1. Overview
1.1. Background
War Child works with children who, as a result of conflict, live with a combination of poverty, exclusion and
insecurity. These children might include street children, child headed households, children conscripted into
armed groups, and children who have been put in prison. Our mission is to support and improve the care and
protection of children and young people who live with a combination of insecurity, poverty and exclusion in
some of the worse conflict-affected places. We look forward to a world in which the lives of children are no
longer torn apart by war. This is a vision that can only be realised through the collective actions of children
themselves, communities and their leaders, organisations like War Child, governments and key decision
makers.

War Child has worked in Herat, Western Afghanistan since 1992. Projects include social work coaching, early
childhood development, providing access to education for street and working children and those in conflict
with the law.
1.2. Description of Role
War Child UK is recruiting a Livelihood Adviser for 12 months fixed term contract who will take the lead in
providing technical support and guidance in developing and implementing livelihood interventions for War
Child’s Afghanistan programme. The current project is part of a 3 year EC funded skills training and
employment grant for women and children working in the informal economy. The project has 4 drop-in
centres for pre-employment skills training, child care for mothers, and outreach, placement and follow-up
services.
We’re looking for someone who will continue growing the project(s) in these key areas :
o   To continue to develop a broader understanding of potential beneficiaries in the project areas, identifying
    skills sets, employment preferences, participation constraints and previous experience they may have had
    with skills/vocational training programmes
o   Identify appropriate skills training and sustainable income generation activities that can lead working
    youths and women towards viable employment and income generation opportunities
o   Develop innovative low cost initiatives with potential for business creation and long term employment
    opportunities for young people and women
1.3 Key responsibilities:
Responsible for supporting the delivery of quality programmes through sustained technical advice to:
o   Enhance the scope, quality and impact of War Childs’ skills development and livelihood programmes,
o   Improve the design, implementation, monitoring and evaluation of interventions
o   Build the capacity of War Child Programme Staff and partner organizations in providing income
    generating/livelihood activities
o   Ensure market survey and other data collected is managed and analysed appropriately
o   Prepare and publish strategies and tools for livelihood interventions

o   All staff in the WCUK Afghanistan Team and implementing partner staff

o   Other War Child governmental and non- governmental stakeholders including donors

1.6. Contractual Terms
o    Position:            12 month fixed term contract
o    Salary:              £27,625 p.a.
o    Working Hours:       Full time, 37.5 hours per week
o    Travel:              Limited travel within Afghanistan
o    Probation:           3 months
o    Leave:               30 days pa (pro-rata), increasing by one day for each year’s service up to a maximum of
                          5 additional days
o    Pension:             Matching contribution to your private pension up to 5% of gross salary
o    Benefits:            As applicable as per War Child Benefit Policy, including Rest & Recuperation, Travel
                          Home, Private and Emergency Medical coverage, etc.

2. Job Description

2.1. Market Survey
o    Make an analysis of a recent market survey that examined sectors with gainful employment or business
     potential. This will include an analysis of trading centres, business trends, household economies,
     marketable skills, financial and social capital required for business start up, and existence of local
     cooperatives for youths and women working in an urban informal economy
        o      Ensure there is sufficient data to formalise and analyse the current data from the market survey
        o      If more data is required, to conduct further data collection following the same methodology
        o      Revise existing training modules and develop new ones as required

2.2. Livelihood
o    Provide hands-on and technical support in the design, implementation, monitoring and evaluation of
     livelihood interventions:
        o      Support the development of specific skills training, job placements , mentoring and follow-up
        o      Link WCUK and implementing partners’ livelihood activities with that of other providers, during
               and beyond the time of the project to assure sustainability
        o      Developing, in line with the Global Programme Framework and related reporting mechanisms,
               programme monitoring and evaluation tools including database and questionnaires

o    Build capacity of staff and partners in livelihoods development through training in technical
     and participatory approaches such as the Sustainable Livelihoods Framework and/or value chain and other
     market based approaches,
o    Provide technical support to implementing partners in the development of a code of conduct for
     employers, improving working conditions and social protection for working youths and women
o    Work with project team in preparing monthly, quarterly and annual project progress reports required
     internally and for donor reporting
o    Lead on the production of technical notes and tools on livelihood programming for War Child in
     Afghanistan
o    Line manage in-country Programme Manager for EC project
o    Support the development of concept notes and project proposals for donor submission
o    Any other task that may reasonably be required by the Country Director

3. Essential Requirements
3.1. Experience
o    At least 5 years in livelihood programming, preferably in an Islamic context, and a conflict or post-conflict
     environment, with focus on marketable skills development programs and income generating activities
     such as small scale entrepreneurship, cooperative development or the formation of community savings
     groups
o    At least 3 years in developing, conducting and evaluating trainings, training of trainers and organizing
     capacity building activities for colleagues, project partners and relevant governmental departments
o    Conducting participatory research
o    Rigorous budget and expenditure management
3.2. Expertise
o    Excellent grasp of livelihood programming concepts, sustainable livelihood framework, value chain and
     market oriented approaches
o    Sound knowledge of participatory approaches
o    Excellent planning, organisational, analytical and report writing skills
o    Excellent computer skills: MS word, excel, power point and database software
o    Excellent written and verbal English
3.3. Qualities
o    Excellent interpersonal and communication skills
o    Ability to listen to, interact with, and communicate clearly with people from different backgrounds and
     cultures
o    Team player
o    Accurate and systematic

3.4. Education
o   Masters degree in economics, business development or related field
3.5. Legal
o   Eligible to work in the country of the position and travel to the countries in which War Child operates
o   Strict Compliance with WCUK security policy in country


4. Desirable
o   Proven technical expertise in delivering and managing youth and women’s livelihood programs including
    significant experience in implementing income generating activities in post conflict environment
o   Experience in advocacy and donor liaison
o   Experience in building partnerships, advocacy and networking with relevant stakeholders and other non-
    governmental organisations
o   Experience in using participatory approaches in working with children, youths and women
o   Experience of living and working in Afghanistan or the region
o   Knowledge and experience in Child Rights and Child protection
o   English editing skills
o   Knowledge of Dari or Pashtu
o   Experience in developing project proposals

    (from your most recent employer, any other previous employer and a character reference). In case
    clarification is required post the receipt of complete reference forms, War Child reserves the right to call
    the referees.
o   The successful applicant will be expected to undergo a CRB check, a medical check for overseas travel
    purposes, be compliant and sign up to War Child’s Child Protection Policy prior to a final offer being made.
