									                         Meeting Notes

On July 8, 2010, Dr. Greg Argyros, JTF J-Code 7 Chair:
Education Training and Research, met with the ITF.

The purpose of meeting was an information exchange about how
the Faculty Senate can assist in overcoming barriers to the
integration process without duplicating JTF functions.

Dr. Argyros outlined the structure of the JTF working groups
and their functions. The JTF is physically located on the
Bethesda campus in buildings 27 and 141. The executive board
includes the Component flag officers and Jeff Longacre as Dr.
Rice's representative. The J7 is responsible for Education,
Training, and Research. CAPT Jerri Curtis and Jeff Longacre
are on the J7 Decision Making Committee which is reported to
by 5 work groups.
    Dr. Lou Pangaro is USU representative on the
     GME/GDE/UME work group
    Rick Levine, Toya Rudolph and Pat Kelley are on the
     Research work group
    Joe Lopreiato is on the Simulation work group
    Pat Kenney and CAPT Karen Biggs are on the HPE work
     group.
    There is no USU representation on the Enlisted Training
     workgroup.

Another major initiative is establishing universal access to the
USU electronic library database. After some recent debate,
GME has been designated to remain under the National Capitol
Consortium for ACGME purposes. The NCC is housed at
USUHS in building E, 2nd floor.

The J7 has been involved in space and personnel issues as they
relate to research and the educational programs. Examples of
where this has taken place related to space include ensuring
adequate number/quality of call rooms, monitoring the impact of
operating room renovation projects on case numbers/mix, and
ensuring adequate clinical bed availability for the Sleep
Medicine Fellowship. Other space/personnel issues involve
"faces to spaces", which means aligning of personnel to joint
manning documents that have been created for the future joint
facilities. This does not relate to actual physical space for those
personnel.

It is anticipated that the casualty load will decrease by
approximately 50% in the north, with the lower acuity casualties
moving to adequate facilities in the south. . Losses of those
eligible to leave military service are high: 70% for surgery, 98%
for medicine. A major concern for Dr. Argyros is "care for the
caregiver". On top of clinical workload, logistic and lifestyle
support structures which are poorly addressed pose major
additional burdens on the caregiver. Recognition and job
satisfaction can be enhanced by facilitating USUHS
appointments and standardizing the process across departments
and promoting transparency in the appointment process.

The discussion then turned to how The Faculty Senate can help
promote integration in the face of these challenges. When asked
about the reception the 40 supplemental clinical USUHS faculty
proposed for the curriculum reform might get in the hospital, Dr.
Argyros felt confident they would be welcome. We agreed that
the Senate research, education, mentoring and communication
committees can play key roles in facilitating exchanges which
will strengthen both the hospital and USUHS. Dr. Argyros
offered to meet with the Senate Integration Task Force to
discuss specific potential areas for collaboration.
