  Capacity Development for Sustainable Growth and Human Development in
                             Europe and CIS
                                           Concept Note


The role of technical cooperation has profoundly changed during the last decade. Recipients’
unconformity and repeated failures of development initiatives raised concern in the donors’
community about the impact of development assistance in building national capacities. As a result,
today international discussions and debates focus on the importance of capacity development to
improve the effectiveness of technical cooperation for human development.

Capacity development is today the most pressing development challenge in the process of
strengthening national capacities to end the vicious circle of poverty, inequality and environmental
degradation. Within this framework, development practitioners need to internalise capacity
development concepts, principles, methods and tools in order to formulate, support and implement
national and local capacity development strategies aimed at achieving sustainable human
development, the MDGs, and country specific priorities such as EU accession.

Capacity 2015 – Europe and CIS, as part of the Capacity Development Group (CDG), supports
governments and other actors in the region in the following four areas:

   1. Capacity Assessments
   2. Capacity Costing
   3. Capacity Development Response Strategies:
      - Institutional Reform and Incentives
      - Leadership Capacities
      - Education, Training and Learning
      - Accountability and Voice Mechanisms
   4. Monitoring and Evaluation of Capacity

To ensure a well-coordinated response to expressed demand in each of these four areas, this
regional training seeks to sensitise UN colleagues, UNDP and external experts from the Europe and
CIS region to the concepts, methods, tools and applications of capacity development.

The training will be divided into two segments: 1. Day one will be dedicated to an internal training
of UNDP Capacity Development Advisors on using the UNDP Capacity Diagnostics Methodology
and Supporting Tool. 2. Day two will focus on familiarizing selected UN colleagues, UNDP and
external experts with UNDP’s capacity development concepts, methodologies and tools. On day
three, practical examples of capacity assessment and strategy applications will be analysed and

   -    Understand capacity development basic concepts and methodologies, their relevance for
        human development, and the links between capacity assessment and implementing response
   -    Train UN colleagues and UNDP Capacity Development Advisors, external regional experts,
        and selected UNDP County Office experts in the practical application of the UNDP
        Capacity Diagnostics Methodology and Supporting Tool
   -    Analyse how UNDP capacity assessment/development tools can be operationalised within
        specific national contexts
   -    Support UNCT to apply common approaches to capacity development in the region
