BUSINESS MEETING

CALL TO ORDER:

Angela Cornish, Chairperson, called the regular meeting to the State Board of Master
Electricians to order at 10:00 a.m.

APPROVAL OF MINUTES:

The minutes of the Business meeting held October 28, 2008, were approved with
corrections. The minutes of the Executive Session held October 28, 2008, were approved
with corrections. Motion (I) was made by Mr. Thomas, seconded by Mr. Bostic and
unanimously carried by the Board that the minutes of the business meeting be approved
with corrections.

Review of State licensing Requirements:

Mr. Bostic discussed with the members other State’s experience requirements regarding
the equivalency to Maryland’s work experience requirement and the possibility of
establishing reciprocity. This matter will be reviewed at the next available meeting.

Conference Meeting:

Mr. Mancini and Mr. Bowers met with an individual who requested an informal
conference with the members to review a license examination application which was
previously denied.

Organizational Changes:

Commissioner Botts addressed the members as to changes in the organization concerning
extra duties and personnel changes.

MUELEC Report:

The Chair, Angela Cornish, advised the members of the MUELEC meeting concerning
the 2008 test bank of questions for the license examination and the possibility of PSI
administering the test in January 2009.

CONVICTIONS:

An individual applying to take the State master electrician’s license examination has
answered “yes” to a conduct question.

An individual applying to take the State master electrician’s license examination has
answered “yes” to a conduct question.

EXECUTIVE SESSION:

Motion (II) was made by Mr. Bostic seconded by Mr. Thomas and unanimously carried
by the State Board of Master Electricians to go into Executive Session at 10:43 a.m.., in
the 3rd floor conference room, 500 N. Calvert Street, Baltimore, Maryland 21202-3651.
This meeting was permitted to be closed pursuant to State Government Article,
Annotated Code of Maryland, § 10-508 (a) (8). The purpose of the session was to consult
with Counsel concerning material pertaining to applicants for licensure.

The members meeting with an applicant for an informal conference reported to the Board
that the applicant does not meet Maryland’s work experience requirement for the master
electrician license examination and explained that the applicant could be eligible for a
lesser license issued by a local jurisdiction.

The Board reviewed the documentation pertaining to criminal history submitted by an
individual applying to take the license examination, as requested by the Board, in
reference to the applicant’s prior conviction. Motion (III) was made by Mr. Bowers,
seconded by Mr. Jones to allow the individual to take the examination by majority vote,
provided he meets the work experience requirement.

The Board reviewed the documentation pertaining to criminal history submitted by an
individual applying to take the license examination, as requested by the Board, in
reference to the applicant’s prior conviction. Motion (IV) was made by Mr. Bostic,
seconded by Mr. Berg and unanimously carried by the Board to allow the individual to
take the examination provided he meets the experience requirement.

Motion (V) was made by Mr. Berg, seconded by Mr. Thomas and unanimously carried
by the Board to return to the public session.

Motion (VI) was made by Mr. Thomas, seconded by Mr. Bostic and unanimously carried
by the Board to accept the findings in the Executive session.

STATIISTICS:

Chairperson Cornish reviewed with the Board statistics submitted by PSI for the month
of October 2008, on the percentage of candidates taking the license examination for the
first time and repeat examination candidates.

APPLICATIONS SUBMITTED BY PSI:

PSI submitted 14 applications to take the State master electrician’s license examination.

The Board approved 8 applications to take the State master electrician’s license
examination.

The Board denied 3 applications to take the State master electrician’s license examination

The Board placed in pending 3 applications to take the State master electrician’s license
examination.

ADJOURNMENT:

Motion (VII) was made by Mr. Berg, seconded by Mr. Thomas and unanimously carried
by the Board to adjourn the meeting at 11:40 a.m.
