         Expansion of Structure

    • August 2004 – DOT’s Structure expanded
      from 4 Branches to 6 Branches
    • From 250 to 551 Posts
    • May 2006 the Minister of Transport approved
      the expansion of the structure over a four
      year period with end Total 1023 Posts
    • The Structure Expanded to 7 Branches
      resulting in 619 Posts

        modes of Transport
      • Economic Regulation for all modes of
        Transport
      • New Branch Public Entity Oversight
      • Provision for WC 2010 planning
      • Upgrade of Research Unit to CD

             Expansion Continued

    • April 2007 expansion to the structure from
      619 approved posts to 674 posts, an increase
      of 8.16%, as a result of funding obtained
      from National Treasury (R17 million)

              Filling of Vacancies

     • Current Vacancy should be halved by
       September 2007 (26 posts per month)
     • Vacancy management strategy implemented
       as per EXCO directive (Use it or loose it
       principle)
     • Vacancy reduction project incorporated into
       2007/2010 strategic plan
     • Filling of vacant posts incorporated into
       managers performance agreements

• Prioritized retention strategy (At
  counseling stage with Organised Labour)
• Enhance training and development
  initiatives
• Accelerated management development
  programmes, e.g. scarce and critical skills
  in the field of transport planning, contract
  management, project management,
  maritime/aviation studies, econometrics
  and transport modeling.
• Increasing Investment in Centres of
  Development by 36.21% (4.2 Million for the
  current financial year)
                  Challenges

• High skills level required in environment of skills
  shortage e.g Project Management, Contract
  Management and Policy Analysis
• Transport Specialized Scarce Skills e.g Civil
  Engineering, Transport Economics, Maritime and
  Aviation Studies , Rail Specialist and Transport
  Planners. Departmental intervention with JIPSA
  e.g. importing of skills and skills development
  initiatives i.e. secondment, recruitment of retired
  employees e.g transport economics. Currently
  addressing some skills through the Centres of
  Development (COD) network and Scholarships.
