6-34 and 35, all members of the State
Board of Examiners shall be appointed by the Commissioner of Education with the
approval of the State Board of Education for a term of two years. There are 14 positions
on the board whose terms expire on a staggered schedule. Members may be reappointed
at the conclusion of their two-year terms. Attached is a roster of the current membership.
