Dear Rep. Debbie Mayfield,

       As a resident of Martin County and your constituent, I am writing to voice my
opposition to House Bill 1227, an effort to jeopardize the sole dedicated funding source of
youth development and prevention services for families in the five counties in Florida that
voted to make this a priority.

        Our Children’s Services Council, which was voted into existence through
referendum in 1988, is the best way to ensure the health and well-being of our
community’s children. This agency is accountable to the tax-paying public with monthly
public meetings and elections of up to four governing board members (the rest are citizens
who apply to the Governor for appointment). The programs funded by our CSC are subject
to the strictest oversight, including in-depth site visits, monitoring of measurable objectives
and mandated independent audits.

       Our CSC funds 32 programs and touches the lives of more than 12,000 children,
parents and caregivers. These are programs that teach drug resistance skills, decrease
childhood obesity, provide pre-natal services and help us keep our school drop-out rate
low. These are prevention programs that make a measurable difference.

       The citizens of this community and I believe that children are a priority. If we were
to change our minds, we can dissolve the Children’s Services Council through a second
referendum. This option is much better than your current proposed legislation, which
includes putting the council’s mission under county commission control at a time when
county budgets are getting tighter and tighter.

         I believe this bill will have dire unintended consequences. Please, withdraw your
bills from consideration.
