Summary This circular provides an update on the outcome of the recent
USS JNC where the chair used his casting vote; a link to updated
campaign materials; and a response to a recently circulated
unofficial briefing on the dispute.

USS JNC CHAIR CASTING VOTE USED
Branches and LAs will recall that as part of the agreement discussed at a pre-92
conference on 31 January this year, we had negotiated a 12-month extension to the
right to take unreduced pension benefits if you are made redundant. In response to the
resumption of our industrial action, the employers had refused to support the
implementation of this agreement through the USS Joint Negotiating Committee.
Last week, UCU representatives called a vote on the issue and Sir Andrew Cubie, the
Chair of the JNC, voted with the UCU representatives. The extension to this previous
benefit is now in place.

Branches may have received a briefing from Malcolm Povey, an HEC member, outlining
his views on the USS dispute. The Chair of the HEC sub-committee dealing with the
dispute has asked me to point out to branches that this is not an official briefing. I have
also been asked to provide a brief commentary on the accuracy of the points made in
that briefing. I have done so with reference to advice from our National Pensions
I do not think it would aid the union’s position for this note to be circulated publicly but
branches should contact me if they wish a copy.

Branches are also reminded of the 31 July deadline for submission of motions for
consideration at the pre-92 conference on 13 September.
