  TITLE:                                      Encanto Pointe Housing First Site Manager
  HOURS OF WORK:                              Full Time, Day Time M-F with some Flexibility

  MISSION:
  Improving the lives of Native American individuals and families through culturally appropriate
  behavioral health, affordable housing, and community development services

  POSITION SUMMARY:
  The position of Encanto Pointe Housing First Site Manager provides the necessary stability to
  the residents of the property through a vast understanding of available services for homeless
  residents, the Housing First model, case management services, and funding requirements for the
  Housing First and other Native American Connections homeless housing
  communities/properties.

  RESPONSIBILITIES:
     Site management of Arizona’s first “ground up” 100% Housing First community
     Daily operations and oversight of resident services, case management, property
       management and the staff of Encanto Pointe
     Oversight of resident services & monthly community meetings and work to improve the
       payment history, health and safety issues, and resident conduct through the community
       through one on one education of the residents as needed.
     Attendance and participation in Homeless Community outreach meetings, Homeless
       Court, Street counts, Project Connect, events and education available within the Phoenix
       metro area
     Participate in neighborhood community meetings to be up to date on community
       concerns and to engage the community as volunteers for street outreach or other
       appropriate tasks.
     Maintain strong working relationship with NAC outpatient services and refer for
       behavioral health counseling as appropriate
     Work closely & cooperatively with Fund Development and grant writing team to access
       all possible homeless housing funding available to NAC properties
     Along with the Resident Services Coordinator, maintain community relationships to form
       and/or continue collaborations with service providers for all types of Supportive Services
       at no cost to NAC.
     Work with the PM Director and Controller to complete the Annual Supportive Housing
       Program Technical submissions on sites with SHP funding.

          Complete APR reports for Housing First Communities at NAC that receive SHP funding
          Maintain timely, accurate Case management written file and database documentation on
           participant attendance, services and progress, rental history and recertification of income.
          Oversee HMIS computer software programs for case management data and rental data
           entry as well as the HEART and HMIS data requirements in Valley of the Sun United
           Way service contracts
          Other duties as assigned

  EDUCATIONAL REQUIREMENT:
   Bachelor’s degree or significant work history that demonstrates advanced knowledge and
    supervision of homeless housing programs

  WORK EXPERIENCE/SKILLS REQUIREMENT:
      Minimum of Five (5) years’ experience in administering homeless housing & services and
       administration of HUD, Section 8 and other homeless grants
      Minimum Three (3) years’ experience in supervision of employees
      Knowledge of the economic, educational and social problems of homeless individuals and referral
       services
      Knowledge of the integration of homeless housing funding such as FHLB, AHP, SHP,HMIS,
       HEART, HUD, SOAR, Section 8 and VASH vouchers and other data, evaluation and survey tools
       preferred
       Knowledge of the Housing First model and Low Income Housing Tax Credits and the compliance
       required preferred
      Must be able to work well with others in a team approach
      Excellent communication skills – written and oral
      Experience in working with the Native American population preferred
      Possess and maintain a valid Arizona drivers license and reliable transportation
      Experience with Quick Books, HMIS, Yardi
      MS Office skills

  This position is considered to be Exempt for overtime pay provisions as provided by the Federal
  Fair Labor Standards Act (FLSA) and any applicable state laws.
