UNESCO Regional Workshop on Periodic Reporting Follow-up for North-East
and South-East Asia
(12-16 DECEMBER 2005, MALACCA, MALAYSIA)
GENERAL INFORMATION
I. INTRODUCTION
The Ministry of Culture, Arts and Heritage of Malaysia and the UNESCO World
Heritage Centre are jointly organizing a Regional Workshop as a follow-up to the 2003
Periodic Reporting exercise for North-East and South-East Asia, from 12 to 16
December 2005 in Malacca, Malaysia.
Between 1997 and 2003, States Parties of the Asia and Pacific region, in collaboration
with the World Heritage Centre and the Advisory Bodies to the World Heritage
Committee (ICOMOS, IUCN and ICCROM), carried out the first cycle of the Periodic
Reporting exercise, by which the States Parties reported on the application of the World
Heritage Convention and the state of conservation of specific World Heritage properties
inscribed on the World Heritage List up to and including 1994. In addition, States Parties
were requested to provide up-dated information on management and administrative
arrangements, on factors affecting the property and on existing monitoring mechanisms.
In July 2003, the World Heritage Committee examined the state of World Heritage in Asia
and the Pacific at its 27th session and adopted the regional Programme ActionAsia 2003-
2009 in direct response to the conclusions and recommendations elaborated by 27 Asian
States Parties to the World Heritage Convention through the Periodic Reporting exercise.
The programme aims to assist the Asian States Parties at sub-regional and regional levels
in carrying out specific actions to strengthen the application of the World Heritage
Convention and to enhance the conservation process at Asian World Heritage properties.
As a result of the first cycle of the Periodic Reporting Exercise for the Asia-Pacific region,
the UNESCO World Heritage Centre prepared a publication entitled “The State of World
Heritage in Asia and the Pacific Region (2003)”, which provides an overview of the
results and analysis of the main issues pertaining to World Heritage conservation in the
region. A CD-Rom was also produced, including a synthesis of country and site-specific
Periodic Reports submitted by the Asia-Pacific countries, as well as background
information on the Periodic Reporting process. These information have also been made
available at the World Heritage Centre’s Web page at:

II. OBJECTIVES OF THE WORKSHOP
provide the participants with a Forum to exchange opinions and concerns on
the issues pertaining to the conservation and management of cultural World
Heritage in North-East and South-East Asia;
based on the findings of the first cycle of the Periodic Reporting exercise,
elaborate action plans in line with four strategic objectives adopted by the
World Heritage Committee in 2002 (Credibility, Conservation, Capacity-
building and Communication) to address the needs of States Parties
concerned;
Present some specific case studies on the challenges in the conservation of
cultural World Heritage, such as tourism pressure and inadequate visitor
management, site management planning and monitoring mechanisms;
During this Workshop, the following themes may be discussed:
Assessment and overview of the first cycle of the Periodic Reporting exercise;
Reviewing of National Tentative Lists to address the imbalance of cultural
heritage properties by category;
Major threats and needs identified by the site-specific reports for cultural World
Heritage properties in North-East and South-East Asia, and how to address them
through integrated management and monitoring mechanism;
Methodology on formulation of site management and visitor management plans;
Collaborative partnerships in favour of World Heritage conservation.

V. PARTICIPANTS
National focal points from countries in North-East and South-East Asia: Brunei
Darussalam, Cambodia, China, DPR of Korea, Indonesia, Japan, Lao PDR, Malaysia,
Mongolia, Myanmar, Philippines, Republic of Korea, Singapore, Timor-Leste, Thailand
and Viet Nam.
The participants will also include site managers and experts from each State Party in
North-East and South-East Asia, as well as international experts in heritage
management and new technology application.

In principle, only TWO participants per country (one national focal point and one site
manager) will be financed (international travel and board and lodging during the
meeting) by the Organizing Committee for Cambodia, China, DPR of Korea,
Indonesia, Lao PDR, Mongolia, Myanmar, Philippines, Thailand and Viet Nam.
Representatives from Brunei Darussalam, Japan, Malaysia, Republic of Korea,
Singapore and Timor-Leste are encouraged to cover their own expenses. All expenses
for any additional participants from the States Parties should be borne by their
governments.

VIII. COUNTRY PRESENTATIONS
Participants from States Parties concerned are requested to prepare their country
presentations on the following two sections:
A. General overview:
A powerpoint presentation on the general overview of cultural World Heritage
conservation in the participant’s Government: current situation and major challenges in
the preservation of cultural World Heritage properties.
B. Site specific presentation:
A powerpoint presentation on one of the inscribed cultural World Heritage properties or
one Tentative List site, introducing its values, management and conservation issues,
including monitoring indicators to examine the state of conservation.
The country presentations should be focusing on the main issues regarding the
conservation and management of World Heritage cultural properties and the main areas
they would need assistance, at national, regional and international levels.
The presentation should be submitted to the Organizing Committee by 30 November
2005 at the latest so that a Working Tem made of UNESCO, ICOMOS and ICCROM
can make comments on the country reports.
