Enterprise St Helena (ESH) JOB PROFILE: HEAD OF FINANCE Overview: Commencement of the £250m airport construction contract has started the transformation of St Helena to a high-value tourism driven economy. Developing an island-wide sustainable tourism offering is the key priority in the coming years. The construction, and subsequent operation of the airport at the end of 2015, is creating many opportunities for on-island and inward investors, be they large or small. The island has already attracted support - from Saints on island starting businesses to major international investors planning to invest approximately £50m. It is forecast that the economy will grow six fold in 10 years. The Head of Finance will have a critical role to play in supporting local business development and attracting investment, both impacting on the wider island and economy. The island is rich in heritage, Napoleonic history, scenery, environmentally important and the welcome warm. Tourism opportunities include accommodation, cafes, bars, retail as well as experiences: amazing sports fishing, diving, golf, walking, guiding, experiential etc. The island is an open economy that needs, and therefore welcomes, expertise and capital; it is easy to invest, whether to start or develop an existing businesses. A British Overseas territory, St Helena is a very stable and reliable environment, has the added benefits of a great tropical climate, is very safe (the police are unarmed!) and friendly – all this and an exciting economic future. The Sustainable Economic Development Plan (SEDP) sets out the island’s integrated approach to economic development and links the different elements of St Helena Government policy. Ideally the post holder will take the island through to airport opening; the initial appointment will be for two years, renewable by mutual agreement. Grade: TC Post Job Purpose: Responsible to the Chief Executive Economic Development for the financial management and control of Enterprise St Helena and related economic development activities. Supervision: The Finance & Performance Monitoring Manager and Finance Co- ordinator. Job Outline: 1 Financial Control. The Head of Finance will have the primary responsibility for ESH’s budgets, financial and internal controls and safeguarding assets; 2 SHG Liaison. To liaise with the St Helena Government (SHG) on budget, spend and resource use. 18/06/12 – Post DFID & SHG Enterprise St Helena (ESH) 3 DFID Reporting & Monitoring. To liaise and report to DFID on a quarterly and annual basis and keep them informed of strategic issues; 4 Management Accounting & KPI’s accounts. Produce monthly management accounts and KPI’s for review by ESH Board; 5 Investment and Loan Funds: a. To manage the existing ‘legacy’ loan portfolio, ensuring its timely and efficient collection b. Help develop lending and investment policies appropriate for a quasi- equity investment fund c. Appraisal of all business plans submitted to obtain loan or equity finance from ESH d. Key member of the asset and credit decision making committee e. Monitoring and management of the loan / equity share portfolio f. Reporting to ESH board on all Investment and loan issues. 6 Property Transactions. To support the Property Director with the appraisal of development schemes and assist in the negotiation of terms; 7 Development Programme Support. Contribute financial and commercial views to the differing development programmes undertaken by Enterprise St Helena; 8 Accountancy & Financial Advice. Provide accountancy and financial advice as required by any stakeholder groups e.g. St Helena Growers, Farmers Association, St Helena Fisheries Corporation; 9 Statutory Accounts. Responsible for the preparation of ESH’s statutory accounts for audit by the Chief Auditors office; 10 Communications. Ability to work under pressure and deal with complex situations. 18/06/12 – Post DFID & SHG Enterprise St Helena (ESH) Qualifications, Experience and Skills Required: Essential: Qualified accountant At least 5 years’ hands-on experience in financial management SME commercial experience Familiar with appraising Business Plans Strong leadership and communication skills Flexible and resilient with a ‘can-do’ attitude Happy working in a small team, requiring a hands-on approach Able to deal with diverse range of projects Desirable: Experience of evaluating / advancing / managing loans and or venture capital Existing familiarity with St Helena 18/06/12 – Post DFID & SHG
