             4. EMD to be furnished separately as mentioned in section –II (Clause-10) of Techno

                  Commercial bid in the shape of demand draft (Payable at Kullu) in favour of Sr. Executive

                  Engineer, Electrical Division, HPSEBL, Kullu Bids without original earnest money will not be

                  considered /opened and will be rejected out rightly.

             5. All amounts except EMD are non- refundable. Scanned copies of DDs to be uploaded along

                  with the bid.

             Essential minimum Technical and Financial qualifications for Bidders:-

                  TERMS & CONDITIONS:-

        1.        Classification of bidders:-
     Category I:- Bidder/Joint venture firms having “A” Class License from Chief Electrical
     Inspector of any other state/union Territory of India other than Himachal Pradesh. The
     bidder should be financially sound and Average annual turnover of the bidder for the past 2
     years out of last 5 years should be Rs. 5.00 Crores. In case of multi tenders by bidder
     against one press tender, the average annual turnover should be Rs. 5.00 Crore plus Rs. 2.00
     Crore for each additional bid.


     Category-II(a) for works above 50 Lacs:- Bidder/Joint venture Firms having “A” Class
     License from Chief Electrical Inspector of Himachal Pradesh and having their registered
     office in H.P. Annual Turnover of the bidder for the past 2 years out of last 5 years should
     be Rs. 2.00 Crores. In case of multi tenders by bidder against one press tender, the average
     annual turnover should be Rs. 2.00 Crores plus Rs. 1.00 Crores for each additional bid.


     Category-II(b) for works upto 50 Lacs :- The average annual turnover of the bidder for
     the past two years out of last five years should be Rs. 50.00 lac or 50% of the estimated
     cost put to tenders. In case multi tender by bidder against one press tender, the average
     annual turnover should be at least 50% of the total estimate amount of the tender
     submitted or Rs. 1.00 Crore whichever is higher.


     Category-III:- Bidder in a Co-Operative society having 100% membership of retired
     employee of HPSEBL having “A” Class License from Chief Electrical Inspector of H.P.. The
     bidder shall supply an assets statement of the Society or its members duly pledged in
     favour of the society equivalent to 30% of the bid amount at the time of purchase of
     tender duly certified by the scheduled/Co-Operative Bank or C.A.


2.    Work-Experience:-
     Category I:- The bidder should have designed, erected and commissioned at least 1 No. 33
     KV or above Sub-Station or have constructed/erected 25 Km. H.T./ L.T. Lines or 10 DTR’s
     or 5 Km overhead AB cables/ underground H.T./L.T. Cables which ever applicable and it
     should be in successful operation at the time of sale of bid documents.


     Category-II(a) for works above 50 Lacs:- Same as above.


     Category-II(b) for works upto 50 Lacs:- The bidder must have experience in designed,
     erection and commissioning of electrical works i.e LT lines, HT lines, Distribution S/Stn &
     33 KV S/Stn valuing at least Rs. 50 lac whichever is applicable.


     Category-III: - Each member of Society should have been in technical services of HPSEBL
     for at least 20 years. In this regard a certificate from HPSEBL service Engineer not below
      the rank of S.E./Equivalent shall have to be produced along with the list of works operated.
      However the members of the bidder society should not have retired within two years of
      active service of the Board from the date of bidding.


3.    The bidder should have A-Class license from the Chief Electrical Inspector H.P. The
      bidders from out-side H.P. should also be registered with Chief Electrical Inspector
      anywhere in the country. But they have to register with Chief Electrical Inspector to H.P.
      within two months of the award letter/Letter of intent. So far as turnover is concerned,
      the conditions at Sr. No.-I shall be applicable.


4.    The bidder will declare on non-judicial stamp paper that he is not black-listed by any Govt.
      Agency/Department in the last 5 years and shall furnish a list of works executed in HPSEBL
      within scheduled period and countersigned by the concerned Engineer in charge (Senior
      Executive Engineer).


5.    General for all Categories:-
      In case of category I&II the bidder shall submit a Bank Guarantee from the scheduled/ Co-
      Operative Bank, for the amount equal to 10% of the contract Price within 30 days after
      award/Letter of intent. In case of category-III the bidders shall submit F.D.R. duly
      pledged in favour of HPSEBL equivalent of 2.5 % of total amount of L.O.I. issued by HPSEBL
      within 15 days of issue of L.O.I. The bidder shall have to produce documentary proof in
      regard to financial turn-over/capability at the time of purchase of tender from the
      scheduled/Co-Operative bank/C.A.
6.    The bidder should have income Tax/Sales Tax (VAT)/CST/E.P.F./Service Tax registration
      as required under the rules.
7.    The bid documents are not transferable and cost of bid documents is not refundable under
      any circumstances.
8.    Telegraphic tenders and tenders without earnest money will not be accepted.
9.    Undersigned reserves the right to reject any or all tenders without assigning any reason and
      no Contractor/Firm shall be allowed to put the tender after due date and time.
10.   Undersigned reserves the right to increase/decrease the quantum of work as per site
      requirement.
11.   If the date of receiving/opening of tenders happens to be holiday the tender will be
      received/ opened on the next working day.
12.   E.M.D. should be in shape of demand draft drawn in favour of Sr. Executive Engineer,
      Electrical Division, HPSEBL, Kullu. The E.M.D. available against other works, if any, shall not
      be transferable to this tender.
