Minutes of the Parish Council Meeting on Wednesday 14 April 2010, 8pm

Also present were 5 members of the public.
1. APOLOGIES FOR ABSENCE
Apologies were received from C Cllr Mr V Lucas, D Cllr Mr T Bell and Lois Dale, Clerk.
2. ELECTION OF A CHAIR
RESOLVED: Cllr Mr N Baker be elected as Chairman of Wyton on the Hill Parish Council
until the elected councillors take post.

3. DECLARATIONS OF INTEREST
No councillor declared a personal or prejudicial interest in any agenda item.
4. PUBLIC COMMENT
Comments were made about rubbish caused by customers of the ‘burger van’ in Churchill
Avenue. Cllr Mr N Baker has spoken to the van operator and asked the litter picker to clear
A problem of vehicles exceeding the 20mph limit on the estate was raised. The limit cannot
5. COMMUNITY POLICE REPORT
There was no report
6. COUNTY AND DISTRICT COUNCILLORS REPORT
There was no report.
There were no planning applications.
8. HIGHWAYS MATTERS
The reported speeding matters above will be reported to CCC Highways and the Police. As
it is thought that the limit cannot be enforced advice will be sought. Chairman was
authorised to contact Mr. Saunderson, St. Ives Town Council who is in charge of the
Speedwatch equipment and arrange some training and for it to be used as a deterrent on
8.3 Other Road matters and Road Safety Matters
9 LOOKING AHEAD
9.1 Roads Maintenance
Cllr Mr N Baker suggested that the Parish Council should take over the maintenance of
roads on the estate. This will be discussed at the next meeting
9.2 Community Building & Sports facilities
It was suggested that the Parish Council look at taking over the MOD land at the rear of
Durham Way/Bath Crescent for a community Centre, car park and sports field, with the
possibility of allotments.
9.3 Parish Plan
Wyton on the Hill was included in the Houghton and Wyton Parish Plan, published in 2009.
Any relevant information should be extracted from this.
9.4 Other ideas for projects and roles for the Council
The following suggestions were made:
A gateway in the fence on Churchill Avenue to allow access to the footpath along the
side of the field.
A gateway in the fence to allow access to the bus stop on the north side of B1090.
Access to the Tennis Courts in York Way.
10 YOUTH PROJECTS
10.1 MUGA and Youth Shelter
Interviews are being held for a qualified youth worker, funding is needed from the RAF
10.2 Youth Drop in Centre. Youth Services and Club
Outline planning permission has been submitted for the installation of a modular building at
the junction of Norfolk Road and Devon Road. This could be used as a Youth/Community
Centre. This would be subject to approval from MOD as this is their land. It is intended that
the building will be about 20”x30” to include two toilets, a kitchen and an open area. Costs
estimated at £25-30,000 plus £1800-2000 installation.
11. CLERK’S REPORT
11.1 Joining outside bodies (CPALC, LCAS etc.)
These items were deferred to the next meeting.
A bank account has been opened with The Co-operative Bank. The documents are awaited.
Insurance for Council and Councillors
Insurance has been arranged through Aviva.
This is deferred to the next meeting.

There was no other business.

The next meeting will be the Annual General Meeting of the Parish Council on Wednesday
12 May 2010, 8pm, Wyton School.
