1.     Venue for the Second Meeting of the Committee

       The Second Meeting of the Inter-American Committee for the Elimination of All Forms of
Discrimination against Persons with Disabilities will be held in Brasilia, Brazil, from July 28 to
August 1, 2008. The sessions will take place in the Hotel BRASÍLIA ALVORADA, located in the
SHTN sector, Trecho 01, Lote 1.

       Work will begin on Monday, July 28, at 10:00 a.m., in the Ball Room of the Hotel Brasília
Alvorada. The schedule of sessions has already been distributed. Any other events planned in
conjunction with this meeting will be announced in due course.

        As is customary, lodging costs will be covered by participants, according to standard hotel
industry practices. A hotel reservation form has been attached.

         Delegates from OAS member states and permanent observers, representatives of
international organizations, and special guests should send their hotel reservation forms to the
Lodgings Coordination Office by fax at (55-61) 3226-0294 or by e-mail at rose.valente@sedh.gov.br.
To ensure a confirmed reservation, a credit card number and expiration date must be included.

        All lodging reservation requests, without exception, must be submitted by July 23, 2008.
After that date, the lodgings coordinator will be unable to assume any responsibility or provide any
guarantees regarding established room rates or availability at the official hotels selected for this
meeting.

       Delegates requiring special assistance are asked to clearly indicate on the attached Hotel
Reservation Form the type of disability they have and the type of assistance they need.

4.      Flights

        Delegates and other participants are advised to reserve their roundtrip flights as soon as
possible, directly with the airlines of their choice or through their travel agencies.

5.      Airport arrival

        Delegates will be met upon arrival at the Brasilia International Airport by a representative of
the national organization. Personnel will also be available to help with baggage claim and to escort
them to the bus. Delegates are therefore requested to complete the Transfer Form, indicating the
numbers of their incoming and outgoing flights and the name of their hotel.

        The Organizing Committee will set up an internal shuttle route to transport delegates from
member states and permanent observers, special guests, and representatives of international
organizations between the Brasilia International Airport and the conference hotel and alternate hotels,
and from the hotels to the airport.

        Delegates are asked to indicate on the Accreditation Form the type of disability they have
and the type of assistance they need.

6.      Local transportation during the meeting

        Delegates will be provided with collection transportation to the meeting sites and to official
protocolary events as set out in the established program.

         Participants requiring transportation to other events may hire taxis at the transportation desks
of their hotels or through the hotel concierge.

7.      Accreditation and registration of participants

         All information requested on the Accreditation Form should be complete and up-to-date;
this is an essential requirement for issuance of the identification card and for inclusion on the list of
persons authorized to enter the facilities where the meeting is scheduled to take place.

        Kindly submit said form to the OAS General Secretariat, preferably before July 21, 2008.
Late registration for official delegations will take place in the Salón of the Hotel Brasília Alvorada
beginning on July 28 at 8:00 a.m.

        Once accreditation and registration procedures have been completed, delegates and other
participants will receive identification badges or credentials; for security reasons, these must be worn
and visible at all times during all activities of the Second Meeting of the Committee.

        Delegations and other participants are reminded that it is essential to present a copy of
their official credentials at the time of registration.

        Delegations of member states and permanent observers are asked to send their letters
credential and any other correspondence related to the Second Meeting to the Secretariat of the Inter-

8.      Working languages and documents

       The official languages for the deliberations of the Second Meeting of the Inter-American
Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities are
Spanish, English, and Portuguese. Simultaneous interpretation will be provided in two languages:
Spanish and Portuguese.

9.      Medical care

        The Brazilian Government guarantees participants immediate medical care during meeting
hours. In addition, first aid and ambulance services will be available around the clock at the entrance
of the Hotel Brasília Alvorada.

         Should a medical emergency occur, doctors and nurses will attend the patient at the medical
station for stabilization. If necessary, the patient then will be taken immediately and expeditiously to
the Federal District’s Hospital Network Hospital.

        If participants have health insurance and want to use it, this must be indicated on the
Registration Form. Any expenses incurred will be covered by the delegation, international
organization, or representative using these services.

10.     Security

       The Government of Brazil will provide security services during the meeting and the
scheduled social events and at airports, on roads, and in hotels.

         All participants must carry the credentials issued by the OAS General Secretariat in order to
enter the areas used for scheduled events.

         Persons invited exclusively to the inaugural ceremony and other social events must present
their invitations.

11.       Communications

        The cost of domestic and international telephone calls and fax transmissions will be borne by
the delegations placing the calls.

        Delegations wishing to install a special dedicated line for any room must request this through
the embassy of their country. Expenses incurred in installation and subsequent use will be covered
by the delegation concerned.

12.       Rental of mobile telephones

         Delegations wishing to rent cellular telephones may request a list of rental companies from
the Organizing Committee. Delegations may make also arrangements to rent cell phones through
their respective delegations.

13.       Internet connection

         Various computers with Internet connection will be available in the meeting’s work area.
Internet access will be available in hotel lobbies.

14.       General information

       Brazil is located in South America. Its name comes from a tree, the pau-brazil, which was
widespread when the country was discovered by Portugal. Brazil’s surface area is 8.5 million km2,
occupying almost half (47%) of Latin America. It is the fifth most populated country in the world. It
is bordered by nine South American countries: Uruguay, Argentina, Paraguay, Bolivia, Peru,
Colombia, Venezuela, Guyana, and Suriname, and by the French Overseas Department of Guiana.

        Brazil is the seat of the Brazilian Government and has the highest per capita income and the
best education and health indicators in the country. It is located in the central part of the country. It
is the first city in the world to have been built in the 20th century to be a capital. Its modern
architectural design was recognized in 1987 when UNESCO declared it a World Historical Heritage
site.

Weather

         Brasilia has tropical savanna weather, with average temperatures between 20o and 28o C (68
      o
to 83 F). July is usually dry (it never rains), with very low humidity. It is recommended that people
drink a lot of water during the day. Nights are generally cool.

Official language

        Portuguese is the official language of Brazil. It arrived on board 16th century Portuguese
vessels and merged with the tupí-guarani linguistic family of the indigenous natives and, through the
African slave trade, with yoruba (Nigeria) and quimbundo (Angola).

Official currency

        The monetary unit of Brazil is the Real (R$), which is worth approximately US$0.63.

Taxes

        All purchases in Brazil are subject to a 5 percent “transfer of movable goods tax’’ (ITBM),
with the exception of medications, food, and school supplies.

Tipping

        A 10 percent gratuity is included in most restaurant bills. It is customary to leave an
additional 5 to 10 percent of the total amount.
