					Policies and Procedures for Eligibility, Selection, and Compensation
of Adjunct Instructors on Ancillary Assignments


In accordance with Article 43 (Adjunct Faculty Pay Principles and Ancillary
Activities) of the Agreement Between the Los Angeles Community College District
and the Los Angeles College Faculty Guild (Local 1521, CFT/AFT, AFT/CIO, July 1,
2005 through June 30, 2008) adjunct faculty may perform duties and tasks beyond
the scope of their primary adjunct assignment without impacting applicable limited
eligibility requirements when there are not enough full-time faculty members
available or when the expertise and knowledge of an adjunct faculty member is
required, as per Education Code section 87482.5.

The following are procedures for determining the eligibility, the selection method,
and the amount of compensation for adjuncts on ancillary assignments.

Request for Ancillary Assignment

Department/division chairs or administrators requiring ancillary activities to be
accomplished by adjunct faculty shall prepare and submit a request for an adjunct
on ancillary assignment that specifies the following:

       Rationale/justification for the assignment
       Area of responsibility (discipline, department, division)
       The primary duties and responsibilities of the assignment
       The number of hours necessary to fulfill primary activities/tasks
       The length of the assignment (e.g., start and finish dates, semester(s), etc.)
        – the length of assignment cannot exceed an academic year
       Any special requirements of the assignment

The request shall be made in writing to the appropriate Vice President. The Vice
President or his or her designee shall consult with the AFT Chapter President to
approve/disapprove the request.

Eligibility

For discipline-specific ancillary activities, any person(s) who meet the minimum
qualifications of the respective discipline are eligible for an assignment.

For non-, discipline-specific activities (i.e., general activities for a department or the
college), any person(s) who possess one of the following qualifications are eligible
for an assignment: (a) a masters degree or higher in related subject area and one
year work experience, (b) a bachelors degree in related subject area and two years
work experience, (c) an associates degree in related subject area and three years
work experience, or (d) five years related work experience.

Selection

Selection Committee. A selection committee shall be established by the respective
Vice President or his or her designee. The committee shall be comprised of a
minimum of 3 members as follows:

    (1) A faculty member appointed by the AFT Chapter President preferably within
        the respective department or discipline. If the ancillary activity is non-,
        discipline- or department-specific, the faculty member will be an at-large
        faculty member.
    (2) A dean, director, or department chair of the respective department or
        discipline. If the ancillary activity is non-, discipline- or department-specific,
        this committee member will be an at-large dean, director, or department
        chair appointed by mutual agreement between the AFT Chapter President
        and the Vice President.
    (3) The Vice President or his or her designee.

The selection committee will select the chair of the committee.

Position Announcement. Department/division chairs or administrators requiring
ancillary activities to be accomplished by adjunct faculty shall prepare and submit a
position announcement to the selection committee. The position announcement
must include:

       Area of responsibility
       The primary duties and responsibilities of the assignment
       The number of hours necessary to fulfill the activities/tasks
       The length of the assignment (e.g., start and finish dates, semester(s), etc.)
        – the length of assignment cannot exceed an academic year
       Eligibility – see eligibility above
       Any special requirements
       Desired qualifications
       Compensation – see amount of compensation below

The committee will determine what materials, if any, applicants should submit when
responding to the position announcement; the deadline for application (a minimum
of 7 working days are required), and directions for application submissions.

The selection committee will finalize and approve the position announcement. The
announcement shall be distributed to eligible person(s) by the department/division
chair or administrator requiring the ancillary activities. For discipline-specific
assignments, the position announcement must be distributed to a minimum of all
regular and adjunct faculty members on the discipline’s seniority/priority lists. For
non-, discipline-specific activities, the position announcement must be distributed to
a minimum of all regular and adjunct faculty members’ at the college (e.g.,
LATTC_Faculty email distribution list).

Interviews and Selection of Finalists. The selection committee shall determine
which applicants to interview and the policies and procedures that will be used to
conduct the interviews. At the conclusion of the interviews the committee will
forward no more than three finalists (in rank order) to the Vice President or his or
her designee. If possible, it is desirable for at least two finalists. Within 7 working
days of receiving the list of ranked finalists from the selection committee, the Vice
President or his or her designee will make the final selection.

Amount of Compensation

Payment to the adjunct instructor will be at his/her non-classroom adjunct rate.

Other Provisions

Professional ancillary activities do not count towards eligibility for contract or
regular status. The AFT will not pursue tenure claims on behalf of employees based
upon their acceptance of professional ancillary activity assignments as defined in
this article.
