Compliance Processes for Distribution Provider (DP), Generator Owner (GO)
& Transmission Owner (TO)

1) All DP’s, GO’s and TO’s with protection systems that are either directly
connect to or directly affect facilities that are part of the BES will create
and implement a Protection System maintenance and testing program.
2) The documentation of the program implementation shall include:
a) Evidence the Protection System devices were maintained and tested
within the defined intervals.
b) Date each Protection System device was last tested/maintained.
3) Each TO and any DP that owns a Transmission Protection System and
each Generator Owner that owns a Generation Protection System shall
provide, within 30 calendar days of request by the BPA Customer
Service Engineer, documentation of its Protection System maintenance
and testing program and the certification of the implementation of that
program to its Regional Reliability Organization. (Requirement 2.)

Protection System: Protective relays, associated communication systems,
voltage and current sensing devices (including fuses), station batteries and
DC control circuitry.
Bulk Electric System: As defined by the Regional Reliability Organization,
the electrical generation resources, transmission lines, interconnections with
neighboring systems, and associated equipment, generally operated at
voltages of 100 kV or higher. Radial transmission facilities serving only load
with one transmission source are generally not included in this definition.
