                               SPECIAL MEETING
                                  March 2, 2007

Mayor Kreimborg called the meeting to order at 5:12 p.m. The City Clerk called the
roll.

Also in attendance were Ms. Bailey City Administrator; Ms. Griffith City Clerk; and
Mr. Gary Sweeney with CDS & Associates.

Mayor Kreimborg stated that the purpose of the meeting was to review bids received
for the renovations to the Park Place Community Center; hear a second reading of an
Ordinance to extend a development moratorium already in existence; and any other
business that may be brought before the City Commission for discussion and or
action.

Ms Bailey gave a second reading of an Ordinance to extend a development
moratorium already in existence in the area identified on the land use study prepared
by Woolpert, Inc. on the subdivision of property, installation of utilities, streets, and
single family dwellings for a period not to exceed September 1, 2007. Commissioner
Bell made a motion to accept the ordinance as read. Commissioner Reis made a
second. The City Clerk called the roll.

Ms. Bailey introduced Gary Sweeney as our new architect for the Park Place
renovation project. Mr. Sweeney is replacing Jack Willard, who is no longer with
CDS & Associates. At our last regular Commission meeting the decision was made
to reject the one and only bid that was submitted for the renovation project. The bid
from CBS & Associates was $40,000.00 over the estimated costs provided by our
engineer. A new bid process was opened which yielded five new bids. Mr. Sweeney
had reviewed the bids and announced that the lowest bid received was from Valor
Construction for $221,000, and the next lowest bid was from Radius Construction
Company for $222,800. He noted that the Radius bid included the demolition of
walls, rest rooms, etc. that our own Maintenance Department has already taken care
of. The amount of their bid that allowed for demolition was $1,675 which will be
deducted from their total. Mr. Sweeney recommended awarding the project to the
Radius Construction Company citing several reasons, including; their bid was more
compliant, and detail oriented, they had visited the project site before bidding, and he
was familiar with their work and ethics.

**Commissioner Haake arrived at 5:40 p.m. He had been given information in error
that the meeting was to be held at the Community Center**

Ms. Bailey stated that after meeting with the Building Inspector some building code
issues surfaced that need to be addressed. One issue pertains to an additional exit
door from the large main room. Mr. Sweeney affirmed that all of the “code” issues
would be addressed and corrected with a pre-construction meeting.

Commissioner Bell recommended that the lighting at the Community Center be
changed from florescent lighting to recessed “can” lighting with dimmer switches.
This would accommodate business meetings and functions requiring bright lighting,
as well as private parties wanting softer more natural lighting.

Commissioner Bell made a motion to accept the bid from Radius Construction
Company and to hire them for the renovation project at the Park Place Community
Center. Commissioner Reis made a second. The City Clerk called the roll.

Ms. Bailey reported that interviews were held to fill the vacancy in our Police
Department and the interview committee recommended hiring Ms. Kelly Roberts.
Ms. Roberts was formerly with the Newport, KY Police Department, and is a Martial
Arts expert. Commissioner Haake made a motion to hire Kelly Roberts as a Police
Officer with a starting salary of $31,800, contingent on passing both psychological
and physical examinations. Commissioner Reis made a second. The City Clerk
called the roll.

Ms. Bailey announced that she had been involved in a car crash in her City vehicle.
While stopped at a stop sign another motorist clipped the front and side of her
vehicle. She was not injured in the accident; however, her Honda sustained some
damage. She will have the necessary repairs made, and will be driving a vehicle from
the Police Department in the interim.

Commissioner Reis made a motion to adjourn. Commissioner Bell made a second.
All were in favor. The meeting adjourned at 6:03 p.m.
