Item rate bids are invited through e-procurement platform
www.eproc.karnataka.gov.in from Class-I Contractors registered in KPCL for the
work of Extension to existing Drugs Controller’s Office Complex at Palace Road,
Bangalore, Karnataka State. Period of completion is 24 calendar months
including monsoon.
Those who have not registered in e-procurement portal
(www.eproc.karnataka.gov.in) may register before participating in the tender.
The last date for receipt of application for issue of bid documents is as mentioned
in e-procurement portal (www.eproc.karnataka.gov.in).
All the other information like Pre-qualification, EMD, calendar of activities etc.,
can be accessed from e-procurement portal.

NOTICE INVITING TENDER
(Two cover system)
(Through e-procurement portal of GoK only)

1.00 Item rate tenders are invited through GoK e-procurement platform
www.eproc.karnataka.gov.in from Class-I Contractors registered in KPCL, having
adequate financial resources, suitable construction equipment and technical man
power with sufficient past experience in executing similar works and who satisfy
prescribed pre-qualification requirement for the following work at Bangalore,
Karnataka State.

Those who have not registered with Karnataka Power Corporation Ltd., may
register with the undersigned obtaining necessary application form enclosing a
demand draft for Rs.100/- drawn in favor of KPCL.
2.00 MINIMUM PRE-QUALIFYING REQUIREMENTS:
The intending bidder should:
(a) have satisfactorily commenced and completed at least one work of similar
nature (RCC framed structure) of the value not less than Rs.15 crores
during the preceding five financial years i.e. 2007-08 to 2011-12. Such
building shall be having total built up area of not less than 7500sqm.
(b) have achieved in at least 2 financial years a minimum annual financial
turnover of not less than Rs.25 crores in the preceding five years and shall
enclose the latest audited balance sheets for the preceding five completed
financial years 2007-08 to 2011-12 countersigned by a Chartered
Accountant.
(Financial turnover of previous years shall be given weightage of 10% per
year to bring them to the present price level)
3.00 Documentary evidence in support of the minimum pre-qualifying requirements
prescribed above and
i) An Undertaking in the form of a notarized affidavit(*Format) declaring that
during the past 3 years :

a) Their EMD has not been forfeited
b) none of their contracts have been terminated / foreclosed on account of
their default in KPCL or elsewhere
c) they have not been blacklisted / subject to procedure initiated for
blacklisting for participation in tender issued by KPCL or government or
any other utility in India & would not attract terms and conditions relating
to rejection of bids.
*(we hereby declare that in respect of tender /contract with KPCL /
Government or other utility in India –
(i) our EMD has not been forfeited
ii) none of our contracts have been terminated / foreclosed on
account of our default in KPCL or elsewhere
iii) we have not been blacklisted / subject to procedure initiated for
blacklisting for participation in tender issued by KPCL or
government or any other utility in India & would not attract terms
and conditions relating to rejection of bids.]
Shall be uploaded along with the application in the e-procurement platform of
GoK.
The bid documents shall be accessed by only those applicants who have furnished
relevant information and are pre-qualified. If requested by KPCL, bidders shall
furnish original certificate failing which the bids submitted will be disqualified
As far as technical qualifying requirements are concerned, a certificate issued by
the Project Authorities/Competent Authority of the
Government/Corporation/Board/ Organisation shall be enclosed and with regard
to the financial qualifying requirements, the audited balance sheets for the
previous five years countersigned by a Chartered Accountant shall be furnished.
4.00 Instructions regarding (e-procurement)
i) The Bid is to be submitted in the GoK e-procurement platform
www.eproc.karnataka.gov.in.
ii) Bidders, who have not registered in e-procurement portal, may do so by
registering through web site www.eproc.karnataka.gov.in
iii) The qualified bidders can access bid documents on the web site, fill them
and submit the completed bid documents into electronic tender on the web
site itself within the stipulated date. The blank bid documents can be
accessed through e-procurement portal website
www.eproc.karnataka.gov.in
iv) Bidders shall refrain from altering /modifying/revising the price bids after the
date and time fixed for submission of bids in the calendar of events even
though if it is accepted by the portal. Date and time stamp of the portal shall
be final in deciding the time and date of submission of bid. Decision of the
Corporation in this regard is final and acceptable to all bidders
5.00 Bidders shall upload scanned copies of the following along with application for
pre qualification:
i) Copy of latest registration certificate issued by KPCL
ii) Provident fund account number allotted by Regional Provident Fund
authorities

iii) IT clearance Certificate for 3 years
iv) K-VAT Registration
6.00 Tenders duly filled in, shall be submitted through e-procurement portal only. The
bid document shall be in 2 Covers.
(i) Cover –1 (Technical Bid) shall contain:
a) Covering Letter.
b) Document in respect of e-payment made towards Earnest Money
Deposit
c) Declaration that Tenderer’s offer has no conditions contravening
the commercial conditions of the Tender as mentioned in
Technical Bid.
d) Volume-1: Document containing technical/general conditions of
contract and Technical specification. (made available in the e-
procurement portal)
e) Volume-2: Tender drawings (made available in the e-
procurement portal)
f) All documents indicated in clause-5
Cover –2 (Financial Bid) shall contain:
Volume-3 : Price bid and connected notes
7.00 Cover -1 (Technical Bid) will be opened first. Thereafter, Cover-2 (Financial Bid)
of those bidders who have furnished all required documents mentioned in
Clause 6 (i).satisfactorily, will be opened.

9.00 BID VALIDITY: The validity of the bid shall be 180 days from the date of
opening of the Technical Bid (cover-1) or extended period till the Bids are
evaluated.
10.00 EMD: Rs. 20 Lakhs. The e-payment shall be made for Rs.1.00 lakh (Direct
debit, credit card, NEFT or OTC only through Axis Bank) and remaining
Rs19.00 lakhs in the form of Bank Guarantee along with the bid by attaching
scanned copy of the BG. The original BG shall be submitted to the undersigned
in person or by post on or before the date and time of opening of technical bid.
Only on receipt of full EMD of Rs 20 lakhs along with Technical bid, Financial
bid will be opened. KPCL shall not be responsible for loss in transit or any postal
delay etc.
11.00 The Bank Guarantee/Demand Draft submitted towards EMD shall be valid for
a period of 210 days from the date of opening of the Technical Bid (cover-I). In
case, the validity of the Bid is required to be extended, the validity of the
BG/Demand Draft furnished towards EMD shall also be extended upto 30 days
beyond such extended Bid validity period. The BG shall be furnished in the
prescribed format.
12.00 Contract performance Guarantee: The successful bidder has to furnish a Bank
Guarantee at the time of entering into Agreement with KPCL from a scheduled
Bank towards contract performance, equivalent to 10% (TEN) of the contract
value with an appropriate validity period (including a maintenance period of one
year in addition to the completion period of the work envisaged). The BG shall
be furnished in the prescribed format only.
13.00 Bids with stipulation for settlement of disputes by reference to arbitration are not
acceptable.
14.00 Conditional tenders, tenders without prescribed EMD, documents not properly
uploaded and tenders submitted after the last date and time of submission shall be
rejected.
15.00 Bid documents cannot be accessed by such of the Bidders whose bids / Contracts
have been subject to forfeiture of EMD / foreclosure /termination of their contract
in KPCL / Government or any other utility/blacklisting / procedure initiated for
blacklisting for participation in tender issued by KPCL or government or any
other utility in India during the past 3 years.
16.00 If the bid is from any black listed party/ies, black listed by KPCL or Government
or any other utility in India any time in the past & are continued to be black listed
including procedure initiated for black listing currently, as per feedback received
by KPCL, such bid will be rejected
17.00 The prospective bidder should not coerce any other bidder to derail the healthy
and competitive bidding process. Such act entails disqualification of the Bidder
from participating in the tender process. The prospective bidder shall not resort to
anti competitive practices like price rigging, cartelization, ring formation, adopt
unfair practices both civil and criminal aimed at preventing other Bidders from

quoting for the Bid. If the Bidder is found to have resorted to such practices as
specified above, he and others who act in concert with him shall be debarred from
quoting for this Bid and for future Bids of the KPCL for a further period of three
years.
18.00 KPCL reserves the right to verify any information/documents furnished by the
bidder, should the circumstances so warrant in the overall interest of the
Corporation. In case KPCL finds that the information furnished by the Bidder is
incorrect and invalid, then the EMD furnished by such bidders shall be forfeited
and the registration of such bidders in KPCL will also be cancelled.
19.00 Corrigendum / Modification / Corrections, if any will be published in the e-

20.00 KPCL reserves the right to accept or reject any Bid or all the Bids without
assigning any reasons.
21.00 Any disputes arising out of the bid submitted by the Bidder will be subjected to
Law courts at Bangalore Jurisdiction only
