					                     WROXHAM PARISH COUNCIL
    Minutes of Parish Council meeting 12th July 2012, held at the Church Hall. Norwich Road,
                                    Wroxham at 7.30pm.
      Councillors Present etc:
      Cllr. M.Bugden (Vice Chairman) Cllr. J. Townsend,
      Cllr. Spelman, Cllr. Caswell, Cllr. French, Cllr.Benson and Cllr. Flatman.
      Mrs. A. Bugden (Tree Warden) and Clerk also in attendance. Residents totalled two.
      Guests included Hoveton Chairperson Carolyn Williams and Hoveton Planning
      Chairperson Mrs. June Newey.

2012/126     DECLARATIONS OF INTEREST
             - receive declarations of interest under Procedural Rule No.8.
             There were no declarations.

2012/127     APOLOGIES FOR ABSENCE
             Apologies were received and accepted from Cllr R. Halford (Chairman.

2012/128     MINUTES OF THE LAST MEETING
             Minutes of 21st June, were approved as a true report and duly signed by acting
             Chairman, Cllr. Bugden. Proposed by Cllr. Spelman and seconded by Cllr.
             Benson.

2012/129     MATTERS ARISING /CLERKS REPORT from minutes (if any)
             - discuss any issues arising from the minutes of the last meeting (Not covered by
             the agenda)

             a)     Malthouse Lane Public Right of Way – no further reply yet

             b)     Malthouse Lane Registration of Ownership.
                    On going.
                    Action Clerk requested to contact lawyer to take a preliminary look and
                    advise. Cost limited to £120. Proposed Cllr. Benson and seconded Cllr.
                    Spelman.

             c)     Broads Authority – Updates on Landscape Value. Cllr. Spelman and Cllr.
                    Caswell, will include Caen Meadow.

             d)     Parking at Keys Drive. E-mail received from resident Chris Green (who
                    had been dealing with this in his position of District Councillor) explaining
                    the situation regarding parking. Wherry were not prepared to do anything
                    about this but we were advised to try again.
                    Also reported a horse chestnut tree dying in the middle of the green.
                    Action: Clerk to contact landowner.

2012/130     CHAIRMANS REPORT
             There was no report owing to Chairman’s absence.

2012/131     PUBLIC PARTICIPATION (10 minutes)
             To include reports from District and County Councillors, Norfolk Constabulary
             and Broads Beat.
             Parishioners input is also very welcome including Parish Plan comments

             Suspend Standing Orders
             Norfolk Constabulary Report for 1st June – 30th June forwarded on behalf of
             PCSO Brian Levy 8265.
             Three reported crimes.
             1 – Theft from a motor vehicle
             2 – Theft if not classified elsewhere
             3 – Theft of a conveyance other than .a Motor Vehicle or a Pedal Cycle
             There was one Domestic – Non crime Incidents and One child at Risk report.

             Hoveton Chairperson Carolyn Williams asked for help delivering leaflets
             regarding purchase of The Granary Staithe. Help was offered and
             accepted.

             Hoveton Planning Chairperson June Newey explained that the bridge over the
             dyke would be very useful to Wroxham residents for access to the Post Office.
             Resume Standing Orders.

2012/132     TREE WARDENS REPORT – by Mrs. A. Bugden.
             There are two dead trees in the Parish:-
             1 – A Horse Chestnut, in the middle of the green on the Wherry Housing Estate.
             2.- At the top of Malthouse Lane, on the right, in The Dell, close to the path
             which I believe was an Ash.
             Action: Clerk requested to contact owners.

2012/133     AMENITIES REPORT - by Cllr. M. Bugden.
             Reports circulated to all councillors at meeting if available
             Most areas of the Village checked within the last week, no major problems and
             all life saving equipment in place.

             Charles Close – No cold calling zone.
             Trading Standard Services (N.C.C.) confirmed able to proceed on the 4th July
             2012.
             We now have to decide on signs. Action:- Clerk to write to T.S.S.
             Clerk also requested to write a letter of thanks to Graham Knights for all his
             endeavours.
             Clerk also to place notice in “Bridge”.

             Revised list of Actions:- Urgent/ Non Urgent/ Contractor/Voluntary Work Party.

             Because of wet conditions some jobs have increased because of more growth etc.

              Council should find person preferably living in village willing to undertake hedge
      cutting, path clearance, from time to time on payment basis, job by job.
              Advertise in the “Bridge” again.

           Requirements and conditions requested from the Insurance Company.

           Work party took place on Saturday 7th July. 9hrs work voluntarily given by
           three members. 9am – 12noon.
           Major work clearing Public Footpath The Avenue to Park Road from Avenue end.

           Our next work party will be on 8th August in the Churchyard, meeting 9am.
           Notice will be placed in Churchyard Porch.

           Plants had been purchased for around the Village Sign and planted.
           Cost £14.00. Payment agreed by Cllr. Benson and Cllr. Flatman.

           Conservation work had been organised and carried out in the Churchyard by
           Dr.R.M Leaney.
           Action: Clerk to write letter of thanks.

             Amendments to Planning conditions included in PP BA/2005/1568/PF along with
             improvements to existing maintenance base, establishment of a new community
             education project including two mobile classrooms and new compound to front of
             site.

2012/135     FINANCE REPORT Prepared by the Responsible Finance Officer and read by
             the Finance Chairman Cllr. Spelman.

      135.1 Cheques to the value of £1605.83 were approved for payment.

      135.2 Balances were approved as presented.
            Both of above were proposed by Cllr. Spelman and seconded by Cllr. Bugden.

      135.3 RFO reported receipt of cheque value £2684 from the New Homes Bonus October
            2009 – Sept 2011.

      135.4 Hard surface entrance to Caen Meadow.
            After discussion it was agreed to accept quotation from Mr. S.J.Douglas. in the
            sum of £1150 plus VAT.
            Proposed Cllr. Bugden and seconded Cllr. Spelman.

      135.5 Internal Audit for the year ended 31st March 2012.
            Report had been received from Mrs. P. James and circulated to all members.

             Comments were made regarding, Annual return, S.137 payments, Budget,
             Financial Regulations,V.A.T, Risk Assessments and Accounts in general.
             Council agreed to address these problems in the near future.

2012/136     TRAFFIC PROBLEMS-1151WROXHAM ROAD.
             Letter had been received from Norfolk County Council and copied to all.
             Clerk to acknowledge receipt and refer to the September meeting.

2012/137     LAND AT BURE CLOSE.
             Grass contract has been cancelled and a request to withdraw from our
             arrangement to maintain Broads Authority property made.

2012/138     CORRESPONDENCE.
             138.1 Broadland District Council – Gambling Policy review. Consultation ends
             26th September.
             Clerk to request hard copy and place on September Agenda.

      138.2 N.P.F.A. Invitation to A.G.M on the 19th July 6pm at Recreation Ground,
            Oaklands Rd. Cringleford
            Noted.

      138.3 P.A. BA/2012/0171/FUL- Boathouse, 10, Skinners Lane.
            Letter of complaint received from resident and duly noted by council members.

      138.4 RCC– Signpost.
            Clerk reported that the June Issue had been received.

      138.5 Broads Authority -Treatment of Invasive Species
            Permission to enter onto Caen Meadow land required. Granted. Clerk to notify
            Broads Authority and inform Trafford Estates.

      138.6 Grave matters
            Workshop for managing Cemerteries and Closed Churchyards. Update Tuesday
            24th July or 15th August 10am – 1pm. Fee £25.00
            Clerk given permission to attend if she was free.

2012/139     NEW HOUSING IN WROXHAM.
             Meeting confirmed as July 17th 10-12noon at Jubilee Rooms Hoveton Village
             Hall.
             Attendance confirmed by all with the exception of Cllrs. Benson and Flatman,
             who had other commitments.

2012/140     HOVETON PARISH COUNCIL
             Still awaiting full detailed reply to original letter.

2012/141     CODE OF CONDUCT
             Councillors have completed their Register of Interests and these were collected by
             the Clerk for forwarding to Broadland District Council.

             Details of how these will be treated on the Web site to be forwarded later.

2012/142      COUNCILLORS INPUT & ITEMS FOR THE NEXT AGENDA
     142.1    Staitheway Road Grit Bin.-Clerk to contact Mr. Phil Reilly (Highways
              Engineer) to resolve this long standing issue.

      142.2   Car Parking at Keys Drive .Residents asked again that we point out the
              Health and Safety to Highways. Clerk to write and also try Archant press
              representative.

      142.3   Lamp posts – Are they now all completed, working and old materials cleared
              away?
              Action: Clerk to get report from Highways.

2012/143      PUBLIC PARTICIPATION (5 minutes
              Residents reported the bad state of Caen Meadow, mainly Malthouse Lane,
              leading down to the Staithe – Clerk to enquire.

2012/144      CONFIRM THE DATE TIME AND VENUE OF THE NEXT MEETING

              The next meeting will be held on September 13th in the Jubilee Rooms at Hoveton
              Village Hall.


There being no further business the Chairman thanked all for attending and closed the meeting at
       10.30pm.
