                                  MEETING OF THE RICHMOND BOARD OF SELECTMEN
                                         TOWN OFFICE CONFERENCE ROOM
                                         7:00 PM – THURSDAY MARCH 5, 2009


        1.0      CALL TO ORDER

                 Chairman Goodall called the meeting to order at 7:05p.m. Present were; Rose Beckwith, Tracy
                 Tuttle, David Thompson, Bill Keleher, Cem Giray, Rebecca Boulanger, Gary Nash, Darryl Sterling
                 and Laurisa Loon.

        2.0      PLEDGE OF ALLEGIANCE
        3.0      REQUEST TO APPROVE BOARD OF SELECTMEN MINUTES-NONE

        4.0      APPOINTMENTS, RESIGNATIONS, PROCLAMATIONS, RESOLUTIONS

        5.0      PUBLIC HEARINGS, PRESENTATION

                 5.1       2009 CDBG Economic Development Program for Micro Technologies-Darryl Sterling
                           Selectman action requested to approve the 2009 CDBG Economic Development Program
                           Grant Application which will assist Micro-Technologies, Inc., with their business expansion
                           costs in Richmond.

                           Chairman Goodall opened the public hearing.

                           Cem Giray of Micro Technologies presented a slide show on Micro Technologies aquamarine
                           culture. Mr. Girary stated that the CDBG funds will help with the renovations of the facility,
                           expansion of services, job creation, apprenticeship program with the high school students,
                           new product research and development, expand their manufacturing capabilities, complete
                           pending projects as well as obtain new projects that are awaiting a new facility.

                           Micro Technologies has recently applied for Pine Tree Zone Certification and has been
                           approved for a $50,000 TIF Loan.

                           Selectmen Thompson asked if funds were approved what is the estimated timeline for
                           renovations and expansion. Mr. Giray responded that renovations would most likely begin in
                           June with an estimated completion date in late fall with some hiring at the end of the year.

                           Bill Keleher added that their will be a open house March 19th at the facility it will be attended
                           by Commissioner Richardson, Representative Seth Berry and Senator Seth Goodall.

                           Selectman Goodall closed the public hearing.

                           Selectman Tuttle made a motion to amend the agenda to add 7.1- 2009 CDBG Economic
                           Development Program for Micro Technologies with Selectman action, Selectman Beckwith
                           seconded, motion passed (4-0).

                           Selectman Goodall recused himself as Chairman.

7.0      ADMINISTRATIVE ITEMS-NEW BUSINESS

         7.1       2009 CDBG Economic Development Program Selectman Action for Micro Technologies.

                   Selectman Tuttle made a motion to allow the Town of Richmond to apply for 2009 CDBG
                   Economic Development Program Funds for Micro Technologies in the amount of $200,000
                   and to accept said funds, Selectman Beckwith seconded, motion passed (3-0-1) Selectman
                   Goodall abstained.
