General Information
Information on Requirements to Practice as a Physiotherapist 1 in Canada

In Canada, physiotherapists are regulated. This means that to work as a physiotherapist, you must
register with the regulator (or regulatory body) in the province or territory where you work.

The regulator in each jurisdiction is responsible for protecting and serving the public interest by making
sure that physiotherapists provide high quality, competent and ethical services.

In Canada, only an individual who is registered with a Canadian physiotherapy regulator may refer to
themselves as physiotherapist, physical therapist, or physiothérapeute or use any short form
(abbreviations) of these titles.

The Canadian Alliance of Physiotherapy Regulators (The Alliance) carries out credentials and
qualifications assessment and administers the Physiotherapy Competency Examination (PCE) on behalf
of the regulator in Yukon Territory and regulators in all other provinces except Québec. The Alliance’s
assessments and examinations do not give you the right to practice or register as a physiotherapist in
Canada. The Alliance provides information to the Canadian physiotherapy regulators on credentials,
qualifications, and examination results. The regulator in each jurisdiction decides who can and who
cannot receive a license to practice. An applicant must meet all the licensing or registration
requirements of the province or territory where they will work.
You can find a list of all provincial and territorial regulatory authorities in Resources – Appendix 5. In
Canada, the regulatory bodies / organizations are usually called “colleges,” but they are not the same as
educational institutions.

If you are interested in becoming registered in the province of Ontario, you may pre-register with the
College of Physiotherapists of Ontario before beginning the mandatory processes with The Alliance.
Although pre-registration is optional, the College highly recommends it.

The process for those wishing to practice in Québec is different. If you are interested in becoming
registered in the province of Québec, you must contact l’Ordre professionnel de la physiothérapie du
Québec (see Appendix A for contact information).

If you are interested in practising in Northwest Territories or Nunavut, you will need a licence from
another jurisdiction in Canada. Northwest Territories and Nunavut need and accept licences from the
provinces and Yukon. You can contact the territorial health department or your proposed employer in
Northwest Territories or Nunavut for more information.

Labour Mobility

The Canadian physiotherapy regulators are committed to the principles of labour mobility and the
movement of registered physiotherapists across Canadian jurisdictions as articulated in the Agreement
on Internal Trade (AIT).

The movement of physiotherapists under the AIT is based on the similarities of categories of registration.
If you decide to move to another jurisdiction in Canada after you register with a Canadian physiotherapy
regulator in a jurisdiction in Canada, the physiotherapy regulator in the new jurisdiction will consider your
application to register under the rules of the mobility agreement.

The Licensing/Registration Process Explained

Steps Before You Apply

Requirements of the Regulator

First, decide where you plan to live and work. Next, contact the regulatory college in that province or
territory to find out what requirements you will need to fulfill to work there.

Mandatory requirements for Yukon and all provinces except Québec:

      •    You will need to apply for and successfully complete the credentialling process

      •    You will need to complete the Physiotherapy Competency Examination (PCE)

Some other requirements may be:

      •    You may need to complete a jurisprudence exam

      •    You may have to provide evidence of good character in the jurisdictions in which you have
           already worked.

      •    You may need to provide evidence of language fluency. Canada is a bilingual 2 country, but not all
           provinces and territories are bilingual. Therefore, some provincial and territorial regulators will not
           let you become licensed or registered if you are not fluent in the official language of that province
           or territory. When you find out the requirements of the regulator in the province or territory in
           which you want to practice, make sure you find out which language they require you to be fluent
           in to become licensed or registered. The regulator may require you to complete a language
           proficiency test other than the test you needed for your assessment.

Steps During the Credentialling Process
The Alliance assesses the educational credentials and qualifications of physiotherapists educated
outside Canada on behalf of the provincial regulators (except Québec) and the regulator in Yukon to
determine eligibility for Physiotherapy Competency Examination (PCE). Sometimes we refer to this
process as “credentialling.”

The Alliance will assess your credentials and qualifications and will determine whether your
physiotherapy education and your qualifications are similar to (substantially equivalent to) those of a
Canadian-educated physiotherapist.

Credentialling Standards

The Alliance uses six (6) criteria in the assessment process to determine if:

Criterion 1:
    • you or someone on your behalf have submitted authentic and valid documentation in support of
        your application (see the section on Policies - Fraudulent / Irregular documents)

Criterion 2:
    • you are eligible through your education (including your clinical education) to work as a
        physiotherapist in the country in which you received your physiotherapy education. (See the
        section on Policies - Eligibility to Practice as a Physiotherapist in the Country of Physiotherapy
        Education )

Criterion 3:
    • you completed a primary and secondary education that allowed for entrance to university-level
        education; and

      •   you completed a university-level entry-to-practice degree (or credential by another name) in
          physiotherapy awarded by a recognized institution authorized to issue credentials equivalent to a
          degree in Canada.(We will accept diplomas awarded by non-university institutions if we assess
          and determine that these diplomas are equivalent to at least a Bachelor’s degree in Canada.)

Criterion 4:
    • you are fluent in English or French (see the section on Language Proficiency)

Criterion 5
    • you successfully completed a minimum of 1025 hours of supervised clinical education during your
        university-level entry-to-practice degree in physiotherapy education with at least 200 hours in
        Musculoskeletal, 200 hours in Neurological and at least 40 hours in Cardiorespiratory conditions.
        This is sometimes called supervised clinical practice or clinical internship or clinical placement or
        practicum.

     •    your education included university-level coursework and credits 3 in:

              o    biological or life or physical sciences (foundational knowledge);
              o    social sciences or humanities;

  High school programs for which university transfer credit is granted by Canadian universities may be used to meet the general education
requirements. These programs include the General Certificate Education – Advanced Level Examinations, the International Baccalaureate (IB)
Diploma, and Advanced Placement Examinations (AP) from the United Stated of America. Submission of any of these documents is optional.
We may ask for them later during the credentialling process.

                o    applied sciences (foundational knowledge);
                o    physiotherapy clinical sciences (foundational knowledge);
                o    evaluation and research; and
                o    professional and integrated practice (foundational knowledge).
Criterion 6
    • you have knowledge about the practice of physiotherapy within Canadian health care system
        (See the section on Context of Physiotherapy Practice in Canada)



How to Send Your Application and Documents

You, your school, and other institutions (if applicable) must send your application and documents by mail
or courier service or deliver them in person. We do not accept faxed or emailed applications or
documents.

What Documents Do You Need to Submit?

In order to process your application, we need the documents listed below. If any of the documents listed
below are in a language other than English or French, you must also submit a certified translated copy 4 .
The certified translator must attach the translation to the document that is in the original language. If you
do not submit the documents properly, you will delay the processing of your application. You must send
some of the documents to us, and your school or other institutions must send the others to us.

Documents You Must Send to Us

       1. Completed and signed application.

       2. Fee: $860.00 Canadian dollars. The fee is payable to “Canadian Alliance of Physiotherapy
          Regulators” by money order, cashier’s cheque, international bank draft or credit card. If for any
          reason our bank returns your payment to us, we will charge you an additional $75.00. (For
          example, the bank may return your payment if your chequing account does not have enough
          money in it or your credit card is declined.) We must receive all fees before we will process your
          application.

       3. Identity documents: See the “Identification Documentation” for details about the identity
          document(s) you have to send to us. Note that there are several documents we need from you.
          Read the information carefully in the Identification Documentation section.

       4. Proof of legal name change: If you have legally changed your name, you must send us a
          notarized copy of the legal document showing your name change (for example, a marriage
          certificate). If you have not changed your name, you do not need to send this.

       5. A notarized copy of your letter of eligibility to practice as a physiotherapist in the country of
          physiotherapy education (if applicable). The document that you need to submit depends on the
          country of your physiotherapy education. We may not need any documents from you. See
          Resources – Table 1 for information on what you need to submit based on the country of your
          physiotherapy education.

       6. Notarized or original copies of your diplomas, degrees and certificates from

        a. university-level physiotherapy education; and

        b. any other university-level education (if applicable).

   7. If you wrote a final thesis or major research paper, send us a notarized and certified translated
      copy of the cover page, table of contents, abstract and bibliography or reference list. You do not
      need to submit this with your application. See the checklist for more information.

   8. A current résumé (optional).

   9. If you want another person to represent you (send and receive information about your application
      on your behalf), you must send us an authorization letter. You must sign the letter and have it
      notarized in the country in which you live. We will give information, correspondence and results
      only to you or only to your representative, not to both of you. We have enclosed an authorization
      letter in this package. You can also access the letter on our website, www.alliancept.org, by
      selecting “Applying for an Assessment” from the “Credentialling” menu and looking for
      “Authorization Letter” in the Forms section on that page. You do not have to use this letter but
      you must make sure that your authorization letter includes:

           a. your name, signature and date of birth;

           b. the name of the person you are designating as your representative; and

           c. the address and phone number of your representative.

   10. A copy of your Application Checklist (see page 26 and 27).

Documents Your School Must Send to Us

   1. Physiotherapy Education

        The Document Request Form (see Form C) lists all the documents your school must send to us.
        It also includes instructions for your school on how to complete it. Send this form to your
        physiotherapy school. The form states that your school must send the documents and the
        completed form to our office. We will not accept the form or the documents listed on the
        form if we receive them from anyone other than your physiotherapy school. We will keep
        your school documents for up to two years while we wait for your assessment application. If you
        do not send in your application within two years, we will destroy all the documents we have
        received from your school.

        We may already have copies of your program’s syllabus or course descriptions and
        outlines that we can use to assess your educational credentials. Please go to the
        Credentialling section of our website at www.alliancept.org, select “Notices to Applicants” and
        look for “Available Course Descriptions” before you send the Document Request Form to your
        school to find out if we need your syllabus. When you send the Document Request Form, tell your
        school if they need to send a syllabus.

   2. Other Education

        If you completed other university level courses in another institution before or after your
        physiotherapy program, we often include this information in the assessment. You must send a
        request to that institution and ask that they send us the official transcripts. We will not accept the
        official transcripts from anyone other than the issuing institution. If you received a degree or a
        diploma as a result of this education, you must also mail (post) to us the original or notarized copy
        of your degree or diploma.

Documents Other Institutions Must Send to Us

The language testing agency must send your original language proficiency score sheet to our office.

Contact the language test centre to find out how you can order official language test score sheets. We
will not accept the language test score sheet from anyone other than the issuing institution.

Documents We Do Not Need from You

   1. Many applicants send extra documents such as employment reference letters, personal
      references and continuing professional development information. We do not require this
      information for your academic credentials assessment. Do not send it to us unless we ask you to
      do so.

   2. Many applicants send a notarized copy of their mark sheets, student records, statement of marks,
      or transcripts. We will not accept these documents from you. The issuing institution must send
      your official academic records (also called transcripts or statement of marks or mark sheets) to
      us.

   3. Many applicants send duplicate copies of documents (for example, membership certificate,
      degrees etc.). We only need one notarized copy of the documents that you must send to us.

If you still decide to send these documents to us, we will keep them in your file for a period of two years
from the date of your Successful Result letter.

Communication with Applicants

If you want to know that we have received your application and documents, send them by registered
mail, or use a courier service that gives you confirmation. You can also complete the Verification of
Document Receipt (Form A) enclosed in this package and send it with your application. We will return the
form to you within three (3) business days of receiving it from you. You can also contact our
Receptionist/Intake Assistant by telephone and find out if we have received a package from or for you.

Acknowledgement of Application

Once we have received your application and documents, we will assign you a Personal Identification
Number (PIN) and email you your PIN. Once you receive your PIN you can check the status of your
application on our website. Please go to the Credentialling section of our website at www.alliancept.org,
select “Notices to Applicants” and look for “Credentialling Applicants Status Update”. If there are
problems with your application form, we will contact you within three (3) business days.

Acknowledgement of Documents

The Client Services Team will check all the supporting documents received for your assessment and
record the information in the Credentialling database. If the documents are not in the format that we
need, we will send you a Document Checklist with instructions on how to submit your documents
correctly. If we receive all the documents in the format that we need, we will update your application
status on our website and we will begin your assessment.

If you have any questions during the application process about documents you have submitted or any
other documents that we might need, contact the Client Services Team by email at email@alliancept.org
or by phone at (416) 234-8800.

Assessment Process

When we have received all the required documents and your file is ready for assessment, we will work
with credential assessment agencies and physiotherapist assessors to assess your file. If you have
questions before you receive your assessment results, you can contact the Client Services Team
(email@alliancept.org). If you have questions about the result of your assessment, contact your
Credentialling Officer at credentialling@alliancept.org.

During this process, we will determine if we have a precedent case that we can use to assess your
education and qualifications. We have a precedent case if we have completed a credential review of an
applicant from the same physiotherapy program as you, graduated in the same year as you did, with a
similar course of study, using the same credentialling standards. If we have a precedent case, we will
assess your file using the precedent file. If during the assessment process we determine that the courses
you completed are different than the courses in the precedent case, we will send your file to one of the
credential assessment bodies we work with and / or one of our physiotherapist assessors for review.

If we determine that we do not have a precedent case, we will first send your file to one of the credential
assessment bodies we work with to determine the level of your education, the focus of your education,
the recognition status of the institution and the course credits. We then send the assessment certificate
from the credential assessment body and our reports to one of our physiotherapist assessors for review
of physiotherapy coursework and content.

After we complete the initial assessment, we will send you a document called “Report on Assessment”.
This report includes detailed information about the criteria used to assess your education and
qualifications and describes which criteria you have met and if we need additional information or
documents.

 After we receive and review any additional documents that you or your school send after the initial
assessment, we prepare the final reports and send you your final result package.

Possible Assessment Results - Outcomes of the Credentialling Process

The possible outcomes of the credentialling assessment include:

   •     Substantial equivalence – applicants are eligible for the Physiotherapy Competency Examination
         (PCE). The first attempt of the Written Component of the PCE must happen before eligibility
         expires, which is two years from the date of the successful result letter.

   •     Minor gaps in academic credentials – applicants are eligible for the Prior Learning Assessment
         and Recognition (PLAR) program to prove the required knowledge and skills needed to reach
         substantial equivalence through one or a combination of the following:

            o   prior learning and recognition process;

            o   completing an approved bridging program or

            o   completing approved courses.

      •   Major gaps in academic credentials and qualifications – applicants are informed their credentials
          and qualifications are not substantially equivalent and they are not eligible to apply for the PCE.
          We will provide information on alternate career options and available Canadian education in
          physiotherapy.

          The major gaps are:

          o    applicant’s physiotherapy education is not at university level; or
          o    applicant’s physiotherapy education is not at entry level; or
          o    applicant’s education is not in physiotherapy; or
          o    applicant is not eligible to practice as a physiotherapist in the country in which the applicant
               received his/her physiotherapy education; or
          o    applicant has content and/or credit gaps in more than four (4) coursework areas or in more
               than two (2) foundational knowledge areas. Coursework and foundational knowledge areas
               are listed under “Credentialling Standards – Criterion 5 ” in this package. Supervised clinical
               education is also considered foundational knowledge; or
          o    applicant completed less than 820 hours of university-level supervised clinical practice as part
               of their formal physiotherapy education.

Steps After the Credentialling Process

Physiotherapy Competency Examination

Most provincial and territorial regulators require applicants who were educated outside of Canada, as
well as Canadian graduates from most provinces, to take the Physiotherapy Competency Examination
(PCE). The Alliance administers the PCE. If we decide that your education and qualifications are
substantially equivalent 5 to those of a Canadian-educated physiotherapist, you will be eligible to take the
PCE.

We will send a copy of your Successful Result letter, a copy of your Declaration of Identity, and your
scanned photograph to the Exam department. You can apply for the next available administration of the
examination once you receive your Successful Result letter or a Provisional Eligibility letter (see the
Provisional Eligibility Letter to Apply for the Exam).

The Physiotherapy Competency Examination (PCE) has two parts: the Written Component and the
Clinical Component. The Written Component is a multiple-choice written exam that tests your
understanding of the principles and processes of physiotherapy practice. The Clinical Component is an
objective structured clinical exam (OSCE) that tests your ability to safely and effectively apply the
principles and processes of physiotherapy practice.

Licensing or Registration by Your Provincial or Territorial Regulator

Once you have passed both parts of the PCE and have fulfilled all of the requirements of the regulator in
the province or territory in which you want to practice, you can apply to that regulator to become a fully
licensed or registered physiotherapist.

Some provinces may allow you to apply for a licence or registration before you have successfully
completed the PCE or after you have successfully completed the Written component of the PCE. This is
called an “interim” or “provisional” licence or registration. For more information about the different types
of licences and registration certificates, contact your provincial or territorial regulator (see Appendix 5).

Policies

Fraudulent / Irregular Documents
The Alliance will verify that the documents you or someone on your behalf have submitted are valid and
authentic. If you or someone on your behalf submits forged, fraudulent, altered or irregular documents or
physiotherapy educational documents issued by a “degree mill” 6 or a “diploma mill” 7 organization, we will
not assess your file. All documents received become the property of The Alliance. We will notify the
recipients listed on your application, the credential assessment bodies that we work with, other
educational institutions. In such cases, we reserve the right to also notify any and all of the Canadian
physiotherapy regulators. We also reserve the right to notify the institutions and boards that supposedly
issued your documents.

If you submit any non-physiotherapy related documents (diploma, degree, transcripts or other
documents) issued by a “degree mill” or a “diploma mill” organization, we will notify our Exam department
and the Canadian physiotherapy regulators when we complete your assessment. See the Glossary on
page 30 for information on Degree Mills and Diploma Mills.

Eligibility to Practice as a Physiotherapist in the Country of Physiotherapy
Education
The Alliance verifies if applicants are eligible, through their education and supervised clinical
practice (clinical internship) to work as a physiotherapist in their country of physiotherapy education.
Since 1994, The Alliance has collected and documented information about physiotherapy practice in
many countries. The Alliance understands that different countries vary in their rules and regulations
in regards to whether an individual can practice as a physiotherapist upon graduation. Table 1 on
page 18 includes information about what you need to submit based on the country of your entry-
level physiotherapy education. If the country of your physiotherapy education is not on the Table 1, it
means that we have not yet received an application from your country of education. You can
contact our Client Services team for information about what document you must send to us.

Language Proficiency
To become licensed or registered, you must also be fluent in either English or French. If you completed
your physiotherapy education (both classroom and clinical portions) in Australia, United States of
America, New Zealand, Republic of Ireland, South Africa, United Kingdom or France you do not need to
complete a language test.

All other applicants must complete all four components (writing, speaking, listening and reading) of one
of the following language proficiency tests:

      University of Ottawa in Canada) of at least 4, with no component lower than 4, plus an oral
      interview rating of at least 4.5.

Additional rules:

   a. the language testing agency must send us your official language scores

   b. test results must be less that two years old when the language testing agency sends the official
      scores to The Alliance;

   c. if we receive your language test results before we receive your credentialling application, we will
      keep your language scores until they expire. We will review your language test results when we
      receive your credentialling application to determine if they are current (less than two years old)
      and if you have met the minimum required scores.

   d. we can begin your assessment before we receive proof of language proficiency in English or
      French. However, if we finish your assessment and you are only missing language proficiency in
      English or French, you will not get your final result letter and you will not be eligible to register for
      the PCE until we receive proof of language proficiency in English or French;

   e. your regulator may require you to take a language proficiency test that is different from the test
      you take for your credentialling assessment. If you have not yet contacted the regulator in the
      jurisdiction you plan to work, please contact them now or visit their website to find out what
      language you must be fluent in to practice there and what tests it will accept.

Context of Physiotherapy Practice in Canada
When we assess your educational credentials and qualifications, we also assess your knowledge of
physiotherapy practice in Canada.

One of the most important features of education in a health profession is learning about the environment
or context in which the profession is practiced. All applicants educated outside of Canada must
demonstrate their knowledge of the physiotherapy practice in the Canadian health care context through a
structured approach. This means any course that you complete must include a formal method of
assessment. .

You must complete a course in Context of Physiotherapy Practice in Canada. Some of the Canadian
universities offer online courses or classroom-based courses in this area. Some of these courses are
free of charge.

We can start the Credentialling process before you fulfill this requirement. We will send you information
about this requirement and your options for fulfilling it after you apply for Credentialling.


Translation of Documents
If the documents you send to us are in a language other than English or French, you must have a
certified translator translate them word for word into English or French.

A certified translator provides specialized translations of original documents and is an expert in
terminology that is specific to a profession, such as medical terminology. A certified translator is
authorized to officially sign and stamp translations as certified. In some countries, a certified translator
may be called an “official” translator.


A certified translator must see your original documents. If you do not want to send your original
documents to the translator, you can do the following:

     1.   Take your original documents in the native/original language to a notary public.

     2.   Ask the notary public to make copies of your documents and notarize the copies.

     3.   Send these notarized documents to a certified translator.

     4.   Ask the translator to translate the documents word for word. The certified translator must
          attach the notarized documents in the original language to the certified translations.

     5.   Send the translated documents as you received them from the certified translator to us. We
          need the original translation. We will not accept a copy of the translated document even if you
          have the copy notarized.

If your school documents are in a language other than English or French, and if your school has an
official translator, the school official translator translate can translate the documents word for word into
English or French. Your school must send the documents in their original language to us, with the official
translations in English or French attached.

If your school does not have an official translator and we receive documents from your school in a
language other than English or French, we will send a copy of them to you to be translated. You must
have these documents translated word for word by a certified translator. The certified translator must
send the original documents and the translations to us, not to you.

Notarized Documents
Not all the documents that we need from you must be notarized. Refer to the Application Checklist for a
list of the documents that need to be notarized. The following section applies only to the documents
that must be notarized:

If the documents you are submitting are not original, you must have them notarized by a notary public. A
notary public is a person who is authorized by the province or country in which you live to certify that
copied documents are true copies of the originals. The person who certifies your documents must have
the legal authority to do so. Police officers and pharmacists cannot certify documents that you submit to
The Alliance. If there is no notary public in the country where you live, contact our Receptionist / Intake
Assistant for information.

To have your documents notarized, you will need to show the original of each document to the notary
public. The notary public must photocopy each document and must certify the photocopy of the
document. The statement they write on a notarized document should include their name, signature,
contact address, phone number, and their official stamp or seal. We must be able to contact them with
the information they provide. The signature as well as the seal or stamp of a notary public is needed to
confirm the oath of truth of the person notarizing the document. We will only accept copied documents if
they are notarized.

Refunds
An application is valid for one year after the date we receive it. If we do not start the assessment process
because you have not sent us the required documents or we have not received documents from other
institutions during this time, we will close your file. We will keep all the contents of your file and will not
send you any documents. We will not give you a refund. If you want to activate your file again, you must
send us a new application and pay the necessary fees. We may also need more documentation.

If you or someone on your behalf submits forged, fraudulent, altered or irregular documents or
physiotherapy educational documents issued by a “degree mill” or a “diploma mill” organization, we will
not assess your file and we will not refund your fees

If you pay us more than you need to, we will refund the excess amount. All other fees are non-
refundable. However, you may send us a written request for a partial refund if you have to withdraw or
cancel your application due to extenuating or unusual circumstances.

Verification That You Have Completed All Degree Requirements
If the university has issued your degree (diploma), you must submit a notarized copy of your degree with
all other required document. If you recently completed your educational requirements, we realize you
may want to apply for an assessment before you graduate.

We will start the educational assessment process if your degree or diploma (and proof of language
proficiency in English or French) are the only official documents we have not received. This means that
you must have successfully completed all the requirements of your physiotherapy degree.

Your school must send us written confirmation that you have successfully completed all of the
requirements of the degree, and they must indicate the date that you are scheduled to graduate.

Although we will start the assessment process before we receive your diploma or degree, we will not
send you the final results of your assessment until we receive an official copy of your physiotherapy
diploma or degree. You must therefore send us a notarized copy of your degree as soon as you receive
it.

If you have successfully completed all of the requirements of the degree and are waiting for your
graduation ceremony, you may send the Verification of Completion of all Requirements for Degree form
to your school with the Document Request Form and ask your school to complete and send it to our
office.

You can download the form from our website. Please go to the Credentialling section of our website at
www.alliancept.org, select “Applying for an Assessment” and look for “Verification of Completion of All
Requirements for Degree” form under the Forms on that page. Your school does not need to use this
form. We will accept an official letter from your school confirming the information listed on that form.

Verification Request Form
Some provincial and territorial regulators may give you a temporary, restricted or supervised licence to
practice physiotherapy. They will do so if they receive verification that you have completed the
credentialling process, been granted provisional eligibility to take the exam, or registered for the exam. If
you want us to verify to a regulator that you have completed the credentialling process or that we have
granted you provisional eligibility to take the exam, please complete the Verification Request Form and
send it to us by mail or by fax. You can download the Verification Request Form from our website.
Please go to the Credentialling section of our website at www.alliancept.org, select “Applying for an
Assessment” and look for “Verification Request Form” under the Forms on that page. We will send the
verification within ten (10) business days of receiving the form.

Please do not submit the form with your initial application. We will not be able to complete it at that time
and we are not able to hold forms until the credentialling assessment process is complete.

Provisional Eligibility to Take the Exam
You may be able to ask for a Provisional Eligibility letter to apply for the next available administration of
the Written Component of the PCE and/or to pre-register for the next available administration of the
Clinical Component of the PCE if:

A. You are enrolled in our Prior Learning Assessment and Recognition program and you are in your
   final term of academic study; or

B. You have successfully completed all of the credentialling requirements except for “Context of
   Physiotherapy Practice in Canada” and you have provided proof that you are registered in a pre-
   approved course in order to complete this requirement; or

C. You have successfully completed the Credentialling process and the only outstanding document is
   the notarized copy of your degree because of the timing of your convocation.

If you apply for the Written Component of the PCE with Provisional Eligibility, you will be able to take the
exam. However, because you have not completed all of the Credentialling requirements, this may have
an affect on your ability to register with a regulator. You must provide proof that you have successfully
completed all the requirements before we can release your final Credentialling Results letter.

Appendix 3 – Important Notes and Consent/Waiver section of the Application

IMPORTANT NOTES:
1. We will not start your assessment until we have received all required
   materials. 8 If your application is not complete, your assessment will be
   delayed. We usually complete assessments within 12 to 14 weeks of receiving all
   documentation if we have a precedent case. (A precedent case is a previously
   completed credential review of an applicant from the same physiotherapy program
   as you, in the same year, with a similar course of study, using the same
   credentialling standards.) We usually complete assessments that do not have a
   precedent case in 20 to 22 weeks. Your assessment will take longer if the assessor
   needs to do more research or if we need more information. We do not guarantee
   that we will complete your assessment within 12 to 22 weeks. We will not “fast
   track” applications for any reason. You should avoid taking action (such as
   moving or applying for a job) in anticipation of a positive result or a result by a
   certain time.
2. Official documents we receive from the issuing institutions and notarized
   photocopies we receive from applicants and representatives become the property of
   The Alliance and will NOT be returned or released. We will return originals of
   certificates with the final result letter by regular mail unless you instruct us otherwise.
3. We verify that persons who are qualified in the field of international educational
   credential assessment will assess credentials, but we cannot guarantee that the
   recipient of an assessment will agree with the results. International Qualifications
   Assessment Service (IQAS), World Education Service (WES), other credential
   assessment bodies approved by The Alliance and external physiotherapist
   assessors retained by The Alliance help us review credentials.
4. Assessment reports may differ depending upon the period in which they were
   completed and the documents submitted. This results from new and updated
   information being made available to us on a continual basis and from revisions to
   our credentialling standards. We base our decisions on the most recent information
   available.
5. If we determine that you did not complete a university-level entry-to-practice degree
   (or credential by another name) in physiotherapy awarded by a recognized
   institution authorized to issue credentials equivalent to a degree in Canada, we will
   not continue with the assessment and we will not review the courses you completed
   during your program of study. If this is the case, we will only apply the Preliminary
   Assessment fee of $300 in Canadian funds and we will refund the balance of the
   fees you paid at the time you applied for assessment.

  We can begin your assessment before we receive proof of language proficiency in English or French or your physiotherapy degree (only if you have not received
your degree due to the timing of convocation at the time you apply for credentialling). However, if we finish your assessment and your result is successful, we will not
send your result letter to you until we receive proof of language proficiency and/or your physiotherapy degree (see Policies for more information).

CONSENT / WAIVER:
By applying for credentialling and signing below, the Applicant
1. certifies that the supplied information is true and accurate to the best of his or her
   knowledge.
2. realizes that this assessment is not binding on any institution or organization, and
   releases The Alliance and its agents (for example, International Qualifications
   Assessment Service (IQAS), World Education Service (WES), other credential
   assessment bodies including those listed on the Canadian Information Centre for
   International Credentials (CICIC) website, and physiotherapist assessors retained by
   The Alliance) from any liability for damages incurred due to the use of an assessment
   report.
3. releases The Alliance, its directors, officers, agents and employees from any liability
   for damages resulting from the use of an assessment report. The Applicant agrees to
   reimburse The Alliance and its directors, officers, agents and employees for any and
   all costs, including legal expenses, that they may incur as a result of any claim that he
   or she (or anyone having any interest in his or her earnings or services) may make
   based upon the assessment determination.
4. will be eligible to apply to write the Physiotherapy Competency Exam (PCE) if his or
   her assessment result is successful. The first attempt of the Written Component of
   the PCE must happen before eligibility expires, which is two years from the date of
   the successful result letter.
5. acknowledges that, if The Alliance and its agents determine, in their discretion, that
   ANY document(s) submitted with respect to an application is fraudulent, altered or
   irregular or the physiotherapy education documents were issued by a “degree mill” or
   a “diploma mill” organization, the assessment will be terminated, the fee will not be
   refunded and The Alliance will notify its agents, credential assessment bodies,
   educational institutions, and Canadian physiotherapy regulators.
6. acknowledges that, if The Alliance and its agents determine, in their discretion, that
   any non-physiotherapy related document(s) submitted with respect to an application
   were issued by a “degree mill” or a “diploma mill” organization, The Alliance will notify
   The Alliance Exam department and the Canadian physiotherapy regulators at the
   time when The Alliance releases the applicant’s final result letter.
7. releases The Alliance, its directors, officers, agents and employees from ANY liability
   for the loss of or damage to documents submitted with respect to an application for
   an assessment.
8. agrees that the fees, once paid, are not refundable, except in the case of
   overpayment.
9. agrees that while The Alliance takes reasonable steps to ensure the accuracy and
   completeness of information, resources and reports, The Alliance is not responsible
   for damages in the event of errors or omissions. The Alliance is not responsible for
   impacts of personal, professional or financial nature. This includes such impacts as
   loss of income, loss of salary and/or expenses incurred by an employer, a contractor
   or an applicant. Each applicant who applies for the Educational Credentials and
   Qualifications Assessment must read and understand the limits of liability. Further,
   applicants must advise those interested parties (such as employers) about the limits

   Assessment, the Applicant agrees that he or she shall take no action or other

   for an act done in good faith or for any neglect or default related to the Educational
   Credentials and Qualifications Assessment and the Applicant further agrees to
   reimburse The Alliance and its directors, officers, agents and employees for any and
   all costs, including legal expenses, that they may incur as a result of any such action
   or proceedings.
10. consents to the collection, use and disclosure of his or her personal information in
       accordance with The Alliance Privacy Policy. The Applicant agrees that the
       information he or she has provided may be verified by The Alliance, and that in the
       course of such verification The Alliance may need to disclose to third parties the
       information provided by the Applicant. The Applicant consents to such disclosure
       by The Alliance. The Applicant also consents to the disclosure of personal
       information by third parties to The Alliance that may be necessary for The Alliance
       to process the Applicant’s application and to verify the information provided.
11. agrees to let The Alliance disclose his or her personal information to credential
       assessment bodies so they can assess the Applicant’s educational credentials.
12. authorizes the disclosure of non-identifying data for research purposes.
13. authorizes the disclosure of the status of his or her credentialling application and
       assessment results to any and all Canadian physiotherapy regulatory agencies.
14. authorizes the disclosure of his or her personal information and assessment

Appendix 4 – Glossary – Terminology Guide

Academic record
The official document or record of a student’s enrolment, progress, and achievement within an
educational institution. It identifies courses taken (title and course number), credits and grades achieved,
and credentials earned. It may include information about work terms/industrial placement, thesis and
research, and the final award conferred.

Accreditation
Approval of the academic standards of an educational program or institution by an independent
designated regulatory or accrediting authority.

Accrediting body
A designated competent authority legally entitled to accredit an institution, program, or module of study
within the context of an education system. Accrediting bodies can be (but are not necessarily) mandated
by legislation or by regulator bodies and can consist of government representatives, stakeholder
representatives, external academic experts, and professional regulatory bodies.
In Canada, Physiotherapy Education Accreditation Canada (PEAC) conducts accreditation reviews of
Canada’s fourteen Physiotherapist education programs. All physiotherapist programs in Canada
currently hold an accredited status.

Affidavit
A written declaration on oath made before a legally authorized official.

Award
A generic term for qualifications earned through successful completion of a program of studies.

Bridging program
A set of courses designed specifically to provide a person who already possesses certain qualifications
with the additional abilities and knowledge required for admission into a specific program.

Certified translation
A translation of a document conducted by a specially qualified and experienced translator (certified
translator), authorized to translate documents.

Certified translated copy
A copy of a document that was in a language other than English or French, but that has been translated
word for word to English or French by a certified translator. The certified translator must translate from
the original document or from a notarized copy of the original document, and then must officially sign or
stamp the translated copy.

Clinical Training / Supervised Clinical Practice / Internship
A period of practical, supervised and on-the-job training included in the formal program of study. A unit of
work designed to give students supervised practical application of previously studied theory.

Competence
A demonstrated ability to apply knowledge or skills, and where relevant, demonstrated personal
attributes, as defined by, or that meet or exceed, a standard of performance.

Credential
A documented evidence of learning based on completion of a recognized program of study.

Credential Assessment Body
An organization that assesses international credentials. In Canada, this includes regulatory bodies,
postsecondary institutions, trades and professions, and provincial and other academic credential
assessment services.

Credentialling
Another word for the process of examining a credential / assessing the educational credentials and
qualifications of physiotherapists educated outside Canada, also known as the Educational Credentials
and Qualifications Assessment. If you were educated outside of Canada and you want to become
licensed or registered in most provinces and territories in Canada, you must have your educational
credentials and qualifications assessed by The Alliance. (We sometimes refer to this as “going through
the credentialling process.”)

Credit
A unit used to express the value of a course or other training activity in relation to the total requirements
for a degree, diploma, or certificate, usually measured in hours of study or achievement of threshold
standard or both.

Degree
A title awarded by a university or other authorized academic institution for successful completion of a
program of academic study.

Degree mill
An organization that uses names of non-existent universities or establishes a university without proper
authorization to sell documents that are not backed by appropriate study or examinations.

Diploma mill
An organization that sells documents not backed by appropriate study or examinations that operates
without the supervision of a state or professional agency. It issues diplomas that are either fraudulent or,
because the school does not meet proper standards, worthless.

Diploma Supplement
A document produced by national institutions in many European countries that is appended to
credentials and provides a description of the nature, level, context, content, and status of studies
pursued and successfully completed by the holder of the credential. Attached to the diploma supplement
is a description of the national higher education system within which the individual named on the original
qualification graduated.

Entry to Practice – Entry-level Education in Physiotherapy
Means that the formal physiotherapy education you completed prepared you to practice as a
physiotherapist in the country where you completed the education.

Equivalency
-   A relationship of parity established between one system, jurisdiction or institution and another with
    respect to the value and significance of courses, diplomas, certificates, degrees or credentials.

-      Recognized equality of value between courses, programs, parts of programs, diplomas or forms of
       training.

Foundational knowledge
Foundational knowledge is knowledge necessary for safe and effective clinical judgment and decision-
making. In the physiotherapy profession, a lot of the foundational learning that is critical for practice

clinical practice.

Fraudulent credential / document
A document that has been modified or reproduced without authorization of the original issuing body. A
fraudulent document is also considered forged if it is claimed that it was issued by a legal entity that did
not issue it. Fraudulent credential or fraudulent document modifications may include:

   -     The addition of subjects or statements or information to an academic credential or academic
         records or a document (identity documents, membership certificate, etc)

   -     The alteration of grades or examination results on an academic credential or transcript or the
         alteration of any information on a document

   -     The substitution of names on an academic credential or academic records (whereby the
         academic information is true and accurate but pertains to a different individual) or substitution of
         information on a document

   -     The counterfeiting of an entire credential or an academic record or a document

Higher Education
Formal education that follows secondary education and leads to at least a bachelor’s degree or
equivalent.

Issuing Authority
The institution or authority that granted the credential or license or issued the document or a centralized
agency established and authorized by an appropriate government agency to collect, issue, and verify
records pertaining to a credential.

Jurisprudence
A jurisprudence exam tests your knowledge of rules that apply to physiotherapy practice.

Learning outcome
The specification of what a student should learn or can do as the result of a period of specified study or
as a result of completing a course of study.

Mobility
The ability to move freely from one jurisdiction or another and to gain entry into a profession without
undue obstacles or hindrances. The eligibility of a practitioner registered in one jurisdiction to practice in
another jurisdiction without undergoing further training or assessment.

Notarized copy
A copy that has been made of an official document and that a notary public has certified. The notary
public must see the original document, must make a photocopy from the original document and then
must sign and stamp the copy and provide their name, address and phone number. The notary public
attests that the copy is identical to the original document from which the photocopy is made.

Notary public
A notary public is a person who is authorized by the province or country in which you live to administer
oaths (swear to the truth of a statement). They also certify that copied documents are true copies of the
originals. The person who certifies your documents must have the legal authority to do so. (Police
officers and pharmacists cannot certify documents that you submit to The Alliance.)

Objective structured clinical exam (OSCE)
An exam that tests your ability to safely and effectively apply the principles and processes of
physiotherapy practice. In an OSCE, you go through several stations that are set up to be like situations
you will encounter in your career. Each station has a standardized patient with a clinical problem. You
are tested on how you communicate with and treat the patient as well as what you know. An examiner
marks you based on a standardized list of questions and criteria.

Official document
A document that has been sent in a sealed envelope from the issuing institution to The Alliance and that
has never been in possession of anyone other than the institution that issued it.

Prior Learning Assessment and Recognition (PLAR)
PLAR is generally defined as a process that identifies, verifies, and recognizes learning (knowledge and
skills) that cannot be fully recognized through the traditional mechanisms of credential assessment,
credit transfer, articulation, or accreditation. The Alliance uses PLAR in addition to and following the
academic credential assessment of an applicant’s education. Recognition is the formal acknowledgment
of an applicant’s previous learning from all sources.

Also defined as:

  1. Process of identifying and measuring skills and knowledge acquired outside educational
     institutions.
  2. Prior learning recognition is based on assessment of skills and knowledge acquired through
     professional or life experience.

Recognized institution
An academic institution that is recognized by a government for the purpose of awarding academic
credentials.

Regulator / Regulatory body
An organization that has legislated authority to carry out the governing legislation of a profession. Such
organizations may also be referred to as regulatory authorities or regulatory colleges. For the profession
of physiotherapy, the regulator is the authority in a province or territory that licenses or registers
physiotherapists to practice in that province or territory. In Canada, most provincial regulatory
organizations are called “colleges,” but they are not the same as educational institutions.

Sealed envelope
Envelope used to transmit official academic documents or other official documents. It is also a criterion
used to identify whether or not a document could be considered official. If the document is sent directly
by the issuing institution to the recipient and if the seal is unbroken when the envelope reaches the
recipient, the document could be considered official. It is recipient who ultimately determines if the
document is official.

Semester / Academic Session
A division of the academic year, usually two semesters in a year, whose length is determined by the
institution.

The school year is divided into three sessions: fall (August to December), winter (January to May), and
summer (May to July). However, some programs may be offered on a continuing basis throughout the
year, or may include a summer practical training course.

Statutory declaration
A legal document commonly used to allow a person to affirm something to be true for the purposes of
satisfying legal requirement or regulation when no other evidence is available. It is similar to an affidavit;
however, it is not sworn or made on oath.

Substantially equivalent
Substantially equivalent means that there is reasonable confidence that the education and qualifications
are highly similar and that individuals possess the competencies being evaluated. For example, if your
educational credentials and qualifications are substantially equivalent to those of a Canadian-educated
physiotherapist, your education was similar and has prepared you as well as the education of Canadian
educated physiotherapists, even though you did not take exactly the same courses as they did.

Comparability of the content of programs and of theoretical education including clinical education. It
implies, with a reasonable degree of confidence, that the individual possesses the theoretical and
practical knowledge required to begin practicing a profession at the first level.

Syllabus
A description of the essential features of a program of study and its courses, including objectives, subject
content, teaching, and assessment strategies.

University education comprises three cycles of studies:
   1. The first university cycle (usually lasting three years full-time) leads as a rule to obtaining a
      bachelor’s degree.
   2. Second cycle university programs are of two types: a) a master’s degree is conferred at the
      conclusion of a professional master’s program, which normally lasts two years; b) the second
      type of second-cycle studies normally lasts for one year full-time, and leads to a degree or
      certificate.
   3. The third cycle of university studies, lasting at least three years full-time, is an introduction to
      scientific research and prepares the student for a career as a researcher. Students can acquire a
      doctorate (Ph.D.)

Verification
The process of confirming the authenticity of documents through direct contact with the issuing authority
and/or centralized agency that is authorized to verify academic credentials.

 1.   We will not start your assessment until we have received all required materials. 9 If your application is not complete, your assessment will be
      delayed. We usually complete assessments within 12 to 14 weeks of receiving all documentation if we have a precedent case. (A precedent case is a
      previously completed credential review of an applicant from the same physiotherapy program as you, in the same year, with a similar course of study, using
      the same credentialling standards.) We usually complete assessments that do not have a precedent case in 20 to 22 weeks. Your assessment will take

 2.   Official documents we receive from the issuing institutions and notarized photocopies we receive from applicants and representatives become the property of
      The Alliance and will NOT be returned or released. We will return originals of certificates with the final result letter by regular mail unless you instruct us
      otherwise.
 3.   We verify that persons who are qualified in the field of international educational credential assessment will assess credentials, but we cannot guarantee that
      the recipient of an assessment will agree with the results. International Qualifications Assessment Service (IQAS), World Education Service (WES), other
      credential assessment bodies approved by The Alliance and external physiotherapist assessors retained by The Alliance help us review credentials.
 4.   Assessment reports may differ depending upon the period in which they were completed and the documents submitted. This results from new and updated
      information being made available to us on a continual basis and from revisions to our credentialling standards. We base our decisions on the most recent
      information available.
 5.   If we determine that you did not complete a university-level entry-to-practice degree (or credential by another name) in physiotherapy awarded by a
      recognized institution authorized to issue credentials equivalent to a degree in Canada, we will not continue with the assessment and we will not review the
      courses you completed during your program of study. If this is the case, we will only apply the Preliminary Assessment fee of $300 in Canadian funds and we
      will refund the balance of the fees you paid at the time you applied for assessment.

 CONSENT / WAIVER:
 By applying for credentialling and signing below, the Applicant
 1.   certifies that the supplied information is true and accurate to the best of his or her knowledge.
 2.   realizes that this assessment is not binding on any institution or organization, and releases The Alliance and its agents (for example, International Qualifications
      Assessment Service (IQAS), World Education Service (WES), other credential assessment bodies including those listed on the Canadian Information Centre
      for International Credentials (CICIC) website, and physiotherapist assessors retained by The Alliance) from any liability for damages incurred due to the use of
      an assessment report.
 3.   releases The Alliance, its directors, officers, agents and employees from any liability for damages resulting from the use of an assessment report. The

      Component of the PCE must happen before eligibility expires, which is two years from the date of the successful result letter.

      physiotherapy regulators.

      application were issued by a “degree mill” or a “diploma mill” organization, The Alliance will notify The Alliance Exam department and the Canadian

      directors, officers, agents and employees for any and all costs, including legal expenses, that they may incur as a result of any such action or proceedings.

      information he or she has provided may be verified by The Alliance, and that in the course of such verification The Alliance may need to disclose to third parties

The student named above has applied to the Canadian Alliance of Physiotherapy Regulators (The Alliance) for an
educational credentials and qualifications assessment. The Alliance is the federation of provincial and territorial
physiotherapy regulators in Canada. We assess the educational credentials and qualifications of physiotherapists
educated outside Canada on behalf of these regulators. We also administer the Physiotherapy Competency
Examination (PCE).

To help us complete the student’s assessment, please provide the information asked for in the attached document.
Your institution’s Registrar, Program Director, Dean or the Principal may complete the Document Request Form.
You must send this information to The Alliance office, not to the student. We will not accept this form if the
student completes it or sends it to us.

This document is prepared for a variety of universities around the world including universities in North America. As
such, some of the questions or some of the terms used in the document may not have meaning outside of North

Documents to Send with the Completed Document Request Form
Along with this form, including this page, please send us documents that contain the following information about
the student’s education:
•     the number of classroom and laboratory and clinical credits or clock hours, grades or marks earned for each
      completed course
•     reports on supervised clinical practice, including the number of hours, the areas practiced and a detailed
      description of supervised clinical practice
•     weighting factors (amount each course is worth compared to other courses) for each completed course, if

                                    Form D – Identification Documentation
Identity Document(s)


We need one (or more) official document(s) that have the following:

         your photo
         your full legal name
         your date of birth
         your signature

If all the information we need is on one document, you do not need to submit more than one document.

You may submit original documents, although we do not recommend this. Some applicants may want to
bring original documents to our office and we will make copes at that time. Most applicants send us a
copy of their identity documents.

You must make sure that your identity document:
      is official (i.e., issued by the government / agency authorized by the government to issue official
      documents),
      is valid (it is not expired), and
      can be verified with the source.

Here is a list of documents you can submit to support your identity:
   a. Birth Certificate
       You must attach a certified translation if your Birth Certificate is in a language other than English
       or French.
   b. Passport
      We do not need all the pages in your passport. We only need the pages with the required
      information. For example, if your photo, full legal name and your date of birth is on one page and
      your signature is on another page, we will need both pages.
   c. Canadian Citizenship Card
   d. Health Card from a Canadian province or territory
   e. Driving Permit (Driver’s License) from a Canadian province or territory
      If some of the information we require is on the back of the card, you must send us a copy of both
      sides.
   f.    Canadian Immigration Record of Landing
   g. Canadian Permanent Resident Card
   h. Refugee Protection Claimant Document
If you do not have an official document...
If you do not have an official document, you, personally, must sign a an affidavit that is certified by a
notary public. The affidavit must state:
        that the name shown on your application is your full legal name
        your date of birth
        the reason why you don't have an official document.

You must still complete the Declaration of Identification form in front of a Notary Public, have it notarized
and send it to our office with your affidavit.


If you have changed your name...
If you have changed your name, you must send one of the following documents certified as a true copy
of the original by a notary public with a certified translation attached if the document is in a language
other than English or French:
        Marriage Certificate
        Legal change of name document if you have legally changed your name.

This is only necessary if any of your required documents (academic records, degrees, other documents)
are in a different name from the name on your application.

Photographs - hardcopy requirements
You must provide two (2) colour photographs. These two photographs must be identical.

The photographs must be:
   a. Current - taken within the past six months,
   b. Colour,
   c. Passport-quality - full-face and very clear, and
   d. Original (not taken from an existing photo).

You must attach ONE photograph firmly to the Declaration of Identity Form (from the credentialling
package), in the designated space, and officially certified by a notary public. The seal of the notary public
or the stamp and the signature of the certifying official must appear partly on the photograph and partly
on the Declaration of Identity Form.

On the back of the second photograph, you must print your name, print the date the photograph was
taken and sign.

NOTE
- The Declaration of Identity Form will be valid for 5 years and will be shared with the Exam department
  when you become eligible for the Physiotherapy Competency Examination (PCE).
- The photograph and the signature on your official document that you will send to us must be very
  clear. Make sure that this information is clear when you make a copy of your document. We will ask
  you to send us another copy if we are unable to see the information we need on the copy you send to
  us.
- Many applicants do not print their full legal name on the Application form or on the top section of the
  Declaration of Identity Form (or on other forms in this package) but print their full legal name in the
  Section 1 of the Declaration of Identity form. We need your full legal name on all the forms in this
  package that you will complete and send to us. The following example may help applicants when
  completing the various forms in this package:

  If your full legal name is “Mary Jane Smith”, then print Mary Jane Smith on the following forms:
        1- Application form;
        2- top section of the Declaration of Identity form;
        3- the first page of the Document Request Form before you send it to your school;
