                               EXECUTIVE SUMMARY
With 30+ year’s professional experience in commercial, government, and international
telecommunications, is utilizing broad management, team building, and technical skills with
the shifting telecommunications landscape toward engineering and implementation of next
generation telecommunications hardware and software. The principal emphasis has been to
design, build and manage cross-functional teams to implement complex telecommunication
and data systems, both in the U.S. and Asia Pacific; five years were engineering voice
networks in Japan and Korea. Experience includes:

   • Network Engineering, Project Management and Consulting with rural independent and
   competitive telephone companies performing telecom network analysis and engineering
   of next generation IP Voice, Data, and Video networks in New England.

   • Business Process Analysis and Disaster Recovery Planning with telecommunications
   companies which assisted the internal efficiency and minimized organizational gaps.

   • Development and management of Network Engineering staff designing and building the
   physical & organizational infrastructure to support a rapidly growing base of 25,000+
   telephone and Internet lines throughout New England.

   • Assembly and management of schedules and project teams for end to end deployment
   and integration of Nortel products into MCI and Teligent’s national network.

   • Development and management of the initial customer engineering staff for DMS-250
   and DMS-100/SL-100 systems for commercial and federal programs in Richardson, TX.

   • 2 years in Tokyo, Japan of direct management and development of Japanese
   engineering staff implementing Northern Telecom DMS-100 Family switching systems.

   • 3 years in Seoul, South Korea engineering and management of the hardware and
   software teams for the turn-key implementation of 29 Nortel MSL-100 switching systems.

   • Management of Sales support and proposal preparation staff, defining business case
   requirements, and including pricing strategy and associated financial analysis.

   • Direct customer interface, from the pre-proposal phase through final product
   installation/implementation, to include written, personal and formal presentations.

Providing engineering professional services to Independent Local Exchange Carriers
(ILEC’s), Competitive Local Exchange Carriers (CLEC’s), and large enterprises in New
England. Services have included network design, next generation switching design,
budgetary designs, traffic analysis, vulnerability assessment, project management of
systems implementation, technical audits of hardware and software of existing network
configurations, due diligence of assets available for acquisition, product management and
marketing, process and procedure development, disaster recovery and business continuity
planning. Provide hands on technical support on network elements for clients as required.
Elected Chairperson of the Telephone Association of New England Network Services And
Technology (NSAT) committee in 2005 and again in 2008. Elected Vice-Chair of the New
York State Telephone Association Associates Committee in 2006.

Managed a geographically diverse team of telecommunication engineers and technicians to
design, operate, and maintain the voice switching network in New England. Provided project
management and engineering direction for the network integration of 3 DMS-100’s in
Worcester, MA, Manchester, NH, and Portland, ME. Teamed with marketing, sales,
provisioning, customer service, and executive management for product introduction,
development of procedures, and technical guidance. Lightship Telecom ( www.lightship.net) is
a provider of bundled voice and data services to small and medium businesses in New
England.

Vice President, Network Operations, Log On America, Providence, RI
Provided management of a multi-million dollar infrastructure construction project, building
organizationally cohesive and physically diverse teams to support the current 38,000+
internet, web hosting, and telephone customers throughout New England. This system
architecture is designed with fiber optics between nodes to support a fault tolerant and
redundant voice and high bandwidth data network. The on-going operations encompass a
Competitive Local Exchange Carrier (CLEC) supported by a Nortel Networks
Solution(www.nortelnetworks.com) of hardware, software, and services. Log On America was a
provider of telephone, xDSL, and Internet services to small & medium business, Small Office
Home Office (SOHO), and residential customers.

January 1998 to August 1999
Sr. Regional Program Manager,Teligent Account Team, San Francisco,CA
Managing the Teligent Account (www.teligent.com) for the initial nationwide deployment and
integration of Point to Multipoint Broadband Microwave Radio equipment into a nationwide
network. Develop teams and manage the deployment to meet critical customer milestones.
Primary responsibilities are to capture customer requirements and develop project teams for
near turn-key deployment of DMS-500, Access Node, Passport, & Broadband Wireless
Access equipment and services. Successfully completed the Commercial Launch of 10
Cities simultaneously across the U.S.A. for Teligent. Worked very closely with the customer
and the multiple lines of business to bring together this complex network project.

February 1994 to January 1998
Sr. Network Project Manager, MCI Account Team, Richardson, TX.
Managing the MCI Local Services Program with Access Node and DMS-100 systems
(Approx $49M in 1997 revenue vs. $28M in 1996 and with a 12% improvement on Margin).
Interfacing with MCI Sr. Management to garner input for manufacturing forecasts and future
system requirements. Primary responsibilities are to work closely with the customer and the
Sales Team in developing solutions for telecommunications systems, obtaining an order,
create an implementation team, and matrix manage projects from job opening to in-service.
Also, program managed the PCS-1900 Wireless program for the MCI Laboratory and the
Customer Networked ACD program in support of MCI’s customers such as United Airlines
and Apollo Travel Services.

July 1991 to February 1994
Senior Manager, International Program Operations, Raleigh, NC. Program
managed the International Digital Communications (IDC), Japan programs from RTP
(Approx $25M in 1993). Acted as the gateway between Japan and the US development and
manufacturing groups to plan future expansions and streamline processes. Utilizing past
Japanese exposure developed North American processes to meet customers expectations.

January 1991 to July 1991
Senior Manager, International Market Support, Richardson, TX. Managed
the proposal process for international opportunities for DMS-100 Family equipment.
Identifying customer requirements, proposals were developed for programs in Hong Kong,
Singapore, Malaysia, & Thailand.

Program managed Federal Systems programs to implement MSL-100 switching systems on

Director, Program Management, Tokyo, Japan. Managed Japanese team to
implement DMS-250 switching systems as a local overlay system for Nippon Telegraph and
Telephone (NTT) in Tokyo. Acted as the primary program interface between NTT and the
Northern Telecom divisions in Richardson, Texas and Raleigh, North Carolina.

May 1988 to July 1989
Senior Manager, Program Management, Tokyo, Japan. Managed a program
team of Japanese engineers to deploy DMS-250 and DMS-300 switching systems for
International Digital Communications (IDC). The systems were deployed in Osaka and
Yokohama. This was the first introduction of DMS-100 Family of switches into Japan.

March 1985 to April 1988
Senior Staff Engineer, Federal Networks Division, Seoul, Korea. As MSL-
100 Systems Engineer managed the engineering and implementation of the Korean
Telephone Upgrade for the U.S. Army located in south Korea. Managed the physical
cutover process of 29 MSL-100 Switching Systems across Korea.

September 1983 to August 1984
Manager, SL-100 Sales Application Support, Richardson, TX. Managed a
sales support group, marketing SL-100 switching systems to the newly independent Bell
Operating Companies and the factory authorized Telco’s (e.g.. Bell South, Ameritech,
Contel, Centel, and etc.).

Manager, SL-100 System Engineering, Richardson, TX. Managed the system
engineering group for the DMS-100 Military/SL-100/DMS-250 product lines. Assumed
System Engineering responsibility for U.S. Airforce, U.S. Army, MCI, Sprint, UCLA, Univ. of
Texas, & etc.
