CONSTITUTION ARTICLE 1 NAME The name of this organisation shall be The University of the West Indies Islamic Society, here in after referred to as the “The UWI Islamic Society” ARTICLE 2 GOAL The goal of The UWI Islamic Society shall be so seek the pleasure of Allah (Subhanu wa ta‘ala) through organised struggle for the establishment of the Islamic System of Life (IQAMAT UD DEEN) as spelled out in Al Qur‘an and the Sunnah of the Prophet Muhammad (upon whom be peace), and according to the objectives and the methodology as laid down in this Constitution. ARTICLE 3 OBJECTIVES 1. To disseminate to and to acquaint the students of the University of the West Indies, and the people of Trinidad and Tobago with the message of Islam. 2. To organise those who agree with the call of the UWI Islamic Society according to the methodology contained in this Constitution. 3. To provide sound intellectual, spiritual, moral, social, cultural and physical training to all. 4. To co-operate and co-ordinate plans with other Islamic Organisations in order to achieve the goals and objectives of the UWI Islamic Society. 5. To co-operate with individuals and groups in the promotion of good and the forbidding of evil in accordance with Al Qur‘an and Sunnah. 6. To make every effort to contact, to co-operate with Islamic movements outside Trinidad and Tobago. ARTICLE 4 METHODOLOGY The methods used should be based on the following: 1. Before coming to any decision or taking and action on any matter we will first find out the guidance of Allah and of Allah’s Messenger, as contained in Al- Qur‘an and Sunnah. In the absence of any clear-cut injunctions in them we shall seek the advice of competent scholars. 2. In order to establish the Islamic way of life (Deen), the UWI Islamic Society shall use methods such as preaching, teaching, recruiting, organising and training. 3. The UWI Islamic Society shall struggle for the attainment of its objectives in an open and forthright manner. ARTICLE 5 CONDITIONS FOR MEMBERSHIP 1. Any person who is a student or staff member (academic or non-academic) of the University of the West Indies, can become a full member of the UWI Islamic Society provided he or she agrees with the beliefs, goals, and objectives of it, and pledges to abide by the rules and regulations as stipulated in this constitution. 2. This person must observe the fundamental principles (FARAAID) of Islam. ARTICLE 6 ADMISSION OF MEMBERS 1. A person shall duly fill out an application form and submit it to the President/Executive Member. 2. Admission/expulsion shall be dealt with at duly constituted meetings of the Executive (Majlis Ash Shura), the minutes of which shall be recorded. ARTICLE 7 ORGANISATIONAL STRUCTURE The elements of the structure will be as follows: 1. President 2. Vice President 3. Secretary 4. Assistant Secretary 5. Treasurer 6. The Public Relations Officer 7. Faculty Representatives 8. General Assembly ARTICLE 8 THE EXECUTIVE The Executive shall comprise of the following: 1. The President 2. The Vice President 3. The Secretary 4. The Treasurer 5. The Public Relations Officer 6. Faculty Representatives The President The members shall select the President by secret ballot every year. The duties of the President are as follows – 1. He shall be responsible for organising and implementing the work of the UWI Islamic Society and the General Assembly. 2. He shall decide the politics of the UWI Islamic Society and other important matters in consultation with the Executive. The Vice President The members shall select the Vice President by secret ballot every year. The duties of the Vice President are as follows – 1. He shall assist the President, and under the direction by the President or the General Assembly may assume the responsibilities of the President. The Secretary The members shall select the Secretary by secret ballot every year. The duties of the Secretary are as follows – 1. He shall assist the President and shall perform all those duties and use all those powers entrusted by him by the members, and shall be accountable to them. 2. He shall compile proceedings of meetings of the Executive and General Assembly, write special reports and communicate general information to the members. The Assistant Secretary The members shall select the Assistant Secretary by secret ballot every year. The duties of the Assistant Secretary are as follows – 1. He shall assist the Secretary and under direction by the Secretary or the General Assembly may assume the role and responsibilities of the Secretary. The Treasurer The members shall select the Treasurer by secret ballot every year. The duties of the Treasurer are as follows – 1. To keep a complete account of income and expenditure. 2. To prepare the annual Budget, Statement of Income and Expenditure, and a Balance Sheet. 3. To submit these annual financial reports to the President. 4. He shall be responsible for the security of finances of the UWI Islamic Society and shall also ensure proper accounting systems be introduced at all levels of the UWI Islamic Society. The Public Relations Officer The members shall select the Public Relations Officer by secret ballot every year. The duties of the Public Relations Officer are as follows – 1. He shall be responsible for the promotion of the policies and objectives of the UWI Islamic Society to the Membership and to the Public. The Faculty Representatives There shall be a representative from each faculty selected by the members of the respective faculties. The Faculty Representatives duties shall be as follows – 1. He shall keep in direct contact with the members of his faculty through personal meetings, telephone, letters, notices, etc., thereby ensuring that all members know the activities of the UWI Islamic Society. FUNCTIONS OF THE EXECUTIVE (MAJLIS ASH SHURA) 1. To advise the President on matters relating to the work of the UWI Islamic Society as outlined in the Constitution. 2. In the event of a crisis within the UWI Islamic Society, e.g. death, resignation, etc., of the President, apostasy of members, mass resignation of members etc., and where the President fails to call a meeting of the Executive or the General Assembly when it is due, then any member of the Executive may convene a meeting of the Executive to consider appropriate action. On the basis of simple majority, the Executive has the authority to convene an extraordinary meeting of the General Assembly when deemed necessary. Duties of the Members of the Executive 1. To place obedience to Allah and Allah’s Messenger above anything else. 2. To always monitor themselves and the President to ensure that they adhere to the correct belief (AQEEDAH) and strive constantly to achieve the goal and objectives of the UWI Islamic Society. 3. To participate regularly in the meeting of the Executive. 4. To express their honest opinion according to their knowledge, understanding, faith and conscience. 5. To abstain from doing anything that would undermine the UWI Islamic Society e.g. the formation of cliques, backbiting, slandering, canvassing etc., and to correct any member. 6. To bring immediately to the attention of the attention of the President any issue or need concerning the UWI Islamic Society and to co-operate fully in an effort to rectify the situation. 7. To keep in touch with the President and/or Secretary on a regular basis. 8. To diligently carry out all responsibilities assigned to him. ARTICLE 9 THE GENERAL ASSEMBLY The General Assembly shall consist of full members of the UWI Islamic Society and they shall: 1. Evaluate and approve plans, programmes and policies of the UWI Islamic Society as submitted by the President. 2. Deal with amendments to the Constitution in accordance with Appendix D of this Constitution. 3. Have the power to appoint and dismiss the President and Executive at a duly constituted meeting of the General Assembly. 4. Receive the audited accounts of the UWI Islamic Society, and take appropriate action thereon. 5. Appoint Auditors. 6. The General Assembly of the UWI Islamic Society shall do accountability (Ihtisab) of its officers at its meetings or at specially convened meetings of that purpose. MEETINGS OF THE GENERAL ASSEMBLY 1. There shall be a meeting of the General Assembly at least once per year. APPENDICES APPENDIX A: Qualities of UWI Islamic Society Officers The officers of the UWI Islamic Society must possess the following: 1. No desire or action on their part to seek office. 2. A sound knowledge of Islam and practical commitment to the FARAAID of Islam. 3. Qualities of Taqwa, trustworthiness, wisdom, justice, leadership and administrative abilities. 4. Willingness to sacrifice for the cause of Allah. 5. Full membership of the UWI Islamic Society. APPENDIX B: Fundamental Principles of Elections 1. All elections shall be by secret ballot. 2. A simple majority shall be decisive in all elections. 3. No member shall have the right to canvass for himself or someone else. 4. It shall be necessary that the new election be held at the beginning of the new academic year. APPENDIX C: Election Procedures 1. The Executive shall be elected at a meeting of the General Assembly, convened especially for that purpose. The election shall be by secret ballot and on the basis of simple majority. APPENDIX D: Amendments and Additions to the Constitution 1. A member shall have the right to present an amendment to the Constitution through the President. 2. The amendment proposals shall be deliberated upon by the Executive and after approval of a simple majority these shall be presented to the General Assembly. 3. All amendments to the constitution must be approved by a two-thirds (2/3) majority of the membership of the UWI Islamic Society either present in a meeting or by proxy.
