Introducing the new system

• A single regulatory framework for
  health and adult social care
• NHS, local authority, private and
  third sector register with CQC
• A focus on outcomes rather than
  systems and processes
• Views and experience of people who
  use services at the centre

• Quality and Risk Profile for each
  registered provider will hold all
  information in one place
In addition:
• CQC has a statutory obligation to
  perform its functions in a way that
  encourages improvement
Timescales and key dates
The key dates:
2009/10 is a transitional year
• 1 April 2010 NHS trusts and PCT as
  providers to be registered and adult social
  care providers apply for registration
• Registration under the Care Standards Act
  2000 ends on 30 September 2010
• 1 October 2010 adult social care (and
  independent healthcare) providers to be
  registered
Other key dates

Other key dates:

• 1 April 2011 dentistry and independent
  ambulance services to be registered
• 1 April 2012 primary medical services
  including GP practices to be registered

to prepare?

Three guidance documents published in
  December 2009:
• Summary of regulations, outcomes and
  judgement framework (65 pg)
• Essential standards of quality and safety
  (275 pg)
• Judgement framework (148 pg) for CQC
  staff
Meeting the new standards

  safety:
• Involvement and information
  (outcomes 1 to 3)
• Personalised care, treatment and
  support (outcomes 4 – 6)
• Safeguarding and safety (outcomes 7
  – 11)
Meeting the new standards

Essential standards of quality and
  safety:
• Suitability of staffing (outcomes 12-
  14)
• Quality and management (outcomes
  15 – 21)
• Suitability of management
  (outcomes 22 – 28)
Registration fees

• Consultation in early 2010 on fees
  from October 2010 to March 2011
  although actual fee levels will not
  change
• Proposal in Spring 2011 on approach
  to fees for April 2011
