29.   APOLOGIES FOR ABSENCE

30.   COUNCILLOR G HUNTER

      The Chair informed members of the death of Councillor G Hunter (Durham
      County Council).

      Members stood in silence as a mark of respect.

31.   MINUTES

      The minutes of the last meeting of the North Eastern Purchasing Organisation
      held on 15 July 2004 were approved as a correct record and signed by the Chair.

32.   EXCLUSION OF THE PRESS AND PUBLIC

      RESOLVED -          That the press and public be excluded from the meeting
                          during consideration of the remaining business in
                          accordance with the indicated paragraph of Schedule 12A to
                          the Local Government Act 1972.

33.   MATTERS ARISING FROM THE NEPO JOINT COMMITTEE 15 JULY 2004
      (Paragraph 10)

      At the meeting of NEPO on 15 July 2004 the Joint Committee accepted the
      tender submitted by BFC Brava Ltd, Middlesbrough for the Supply of Steel Office
      Furniture (Item 27a) subject to the satisfactory evaluation of a sample.

      Despite requests the company has not provided a sample for evaluation.

      RESOLVED -          That the second lowest tender to specification submitted by
                          Curtis Office Furniture Ltd, Darlington, be accepted.

34.   CONTRACT FOR THE SUPPLY OF AGENCY PERSONNEL (Paragraph 10)

      Further to the decision of the Joint Committee on 15 July 2004 (min 16 –
      2004/05) consideration has been given to the actions of the Appropriate Officer,
      in consultation with the Chair and Vice-Chair, in approving the tenders for the
      Supply of Agency Personnel.

35.   CONTRACT FOR THE SUPPLY OF VEHICLES IN EXCESS OF 3.5 TONNES
      (Paragraph 10)

      Further to the decision of the Joint Committee on 15 July 2004 (min 17 –
      2004/05) consideration has been given to the actions of the Appropriate Officer,
      in consultation with the Chair and Vice-Chair, in approving the following tenders
      for the Supply of Vehicles in Excess of 3.5 Tonnes:

36.   CONTRACT FOR THE SUPPLY OF RECRUITMENT ADVERTISING
      (Paragraph 10)

      Seven tenders have been received for the supply of recruitment advertising for a
      period of 48 months commencing 1 January 2005, subject to an annual review.

      Tenders were invited on behalf of Gateshead Council, Redcar and Cleveland
      Borough Council and Stockton-on-Tees Borough Council.

      RESOLVED -             That the most economically advantageous tender submitted
                             by Pearsons, Middlesborough, be accepted.

37.   CONTRACT FOR THE SUPPLY OF SPORTS EQUIPMENT

      Two tenders have been received for the supply of sports equipment for a period
      of 36 months commencing 1 April 2005 with an option to extend for a further 12
      month period.

      Tenders were invited on behalf of all member authorities with the exception of
      Durham County Council.

      RESOLVED -             (i)    That the discounts offered for specialist sports
                                    equipment be accepted from Philips Tuftex Ltd,
                                    Nuneaton

                             (ii)   That the lowest overall tender submitted by
                                    Maudesport Ltd, Walsall, based on comparing a
                                    shopping basket of items, be accepted for the NEPO
                                    branded catalogue.

38.   CONTRACT FOR THE SUPPLY AND INSTALLATION OF WINDOW BLINDS

      Six tenders have been received for the supply and installation of window blinds
      for a period of 36 months commencing 1 January 2005 with an option to extend
      for a further 12 month period.

      Tenders were invited on behalf of all authorities.

      RESOLVED -             That the lowest overall tender submitted by Baileys Blinds
                             Ltd, Newcastle, be accepted.

39.   EXTENSION OF CONTRACTS (Paragraph 10)

      It is proposed that the option to extend the following contracts be exercised: -

      (i)       Computer Software
      (ii)      Art and Craft Papers

(iv)     Dusters and Cleaning Cloths
(v)      Vehicle Lubricants
(vi)     Memo Books
(vii)    Envelopes
(viii)   Exercise Books

The contracts for computer software and memo books were awarded for a 36
month period commencing 1 January 2002 with an option to extend for a further
12 month period.

The contracts for art and craft papers and envelopes were awarded for a 36
month period commencing 1 January 2002 with an option to extend for a further
two 12 month periods.

The contracts for catering disposables and vehicle lubricants were awarded for a
24 month period commencing 1 January 2002 with an option to extend for a
further 12 month period.

The contract for dusters and cleaning cloths was awarded for a 24 month period
commencing 1 January 2002 with an option to extend for a further two 12 month
periods.

The contract for exercise books was awarded for a 24 month period commencing
1 January 2003 with an option to extend for a further 12 month period.

RESOLVED -           That the following contracts be extended for a further 12
                     month period:

      The Joint Committee was advised of the progress made with regard to the
      contract for the provision of vehicle hire for a period of 24 months commencing 1
      March 2005 with an option to extend for a further two 12 month periods.

      RESOLVED -          That after detailed evaluation of the applications received
                          the Appropriate Officer, following consultation with the Chair
                          and Vice Chair, be authorised to invite tenders from those
                          companies that meet the selection criteria.

41.   CONTRACT FOR THE PROVISION OF METER OPERATING SERVICES

      The Joint Committee was advised of the progress made with regard to the
      contract for the provision of meter operating services for a period of 48 months
      commencing 1 April 2005.

      Tenders will be invited on behalf of all member authorities.

      RESOLVED -          That after detailed evaluation of the tenders received the
                          Appropriate Officer, following consultation with the Chair and
                          Vice Chair, be authorised to accept the most economically
                          advantageous tender.

42.   CONTRACT FOR THE SUPPLY OF HEATING AND PLUMBING MATERIALS

      Three tenders have been received for the supply of heating and plumbing
      materials for a period of 24 months commencing 1 January 2005 with options to
      extend for a further two 12 month periods.

      RESOLVED -          That after detailed evaluation of the tenders received the
                          Appropriate Officer, following consultation with the Chair and
                          Vice Chair, be authorised to accept the most economically
                          advantageous tender.

43.   NORTH EAST CENTRE OF (PROCUREMENT) EXCELLENCE

      A presentation was given by David Wright, Director of the Centre, to advise the
      Joint Committee of the progress made in relation to the North East Centre of
      Excellence.

      The presentation highlighted the following issues:

      -   The Centre of Excellence would have three main priorities, notably, capacity
          building, delivering the 2.5% efficiency savings identified in the Gershon
          Efficiency Review and improving procurement and service delivery.
      -   In addition the Centre would be jointly owned by all local authorities in the
          region to build on good practice and share knowledge, information and
          expertise.
      -   Additional resources would be made available to support the increase in
          capacity required.

      RESOLVED -           That the information be noted.
