16.   PUBLIC FORUM

       Three Officers from Sport England attended and outlined proposals for
redevelopment at Bisham Abbey. The aim was to provide community sport and
considerable investment was proposed. Proposals included provision of
renewed visitor accommodation, a new Sports Pavilion, renewal of pitches,
dedicated coach parking, increased car parking, a Dance Studio and provision
for a Restaurant in the Sports Centre. Detailed plans would be available. It
was believed that the enhanced facilities would bring benefit to the community.

      In reply to a question about the Golf Course it was explained that changes
were now in place on health and safety grounds. Sport England were
discussing the changes with Golf Club Officers. With the increased
accommodation, it was believed that that there would be a reduction in traffic
volumes into the Abbey.

17.   DECLARATIONS OF INTEREST

       Councillor Keene declared a personal interest in Planning Application
12/01479. Councillor Cooper declared a personal interest in Planning
Applications 12/01387 and 12/01479. Councillor Sless declared a personal
interest in Planning Application 12/01545.

18.   MINUTES

      The Minutes of the Annual Meeting held on 14th May, 2012, were
approved as a correct record.


19.   MATTERS ARISING

   5 – Burchetts Green Road. Members were informed of discussions with
RBWM Officers by representatives of Burchetts Green Village Association.

      7 – Marlow Rowing Club. It had been suggested that the proposed
development was likely to cause traffic congestion in the Village.

       7 – 4 The Green. Members had been kept informed of the developments
with particular reference of the roof on the rear elevations. The Clerk was
requested to ask the Head of Planning why the Parish Council had not been told
of the Application for Variation of Condition 12/01473.

       8 – Quarry Wood Road. Members agreed on the request to extend
waiting restrictions to areas in the proximity of Parole Bridge. There appeared
to be a marked increase in heavy vehicles travelling now between Bisham and
Cookham via Quarry Hill. An enquiry was made whether there was a weight
restriction on Parole Bridge. The Clerk was requested to make enquiries of
RBWM.

      Reference was made to criminal damage on Footpath 21 at Temple.

       9 – Parish Land. The Clerk had arranged for the swing seat and chains to
be removed. A quotation had been received for the repair of the swing frame
and replacement seats in the sum of £1974.60 plus VAT. He had placed an
order for the work to be undertaken. The Clerk’s action was approved.

      15 – Apple Hill Nursing Home. It was noted that the Web site was still
not available.

      Stubbings. The Clerk was requested to make further enquiries.

21    HIGHWAY MATTERS

      Reference was made to the damage to the hedge in Temple Lane caused
by vehicles.


22.   PARISH LAND

      Mrs. Belasco had reported that she was soon to meet a contractor to
inspect the Children’s Play Equipment.

      The Braywick Heath Nurseries Manager had recommended the removal
of one tree in The Orchard and Council agreed. Council supported a
suggestion to have flowers planted in The Orchard and to plant rambler roses
round some trees.

23.   NEIGHBOURHOOD PLAN

       Councillor Sless made a progress report. Cookham Parish Council were
unenthusiastic about preparing a Neighbourhood Plan and several Parish
Councils had been advised to prepare Neighbourhood Plans for their areas
rather than produce a joint plan. It was agreed to seek the approval of RBWM
to the preparation of a Bisham Neighbourhood Plan and to inform Burchetts
Green Village Association and Cookham Parish Council

24.   PARISH FLOOD PLAN

      The Chairman had produced information on insurance of properties in the
flood plain and it was agreed that it should not be given publicity. It was
agreed to take no action on the preparation of a Parish Flood Plan.

      The Clerk had previously submitted Statements approved by the Internal
Auditor, together with the Report of the Internal Auditor.

26.   DEFINITIVE MAP MODIFICATION ORDER 2012

      The Clerk reported receipt of a copy.

27.   ANNUAL PARTICIPATORY BUDGET

       The Clerk reported that RBWM had launched the Annual Participatory
Budget Scheme on which residents had the opportunity to say where £225,000
of their Council Tax should be spent.

28.   BUCKINGHAMSHIRE MINERALS AND WASTE CORE STRAEGY

      The County Council were consulting on a Development Plan Document.


29.   APPOINTMENT OF EXTERNAL AUDITORS

      The Audit Commission were inviting comments on the continued
appointment of Mazars as the Council’s External Auditors.

30.   WATER RESTRICTIONS

      South East Water had issued a letter regarding the need for the
continuation of water restrictions.

31.    BISHAM AS LOCALITY

      RBWM were joining with Royal Mail to add ‘Bisham’ as the locality
address to SL7 Postal Area properties within the Parish. The Clerk was
authorised to issue a letter of support during consultation.

32.   NEW CODE OF CONDUCT

     The Chairman and Clerk had, that day, attended a meeting to discuss the
new Code of Conduct which Town and Parish Councils had to adopt by 1 July.
The Clerk circulated a Draft based on the NALC Model

      RESOLVED: That the Council adopt in principle the NALC Model and,
pending formal adoption, the current Code continue to apply.

      33.   INFORMATION REPORTS

      The Clerk’s knee operation had been re-scheduled to 17th July. Because
he would not be able to drive for six weeks he sought support from Members on
arrangements for the August meeting. It was agreed to defer to the July
meeting consideration whether to meet in August.

The Chairman referred to her meeting to Longridge. The Head of Planning
had suggested that consideration be given to (say) a quarterly meeting of
interested parties to discuss Longridge Plans. The Clerk was requested to put
the suggestion to the Centre Director.

       The Clerk was requested to write to White Waltham Airfield to ask that,
in future, the third Monday in the month be avoided for meetings of the
Consultative Committee.

       Members were requested to note that Travellers were likely to be coming
to the area.

      The Clerk was requested to write to a resident who had asked about
having a party in The Orchard.

      It was previously agreed to continue beyond 10.00 p.m. to conclude
business on the Agenda.
