FEBRUARY 2009 MINUTES
The Armstrong Conservation District Board of Directors held their monthly meeting at the Armsdale
Administration Building, 124 Armsdale Road, Kittanning, PA on Wednesday, February 18, 2009.
Vice-Chairman Andrew Kimmel called the meeting to order at 7:30 p.m. Directors present: Dennis
Hawley, Jerry Longwell, Dave Collier, and DeJay Claypoole; Associate Directors, Michelle Hickman,
Rocco Ali, and Pam Meade; District Manager Dave Rupert, E&S Tech I/Assistant District Manager
Christine Cramer, Watershed Specialist Dave Beale, D&G Specialist Greg Shustrick, Office Manager
Cindy Smith, NRCS SDC James Burgess, AmeriCorps Member Carly Phelps, and DEP Rep Chuck
Public Comment on Agenda Items - None
Minutes were reviewed. Jerry Longwell moved, seconded by Dave Collier to approve the minutes of
January 21, 2009. Motion carried.
The Treasurer reported a balance of $148,309.93. DeJay Claypoole moved, seconded by Dennis Hawley
to approve the Treasurer’s Report subject to audit and pay outstanding bills. Motion carried. Jerry
Longwell moved, seconded by Dave Collier to open at Elderton State Bank two accounts, an "Unfunded
Liability Reserve Account" and a "Capitol Reserve Fund Account" and at PA Treasurer's INVEST
Program open one, a "Capitol Reserve Fund Account" so funds can be transferred between the two
financial institutes depending on the fluctuating interest rates. Motion carried.
2009 PACD Winter Meeting – Bill Schall attended and presented 14 ACDs issues and concerns to
PACD members and leadership on Wednesday, January 21 in State College at the Ramada Conference
Legislative Breakfast Meeting – is scheduled for Friday, March 27th from 7:30 am to 10:00 am
at King's Family Restaurant in West Kittanning. Invited guests include the Armstrong County
Commissioners, elected Federal and State officials serving Armstrong County, the press and
PACD Capitol Day - is scheduled for March 16, 2009 at the Crowne Plaza Harrisburg-Hershey in
downtown Harrisburg beginning at 10:00 am.
D&G Contracts Awards – QAB Chairman Jerry Longwell presented the following recommendations to
the District Board for approval: There were proposals for six (6) D&G projects. Total D&G Funding
amount to be awarded at this time is $31,590.77. The four (4) projects selected for funding are Plumcreek
Twp – $6,338.00, South Buffalo - $9,512.18, Perry Twp - $5,383.86, Redbank Twp - $10,356.73. Dennis
Hawley moved, seconded by DeJay Claypoole to award D & G projects as presented by the QAB
Chairman Jerry Longwell. Motion carried.
PA Farm Bureau – Spring Environmental Coordinator Mtg – The annual Spring meeting for DEP
SW Region and the PFB County Environmental Coordinators will be held on Thursday, March 26, 2009
at the Cedarbrook Golf Course located at 215 SR 981 in Belle Vernon, PA. Jerry Longwell moved,
seconded by Dennis Hawley to approve any interested person to attend. Motion carried.
2009 Revised Budget – District Manager Dave Rupert recommended to the Board to establish a 2nd
reserve fund account and increase the amount to fund both accounts to $45,000. Dennis Hawley moved,
seconded by Jerry Longwell to approve as presented. Motion carried.
Plumcreek Bid Opening / Award – The following bids were received for the Plumcreek Streambank,
Fish Habitat, and Riparian Corridor Restoration – Phase III Growing Greener project: Paul Atkinson -
$68,387.65, Borex, Inc - $185,950.00, Manno Construction - $87,430.00, Meadville Land Services -
$113,751.00, Earth Shapers, LLC - $70,351.00, Lutterman Excavating - $89,800.00, Two-Days Outdoor
Service - $89,981.00, John Claar Excavating - $69,990.00, Terry Peters Construction - $64,525.00. Jerry
Longwell moved, seconded by Dave Collier to accept Terry Peters Construction as lowest bidder and to
have the bid modified to reflect the proposed budget for the project. Motion carried.
Armsdale Office Space – District Manager Dave Rupert discussed the availability of additional office
space, lease agreement, phone service, and moving arrangements to move SPRINGS staff back to
Armsdale. Jerry Longwell moved, seconded by DeJay Claypoole to permit Dave Rupert the authority to
make moving arrangements at his discretion. Motion carried.
Correspondence was received from 1) PA CleanWays and DEP will be presenting "Illegal Dump Clean-
up" trainings throughout the month of March at various locations across the state. 2) DEP is proposing to
restructure the fee for Oil and Gas drilling permits. 3) ACD's position on the "Permit by Rule" proposal
by DEP. 4) PA Treasury Dept unclaimed property.
Dennis Hawley reported that the ELC will host woodcarver and artist Bob Chilko Sunday, March 1 at
2:00 pm. As an added feature, nature photographer, John Kocon, will present a wildflower slide show.
Chuck Kubasik reported on the "Permit by Rule" proposed by DEP. Governor Rendell's proposed budget
and statewide effects on the Commonwealth.
The following Cooperator Agreements request for assistance was submitted to the District Board for

DeJay Claypoole moved, seconded by Dave Collier to approve the above agreements. Motion carried.

Motion carried. Jerry Longwell abstained from AVLT – Mahoning North Trail and Kiski Junction

A Nutrient Management Plan was submitted for approval/disapproval.

PUBLIC COMMENT PERIOD
The Board went into Executive Session to discuss personnel issues at 8:35 pm. At 8:55 pm the Vice
Chairman reconvened the Board meeting. The Board discussed the upcoming Legislative Breakfast and
directed the Manager to invite FSA, NRCS and the Penn State Cooperative Extension Service to attend
and to speak for up to five minutes on issues facing their respective agencies.
Jerry Longwell moved, seconded by Dave Collier to adjourn at 9:06 pm. Motion carried and the meeting
