Terms of Reference of Co-Researcher
BACKGROUND
The United Nations Population Fund (UNFPA) in Timor-Leste will soon develop its next Country
Programmes for the period 2015-19. The process involves first a critical analysis with regards to the
mandates of the organization, as well as the root causes of success and challenges, then an extensive
consultation with the Government, other duty-bearers and rights-holders to identify future directions. The
next Country Programme should be based on a thorough review and analysis of Timor-Leste’s critical
population/development, reproductive health, young people, poverty, HIV/AIDS and gender issues
(especially gender based violence (GBV) and women empowerment). In the past, UNFPA’s specific
processes such as the Programme Review, the Country Population Assessment (CPA) and more recently
the Common Country Assessment (CCA) answered this need. Currently, it is recommended that countries
in the process of developing a new UNFPA Country Programme undertake a Population Situation Analysis
(PSA). The UNFPA is expected to identify and analyze issues related to population, reproductive health,
young people and gender; identify possible areas of interventions and the relevant stakeholders, an
analysis of “Population and Development, Reproductive Health, HIV/AIDS, Young People and Gender
Issues” is deemed to be necessary.
OBJECTIVES
1. To provide a concise overview of the current situation, main trends and future challenges in the area of
population dynamics and development, poverty, young people, reproductive health, HIV&AIDS, and
gender issues.
2. To assess the relevance and adequacy of key national population and development, reproductive health,
young people and gender issues (with focus on gender equality and the prevention and management of
GBV) related policies, legislation, programmes and plans and their progress of implementation;
3. To identify based on the annual reviews and Country Programme Evaluation process and in consultation
with UNFPA and Government of Timor-Leste staff specific issues to focus on, within core areas of UNFPA
programme support (RH, Gender issues, and population data for development at the national and sub-
national level) to assist government and non-government institutions in their effort to fulfill their mandate.
TIME FRAME AND WORKPLAN
The exercise will be undertaken for the duration of 45 working days, and expected to commence at the
beginning of October 2012.
TEAM COMPOSITION
The team will comprise of one principal researcher and one co-researcher. The researchers/ consultants
will be selected by UNFPA Timor-Leste Country Office in consultation with the UNFPA Asia Pacific Regional
Office in Bangkok and the relevant Government departments.
Qualification of Co-Researcher
At least a master university degree from a reputable university of any of the following areas;
demography, social science, medicine or related field.
At least 5 years practical work experience on analytical assignments with tangible results.
Knowledge of the UN development system.
Good verbal and written English language skills.
Availability for full duration of assignment.
The tasks of the Co-Researcher
The main task of the co-researcher is to work with the principal researcher to prepare the final reports.
He/she will be responsible for:
Review the PSA guidelines and relevant information/documents necessary for the preparation of the
PSA report
Provide inputs in the outline of the proposed PSA report
Collect data/information and undertake appropriate analysis in the areas of reproductive health,
gender equality, youth and HIV/AIDS in relation to the UNFPA’s mandate
Prepare a draft situation analysis report on the three areas (gender equality, youth and HIV/AIDS) in
line with the UNFPA mandate using the PSA guidelines.
Submit the draft report to the principal researcher for review and consolidation then copy furnished to
UNFPA.
Coordinate with the principal researcher in areas such as data collection, generating trend analysis, etc.
as deemed necessary.
Review and effect changes as proposed by the UNFPA country and regional offices until the final report
is submitted to UNFPA
Work with the principal researcher in preparing the presentation of the final report to UNFPA -CO
