23   COMES NOW, Private Arizona Citizen Walter J. Burien, Jr., a New Jersey natural born white adult man
24   as one of the Citizens of the several states of the Union, hereby makes a special appearance, in Propria
25   Persona, proceeding in summo jure, jus regium, in law, neither conferring nor consenting to any foreign
26   jurisdiction, except of the judicial Power of Arizona and/or the united States of America, and as such
27   willfully enforces all constitutional limitations and prohibitions respectively on all government agencies
28   when confronted by them. TO PETITION and respectfully move the Yavapai Superior Court to expedite
29   and enforce compliance with the Yavapai Superior Court ordered visitation as follows.
30            1. Per the courts instructions Petitioner has attempted to accomplish visitation with his child at the
31   Prescott Child Development center on Tuesdays and Wednesdays from 10:00 a.m. to 4:00 p.m. since
32   November 11th, 1996. Petitioner adjusted his work days to respond to the child care center to accomplish
33   visitation with his child for the ten day period from the 11-11-96 to Present accomplishing Six quarter day

 1   visitations, approximately 24-27 hours total with his child since birth on 12-06-95, when the Respondent
 2   brought the child to Prescott Child Development center.

 3            2. Petitioner requests for the facilitation of visitation, that the visitation scheduled for December
 4   17th and 18th and thereafter at the Prescott Child Development Center be reassigned to the Child Care
 5   Center of; Prescott’s Young Generation - 129 N. Pleasant St. Prescott, Arizona - Telephone 1 (520)
 6   778-7051, Opal Bates - Administrator, furthermore; Child Care Center.

 7             Petitioner will pay the $10 per day fee to the Child Care Center on visitation days.

 8            3. Prescott Child Development Center after being confronted by Robin Arrowwood and the
 9   Yavapai court on December 9th, 1996 with damaging statements made by both parties about Petitioner,
10   referring to possible police involvement due to an arrest warrant being issued for Petitioner by the
11   Yavapai Court on December 9th, 1996 and by being drawn into the controversy as to when, or how long,
12   Petitioner’s child has been attending the day care center, July of 1996 to December of 1996, has declined
13   to further involve the center with maters involving the Yavapai court, Respondent and Petitioner thus not
14   wanting to facilitate visitation after being confronted by the court with the orders of December 9th, 1996.
15   This being told to Petitioner by Stacy Friedland, Director of the Center on December 12th, 1996.

16            4. Do to Respondent’s continued showing of hostility to this Father, contempt for visitation and
17   moving from Prescott on 12-11-96 with out any notice, in an attempt to avoid ordered visitation and
18   pending service of process until found by Palmer investigative services of Prescott, not letting anyone
19   know she was moving or where she was going, Petitioner requests expedition of this order.

20            Respondent confirmed her intent not to be found by any party when served by Kim, the
21   representative of Palmer Investigations when Respondent stated to Kim, that she was impressed and
22   amazed that the representative of Palmer found her being that she did not let anyone know yet that she had
23   moved and to where..

24            Petitioner wishes to utilize, through court order, the services of the qualified Child Care Center of
25   Prescott’s Young Generation for facilitation of visitation on December 17th and 18th and there after.
26   Petitioner has made contact with the Child Care Center to register his child there to start as of 12-17-96.

27            5. If this order is not expedited today by the court, Respondent will make no attempt to have the
28   child visit with her father on December 17th or 18th and will continue to ignore any moral considerations
29   for visitation thereafter as she has done exclusively of her own choice in the past since the birth of
30   Petitioner’s child unless enforced by exigent order of the court.

 1            Further more Petitioner requests that Respondent be ordered by the court to serve written notice to
 2   Petitioner and the court as to intended changes in the physical resident location of Allyson Arrowwood
 3   five days prior to changing resident locations and to serve 30 days written notice to Petitioner and the
 4   court, in advance, if she and Petitioner’s Child are going to establish a resident location leaving the
 5   County of Yavapai.

                                                  ORDER

       GOOD CAUSE APPEARING IT IS ORDERED THAT                            Walter J. Burien, Jr.'s. Petition for
enforcement of court ordered visitation is granted;
            IT IS ORDERED that Robin Jill Arrowwood, who currently resides as of 12-10-96 at; 1805
Beverly St., Chino Valley, Arizona 86323, shall come by herself and bring Walter J. Burien, Jr.’s child
Allyson Arrowwood to; Prescott’s Young Generation - 129 N. Pleasant St. Prescott, Arizona -
Telephone 1 (520) 778-7051, Opal Bates - Administrator on December 17th and 18th by 9:45 a.m. and
thereafter on scheduled days to facilitate exchange of the common child WELL DRESSED AND FEED
to Mr. Walter J. Burien, Jr. Ms. Arrowwood upon delivery of the child at the center shall leave that
location by 9:55 a.m. and Mr. Burien shall arrive at the Center after Ms. Arrowwood leaves or by 10:00
a.m. to pick up his child from the center.
         IT IS FURTHER ORDERED that Walter J. Burien, Jr. who resides at 554 Copper Basin Rd.
#11, Prescott, Arizona, shall, come by himself and return the child of Robin Jill Arrowwood’s to;
Prescott’s Young Generation - 129 N. Pleasant St. Prescott, Arizona - Telephone 1 (520) 778-7051,
Opal Bates - Administrator, on December 17th and 18th and thereafter on scheduled days by 3:45 p.m. to
facilitate exchange of the child to Ms. Arrowwood by the center, WELL DRESSED AND FEED. Mr.
Burien upon delivery of the child at the center shall leave that location by 4:00 p.m. and Ms. Arrowwood
shall arrive at the Center after Mr. Burien leaves or by 4:30 p.m to pick up her child from the center.
        IT IS FURTHER ORDERED that Robin Jill Arrowwood and Walter J. Burien, Jr. are to have no
direct contact with each other at the Day Care Center and that any special needs of the child that the
Center is aware of, are to be relayed to Mr. Burien or Ms. Arrowwood by the representatives of the Day
Care Center.
        IT IS FURTHER ORDERED that Robin Jill Arrowwood serve written notice to Walter J.
Burien, Jr. and the Yavapai Superior Court as to intended changes in the physical resident location of
Allyson Arrowwood five days prior to changing resident locations and serve 30 days written notice to
Petitioner and the court, in advance, if Robin Jill Arrowwood and her Children are going to be leaving
the County of Yavapai.
