Mental Health Quality Improvement Manager
This grant funded program awarded through December 31, 2012, will support NYC mental
health providers in adopting electronic health records and will promote the implementation of
health IT infrastructure to improve care coordination between mental health and primary care
The program, is a collaborative effort of DOHMH’s Division of Mental Hygiene, the Primary Care
Information Project (PCIP), and the Fund for Public Health in New York (FPHNY), a not for profit
corporation serving as program partner with DOHMH to implement and advance public health
The Quality Improvement manager will work closely with the clinical and administrative staff of
large and small mental health practices and Patient-Centered Medical Homes included in the
program to implement process and systems improvements in quality and efficiency of care, and
in the coordination of care between mental health and primary care services. The ideal candidate
Develop a Quality Improvement Program including curriculum and delivery systems to
support provider staff in improving the health outcomes of patients, particularly around
successful integration and coordination of mental health and primary care services.
Develop and introduce processes for office redesign (e.g., workflows, documentation,
standard processes) to improve office efficiency throughout each provider agency’s move
to new or upgraded electronic records.
Provide additional coaching on preventive-health features of the EMR and how to use
them as part of QI activities
o registries & panel management
o quality indicator measurement & improvement
o utilization reporting & operation improvement
Develop learning collaboratives to engage provider groups in incremental improvement
of critical best practices, and discussion of performance feedback.
Develop additional curriculum and delivery systems to :
o Familiarize program staff with continuous quality improvement goals and
o Support community providers on the path to Meaningful Use qualification
Minimum of 2-3 years behavioral health clinical experience (will also consider an MPH);
experience with EHR a plus.
Familiarity with evidence based and promising practices in mental health care.
Knowledge of behavioral health billing and practice management.
Outpatient experience in licensed mental health treatment programs preferred
Experience in team building and project leadership preferred
Demonstrated knowledge of principles and models of quality improvement, health care
statistics as well as automated data information systems.
Advanced skills in data management as well as the ability to analyze and present data to
groups and individuals
Ability to develop, organize, and facilitate special projects
Ability to work collaboratively with clinicians, staff and external organizations
Willingness to make off-site visits to provider programs within the 5 boroughs
