Job title:     National Strategic Planning Facilitator/consultant

Location:      Thateng District, Sekong Province

Duration:      July 6-14 (including 2 days travel time)

Funding source: UNDP GPAR Sekong

The Governance and Public Administration Reform Project, Sekong province is seeking national
strategic planning facilitator to lead in conducting the Thateng Ethnic Community Radio for
Development strategic planning workshop with full coordination with international community
radio consultant

Background:

The GPAR Sekong is a multi-stakeholder project that was implemented in March 2007 as the
newest member of the five pilot provinces being implemented by the Office of the Governor in
collaboration with partner offices at the provincial and district level.

 The overall goal of GPAR Sekong is to improve people’s access to public services in the largely
multi-ethnic province. The GPAR Sekong project focuses on results to reduce poverty by
improving access to public services.

The project started operations last April 2007. Ongoing activities from earlier GPAR project, the
Sekong Ethnic Peoples Development Project (SEPDEV) have progressed in strategic areas such
as capacity development in technical training of district, and provincial staff including villagers
in information generation, planning and delivery of basic small-scale infrastructures. Oversight
function of the Office of the Governor is being strengthened; the Village and District level
information system, planning and coordination capacity is being enhanced even if the District
Development Fund (DDF) has to be set-up.

Enhancing planning and coordination at the district level is one of the output targets on Citizen
Information Programme increased citizens' access to public information and “development
communications” in ethnic languages.

The establishment of the community radio stations was part of the support of the United
Nations Development Programme (UNDP) and United Nations Volunteer (UNV) to the project
of GPAR. The project was piloted in Thateng district of Sekong Province.

A. Tasks:

Under overall guidance of GPAR Sekong Project Manager, the National Consultant/Facilitator
will closely work with the GPAR Sekong Project Team, TECRD committee, board and volunteers
on the following:

   a) Review strategic manual developed by the project;
   b) Design TECRD strategic planning activity, including per topic session, time duration and
      methodology;
   c) Initiate conducive learning techniques;
   d) Facilitate the strategic planning workshop understandable by the ethnic participants.
   e) Provide advice for sustainability with clear and doable plan.
   f) Recommend follow up trainings/workshop.
   g) Translate relevant documents and simultaneous translation in meetings/workshops.

   B. Deliverables:

The national facilitator/consultant shall deliver the following outputs within 7 days

Furthermore, the consultant shall agree to the following:

      All outputs of this TOR is deemed property of UNDP GPAR ;

      The consultant shall be willing to present those outputs in various fora and activities of
       UNDP.



Qualifications:

      Degree in management, economic, marketing or other related fields;
      Minimum 7 years experience in the field of planning and organizational management;
      Experience in conducting and facilitating strategic planning;
      Good written and communication skills both in Lao and English;
      Knowledge of diverse ethnic language is an advantage.
      Demonstrate knowledge of Sekong province development context is a plus factor.



   C. A lump sum of consultancy fees to be negotiated and agreed upon
