This Community Impact Assessment is intended to help you shape these areas by taking you
through some key stages and probing questions. The answers to these questions need to
include a careful exploration of how the change will make improvements and deliver next to the
list of priority outcomes that the County Council has agreed. The executive summary is
intended to inform how you have formulated the above essential areas within the

 Executive summary of the assessment

 This section should be completed at the end once you have gone through the stages of the
 CIA and questions. This will be a pulling together of all the issues, findings, actions and
 recommendations as necessary. Please note that it is important that this executive summary
 is reflected (written) within your proposal; a template attached to a proposal will not stand up
 to legal challenge particularly on the Public Sector Duty of the Equality Act 2010, as you
 need to be able to show how it has been reflected into the decision.


 This project has many purposes and includes improving network capacity; improving the
 public realm and creating a safer environment for all user groups.

 The network capacity requirements were established through the Transport Assessment
 undertaken as part of the Planning Application submission. The Transport Assessment
 considered the impact of both the proposed redevelopment of Churnett works including the
 impact of the draft Masterplan which included development proposals for the whole of
 Leek’s town centre which was published by SMDC in January 2011.

Planning consent for the redevelopment of Churnett Works was granted subject to further
details being submitted to and approved in writing by Staffordshire Moorlands District
Council relating to the improvement of the public realm and creation of a safer environment
for all user groups. The aim has been to determine and agree these works following
extensive consultation with community groups and by undertaking an independent quality
audit assessment.

Strategically, this project will link two of Leek’s most important civic spaces – Leek Market
Place and the area surrounding the Nicholson War Memorial. The Market Place has already
had its public realm improved following the repair and restoration of the market area and the
surrounding stone flag pavements whilst the Nicholson War Memorial has had a £ 0.25
million refurbishment project completed in recent months. This has included the immediate
area of the public realm that forms part of the memorial itself.

The public realm scheme will evolve through an iterative process involving steering group
meetings, public consultation and 2 quality audits in accordance with a Programme Brief.
The recommendations from the meetings, the consultation including the audits will all help to
inform the reasonable adjustments that the Design Team will aim to incorporate into the
design of the scheme and which the regulatory bodies (i.e. SCC/SMDC) are ultimately
responsible for approving.

This CIA attempts to explain the process that has been gone through in the consideration of
the public realm scheme to provide evidence that the regulatory bodies are considering all
user group needs. The CIA is a ‘living document’ which is updated as the design processes
progresses in accordance with the Project Programme and will be a useful aid to the
regulatory bodies when considering the final design and quality audit.

Derby Street links both of these two sites but currently has a far poorer quality public realm.
As Leek’s primary shopping street, it:

          is still dominated with traffic – both moving traffic and parked cars – together with
           the accompanying standard highway signs and pedestrian guardrails;
          is not pedestrian friendly having narrow footways paved (in the most part) in low
           quality concrete flags and kerbstones, many of which are in need of replacement;
          has little about its public realm that defines it as distinctively ‘Leek’ and which
           places it at odds with its high quality and very distinctive building stock

Equally, the formal architectural quality of the Nicholson War Memorial is diminished by the
wider setting which is itself:

          dominated by the traffic along the A53 (Ball Haye Street and Haywood Street) and
           its junction with the A523 (Ashbourne Road);
          of a very poor quality, mainly worn asphalt finishes with an associated clutter of
           highway management measures (pedestrian guard rails and signs);
          surrounded by a number of empty buildings (Talbot Hotel and the White Lion PH)
           or buildings of low quality (Smithfield Centre)


A planning condition and planning obligation associated with the planning consent to
redevelop Churnett works requires both the District Council and County Council to work in
partnership in respect of the planning and design of the public realm works. The groups that

 have a stake in the design have been invited to participate through Steering Group meetings,
 a workshop and a public consultation exercise. A Project Brief has been prepared to set out
 the design aspirations and a Work Programme has been prepared which sets out:

       when the Steering Group meetings will be held and their intended purpose;
       when the public exhibitions will be held;
       when the Quality audits will be undertaken by the independent Quality Audit team to
        provide impartial design recommendations.

1)What is the starting point for this proposal?

Please explain how the proposal began; a change in legislation? An exploration of innovation?
An identification of need?

In response to mitigating the impact of a mixed use development proposal in Leek. Conditions
and obligations were included in the planning consent to:

   1. improve traffic capacity to accommodate the additional traffic;
   2. improve the public realm along Haywood Street and Derby Street in Leek;
   3. improve the functionality of streets by all user groups.

2)What are the aims and objectives

 How will these aims and objectives meet one or more of the county’s priorities? In what ways
will they break down barriers for protected characteristics/groups? How will these aims reduce
health inequalities?

The existing junction and space near the Way Memorial :

   1. will not accommodate the predicted increased traffic arising from the proposed
      development in Leek;
   2. comprises of a roundabout which restricts pedestrian connectivity between services and
      facilities in the locality;
   3. is cluttered with signs, controls, barriers which seek to control vehicular and pedestrian
      movement rather than instil changes to behaviour + they detract from streetscape and
      serve to provide a confused and cluttered environment for all user groups;

The carriageways and footways in the area of a very poor quality and comprise of mainly worn
asphalt finishes. The environment is also not pedestrian friendly having narrow footways paved
(in the most part) in low quality concrete flags and kerbstones, many of which are in need of

The aims and objectives of the scheme seek to resolve the existing capacity and safety
deficiencies which would be exacerbated if development were allowed without network
improvements being undertaken. The scheme also provides an opportunity to replace existing
infrastructure which is worn out.

3) What analysis has been undertaken to inform the development of the proposal?

e.g. local knowledge, Census data, feedback from previous consultation exercises, place
survey etc. The analysis must take account of protected groups/characteristics; disability, race,
gender, sexual orientation, age, religion/belief, gender reassignment - what is it telling us?
What are the determinants to health telling us? Does the evidence/data indicate any differential
impact on any group or groups? Are there significant information gaps?

The following has been undertaken:

   1. A Transport Impact Assessment;
   2. A Travel Plan is secured through a S106 Agreement to improve accessibility, encourage
      sustainable travel and reduce the demand to travel by car;
   3. A Road Safety Audit was undertaken at preliminary design stage
   4. A Steering Group Meeting was set up involving representation from LA’s/Town
      Council/Community Groups to steer the design of the public realm aspects of the
   5. A workshop was held in November to agree design objectives;
   6. A Design Brief was prepared following the workshop to summarise the communities
      design aspirations.
   7. A local architect was appointed by the promoter of the development to produce three
      design options reflecting the Design Brief that would be the subject of further public
   8. An independent Stage 1 Quality Audit of the three design options were undertaken to
      provide impartial recommendations to the Design Team, the Steering Group and the
      regulatory bodies responsible for approving the final design;
   9. An independant Stage 2 Quality Audit will be undertaken of the preferred VISTA
      scheme once this has been amended to reflect outcomes from the public exhibition held
      at the end of February.

4) Finding out what people need

What consultation has taken place with the stakeholders/potential stakeholders in respect of
the proposal to check out what local people need to meet the issues? Are the consultation
activities you have carried out/are planning to carry out representative of the groups who will
be impacted upon and are they inclusive and accessible? How will you act upon the findings of
the consultation? How will you feedback to the consultees?

Officers of both Staffordshire County Council and Staffordshire Moorlands District Council
have made every attempt to engage and take account of the views of community groups. The
measures/initiatives taken are as follows:

      a workshop was held on the 17th October 2011 which sought to seek the views of
       community groups on their preferred public realm design objectives. These objectives
       formed the basis of the Project Brief;
      a Steering Group was set up comprising of interest groups. The Steering Group was
       made up of a number of representatives whose role it was to steer the design process
       to ensure that the evolving scheme achieved the design objectives referred to above. It
       is implicit in the design process that the Design Team (CTD Architects and Royal
       Haskoning) including the Quality Audit Team will produce a scheme that serves the
       interests of all user groups in an equitable way. The regulatory team comprising of
       Staffordshire Moorlands District Council and Staffordshire County Council who are
       ultimately responsible for approving the final design shall also safeguard the interests of
       all highway users;
      a meeting was held at Staffordshire County Council offices with a few informed partially
       sighted representatives to have initial discussions on whether the public realm scheme
       would meet their needs. The people that attended this meeting were largely supportive
       of the scheme and their views have been taken into account by making reasonable
       adjustments to the scheme;
      Several Steering Group meetings held through December 2011 until March 2012 which
       were open to the general public;
      Two public exhibitions were held in accessible locations near to the public realm
       scheme to encourage participation and representation by all user groups. One of these
       was held in a vacant shop on the Market Square during the period 11 th until 14th
       January and one was held in Trinity Church, Derby Street during the period 29 th
       February until 3rd March;
      A presentation was made by a member of the independent Quality Audit Team. This
       was organised by officers of both Staffordshire County Council and Staffordshire
       Moorlands District Council to help explain to the general public and the Steering Group
       how the different design options were attempting to respond to the Design Brief;
      In order to ensure wide consultation, participation and representation, Staffordshire
       Moorlands District Council issued media releases for the public exhibitions which stated
       times and locations. The following media sources were used:

      Cllr Andrew Hart of Staffordshire Moorlands District Council was interviewed by BBC
       Radio Stoke and Moorlands Radio in the run-up to both exhibitions. The Sentinel, BBC
       Radio Stoke and the Leek Post and Times attended and reported on both exhibitions;
      Staffordshire Moorlands web site was used to advertise the public exhibitions;
      Immediately before the first exhibition, Staffordshire Moorlands District Council officers
       visited every business on Derby St between the Memorial and Russell St junction, and
       businesses on Ball Haye St, Fountain St, Ashbourne Road and Haywood St. The
       purpose of this was to:

            explain the location, times and purpose of the exhibition;
            ask the business to place a poster in the window, and
            leave fliers to distribute to staff and customers

The engagement process, as described above, has resulted in the Design Team making many
reasonable adjustments to the scheme to achieve the aspirations of the community.

5) The impact of your proposal on community well being

In relation to protected groups/characteristics how will your proposal eliminate discrimination,
advance equalities and foster good relations? In what ways will it take account of the

determinants of health and reduce health inequalities?

The engagement process referred in the response to question 4 above explains the measures
taken to ensure that all community groups have an opportunity to participate in the design
process to help eliminate discrimination, advance inequalities and foster good relations with
community groups. The Design Team have used this engagement process to inform the
design of the scheme. To ensure that there is further external scrutiny of the scheme, however,
the project is being subjected to a Quality Audit (QA) which is a defined process, independent
of, but involving, the design team. It ensures that through planning, design, construction and
management stages of a project that high quality places are delivered and maintained by all
relevant parties, for the benefit of all user groups. A QA is a process, applied to highway, traffic
management or development schemes, which systematically reviews projects using a series of
discrete but linked evaluations and ensures that the broad objectives of place, functionality,
maintenance and safety are achieved. The starting point is to establish the vision and/or
objectives for the scheme. This was undertaken by the Transport Asssessment and the
workshop referred to above and the purpose of the QA is to address the following:

   1. Seek an appropriate balance between Place and Movement
   2. Enable accessibility for all user groups
   3. Recognise the context and presence of wider strategic modal routes and the impact the
      scheme may have
   4. Making sure that the quality of existing public realm is maintained or improved and that
      new places are of high quality
   5. Meets community needs
   6. Road safety and personal security
   7. Specify appropriate materials and layout in terms of appearance, durability and
      maintenance requirements

6) How will you know that the proposal has been successful?

Describe what “success” will look like. How will you monitor the impact of delivery? What
are the timescales involved? How quickly would you see impact if the proposal is

The Planning Application was subject to a S106 Agreement which included obligations to
undertake monitoring of the performance of the street network in Leek once the
development is operational. This will enable further improvements to be considered if
deemed to be necessary by the regulatory authorities which shall be funded by the
developers. The success of the scheme will be measured by ensuring that once the
development is operational and the schemes have been completed:-

       the performance of the road network in Leek is within the capacity thresholds
        defined in the Transport Assessment(s);
       the targets in the Travel Plan have not been breached and if they are then
        remedies as defined in the Travel Plan which is secured through a S106 legal
        agreement shall be considered and implemented;

       the design objectives in the Project Brief have been achieved.

The timing of street works associated with the development are defined in the planning
consent and linked to the opening of the development. Once road works are completed
the impact should be immediate although it is generally expected that traffic associated
with convenience stores is higher during the first few months of opening because of their
novelty value.

7) Financial implications

What are the financial implications - please note that a proposal that is low cost but has high
positive impact in an area of priority for the county council that benefits disadvantaged
groups/areas, makes for an ideal proposal in difficult financial climate. A high cost proposal
that can demonstrate a robust business case in respect of all the rest of the considerations
may equally be supported as being worth pursuing. What we want to weed out are high cost
proposals that has little or no impact.

This is a project that will be funded by LTP/S106/S278 monies with the vast proportion of the
cost being funded by developers.

Disability                                A meeting was held with some partially sighted people

         To create a setting for the Nicholson War Memorial for residents and visitors to reflect,
          rest and congregate
         To improve the connection between the monument and the rest of the town including
          the Market Square
         To ensure that the design for the implementation of the public realm works reflects all
          stages of consultation and is within the overall context of the Draft Leek Masterplan
          (e.g. to provide better physical and visual linkage to the areas behind the War
          Memorial, including The Talbot Public House and the mills off Ashbourne Road) and
          other design works already undertaken, eg. Market Place
         To ensure that the design is in accordance with the planning consent and delivers the
          network capacity required to accommodate predicted traffic forecasts

The community engagement process as outlined in the response to question 4 above has
resulted in several reasonable adjustments being made to the public realm scheme to assist
disabled people. For example, a controlled pedestrian staggered crossing in Haywood St will
be provided. This will incorporate tactile paving at the crossing point including tactile and
audible signals. The crossing of Ashbourne Road and Ball Haye Street will not be controlled
although the lights will be sequenced to provide gaps during the inter-greens to provide
greater opportunities to cross the main roads. Tactile paving will be provided to direct partially
sighted people to the safe crossing points and a central median will be provided on Haywood
Street to provide safer opportunities to cross by elderly and disabled people in two stages.

Climate change implications

All significant policies, services and project should be assessed for their significance with
respect to climate change. To make this as simple as possible you are asked to assess your
proposal by is impact on the key drivers of carbon emission within the council.
