Introduction, Purpose, and Scope
OEHHA has developed draft guidance for assessment of exposures and health risks at existing and proposed school
sites (Guidance), in compliance with Section 901(f)(A) and (C) of the California Health and Safety Code (OEHHA,
2002a). For more on the rationale and background for this spreadsheet, please consult the Guidance. This spreadsheet
has been developed to implement the Guidance, providing a tool to aid in predicting exposures and risks to
preschoolers, students, teachers, and other school personnel from chemicals in the soil, shallow ground water, and air at
the school site. The use of this spreadsheet is optional, but its use in accordance with this user’s manual will help to
ensure compliance with the OEHHA guidance for schools risk assessment. While every attempt has been made to
create an accurate representation of the equations presented in the Guidance, if any inconsistencies between the
Guidance and this spreadsheet are found, the Guidelines are definitive. We request that any such inconsistencies be
brought to the attention of OEHHA.
Many chemicals found at school sites are not found in the database in this workbook. The user is responsible for
supplying toxicity (and, if necessary, chemical) data for chemicals of concern that are not in the database.
Because lead exposure is typically assessed based on internal, rather than external, dose, the DTSC Lead Risk
Assessment Spreadsheet, is recommended for use in assessing lead exposures at school sites.
Schools Conceptual Site Model
The Schoolscreen model is based on the conceptual site model described in OEHHA, (2002a). The conceptual site
model depicts the contaminated environmental media, the movement of the chemicals between environmental media
(intermedia transfers), the concentration of the chemical(s) in various personal exposure media, exposure pathways and
routes, exposed populations, and the amount of the chemical(s) taken into the body. The movements and
concentrations depicted in the conceptual site model can be described by a series of equations. These equations,
described in OEHHA, 2002a, are incorporated into the worksheets following this sheet.
In this model, contaminated soil can be an exposure medium (by ingestion or dermal contact) and can be a source for
transfer into other compartments. Chemical can vaporize from soil into indoor or outdoor air. Vapors originating from
on-site soil or ground water, or from off-site, can be inhaled indoors or outdoors. As a default, soil is treated as the
source of suspended particulate matter (PM), but the model can accommodate a measured concentration in on-site
particulate matter. Measured concentrations in PM sampled under appropriate conditions, should reflect total particle-
bound contaminants from off-site and on-site sources. Soil can be transported indoors, where it becomes a component
of interior dust. Exposure to this dust can be by ingestion or dermal contact. Ground water is evaluated as a source for
chemicals that may vaporize and contribute to soil vapors. If a measured value for chemicals in soil vapor is supplied, it
replaces the value calculated from soil and ground water. Ground water may also be a source of drinking water if
pathway 11 is included. The model does not predict movement of chemical from soil into ground water.
The model evaluates each chemical separately. The user must add the hazard quotients and incremental risks
associated with the individual chemicals to arrive at the total hazard index and risk. For screening assessment, the
default assumption is that hazards and risks posed by individual chemicals are additive. If the initial hazard index
exceeds one, the additivity of toxic effects (other than cancer) of individual chemicals may be further evaluated based on
target organ and/or mode of action..
The model can be used in screening mode, with default input values and all pathways (or a standard suite of pathways)
included. It also accommodates user-supplied site-specific input parameters and/or elimination of pathways that are not
appropriate for a given site. OEHHA suggests that users document and justify all departures from default conditions so
that reviewers can duplicate the modeling conditions and verify the result.

Spreadsheet Description
The SchoolScreen workbook consists of several worksheets in addition to this one, including:
Input-Output: The “input-Output” sheet has cells to enter the CAS number of the chemical, exposure point
concentration of the chemical in soil, shallow ground water, soil vapor, and respirable particulate matter.
“Input-output” also contains cells displaying the calculated hazard indices and risk levels for each exposure group,
including individual ages and age groupings for cancer risk. The latter are sums of risk levels for the individual ages.
Fate: The “fate” sheet focuses on how the chemical gets from the environmental or source media to the exposure
media. It contains the intermedia transfer factors and equations. Rows 4-17 represent the 11 pathways. Pathways that
involve two intermedia transfers are depicted in rows 8-13. Typically, the concentration in an exposure medium is the
product of the concentration in an environmental medium and a transfer factor. In rows 8-13 the concentration in an
environmental medium is the product of the concentration in a source medium and another transfer factor.
Sheets ”0-1” to “17-18”, “Mother”, and “Staff”: Since many exposure factors change from year to year, exposures
(except for staff) are estimated on a year-by-year basis. Sheet 0-1 represents nursing infants, "1-2", children between 1
and 2 years of age, etc.
The Schoolscreen model considers up to eleven pathways by which students and other people at schools could be
exposed to chemicals at the school site. On each of these sheets, rows 4-13 or 4-14 represent individual pathways.
The pathway numbers are in column A. Comments in column A describe the pathway and give the pathway equation.
Column B gives the exposure medium.
Column C gives the concentration in the exposure medium, which is pulled in from the “Fate” sheet described above.
Column D gives the units for the concentration in the exposure medium.
Column E gives the exposure route.
Column F contains "toggle switches" to turn off individual pathways (1=on, 0=off).
Column G gives the contact rate between the receptor and the exposure medium.
Column H gives the units for the contact rate between the receptor and the exposure medium.
Column I gives the daily dose in µg/kg/day. It is the product of column F and column C.
Column J gives the annual average daily dose in µg/kg/day for the selected chemical. It is the product of column H and
         the annual exposure fraction (days exposure/365).
Column K is the route-specific RfD for the selected chemical.
Column L is the Hazard Quotient for each pathway, the quotient of column I divided by column J. Rows 4-14 can be
         added to get the total HQ for the chemical under evaluation.
Column M is the fraction of the total HQ that is attributable to each pathway.
Column N contains the route-specific CPF for the selected chemical.
Column O is the lifetime average daily dosage for each pathway for the selected chemical. It is the product of column J
         and the lifetime exposure fraction (ED/AT: For single-year exposures, this is 1/70; for faculty and staff, it is
         25/70).
Column P is the annual cancer risk for each pathway for the selected chemical. It is the product of column N and column
         0. Rows 4-13 (4-14 for infants) are added to obtain the total estimated risk for the chemical under evaluation.
Column Q is the fraction of the total annual cancer risk that is attributable to each pathway.
Sheets "DatenterS” ”DatenterSG”, and “DatenterGW” are the data entry sheets for the Johnson/Ettinger equations.
         No entries are needed unless the default parameters are being changed.
Sheets "chempropS", “"chempropSG", and "chempropGW", contain physical, chemical and toxicological properties
         of the chemical selected in the "input" sheet. No entries are needed on this sheet .
Sheets "intercalcS", "intercalcSG", and "intercalcGW" calculate indoor vapor concentrations based on
         concentrations of the chemical selected in the "input" sheet in soil vapor, or soil and ground water. The default
         value for air exchange rate of 5.63e+4 has been changed to 6.13e+5 to reflect the increased ventilation is
         classrooms compared to residences. No entries are needed on this sheet, unless the default parameters are
         changed and the changes are documented..
Sheets "vlookup" contains physical, chemical and toxicological properties of the chemicals included in this database.
         This sheet is the source for the information in "chemprops". Entries are needed on this sheet only if new
         chemicals or new chemical properties are being added. Chemical properties data are incomplete for some
         chemicals. Some pathways will not be calculated for chemicals with incomplete data.


`````````````````````````````````````````````````````````````Using “Schoolscreen”
           Input-Output worksheet
1. For a tier 1 analysis, only the values in the shaded cells in column “B” should be changed. Enter the CAS number
     (available in sheet “VLOOKUP”; no dashes) of the chemical to be evaluated in cell B3. If the chemical is in the
     database, the chemical name will appear in cell B2. If the name does not appear, the chemical is not in the
     database, and the user will need to supply cancer potency values in cells B21-22 and reference dose values in cells

     B15-16. If the chemical is volatile (e.g. boiling point <600 K), the appropriate chemical parameters should be
     added on line 370 of the ”VLOOKUP” worksheet, in order to enable schoolscreen to calculate indoor and outdoor
     air concentrations.
2. Cells B5 through B10, B13-16, and B18-21 must contain numerical values. If no measured value is available or the
     user desires to let the spreadsheet estimate the value, then zero (0) should be entered.
3. Cell B5: Enter the soil exposure point concentration of the chemical to be evaluated.
4. Cell B6: Enter an on-site ground water concentration or “0”.
5. Cell B7: Enter a measured soil vapor concentration or “0”. Entering “0” will cause the program to estimate a value
     using the Johnson/Ettinger methodology.
6. Cell B8: Enter a measured PM10 concentration or “0”. Entering a value of 0 will cause the program to estimate a
     value using the equations in line 8 of the “fate” worksheet.
7. Cell B9: Enter a modeled outdoor vapor concentration from an off-site source or “0”. B11 will be added to the
     estimated on-site concentration from an on-site source.
8. Cell B10: Enter a modeled outdoor PM10 concentration from an off-site source or “0”. B10 will be added to the
     measured (B8) or modeled on-site concentration from an on-site source. Thus, a non-zero value should be entered
     in cell B10 only if cell B8 is zero or if a non-zero (measured) value in B8 was obtained under conditions that would
     have excluded the off-site source.
9. Cell B13 copies the oral RfD from sheet ChempropS, if the selected chemical is in the database. If not, enter a
      value for the oral RfD in cell B15.
10. Cell B14 copies the inhalation RfD from sheet ChempropS, if the selected chemical is in the database. If not, enter
      a value for the inhalation RfD in cell B16.
11. Cell B19 copies the oral CPF from sheet ChempropS, if the selected chemical is in the database. If not, enter a
      value for the oral CPF in cell B21.
12. Cell B14 copies the inhalation CPF from sheet ChempropS, if the selected chemical is in the database. If not, enter
      a value for the inhalation CPF in cell B22.
13. Changing values outside Input-output column B will move the user into tier 2 and will require justification of all
      proposed changes from the default condition.
14. Measured indoor air concentrations could be substituted for the formulas in cells “FateL9” and/or “Fate L10”, as
      appropriate. Following such substitutions, the spreadsheet should not be saved, or saved using another name so
      that the formulas in these cells are not lost.
15. Any pathway can be turned off for all age groups by entering a zero (0) in column K in the corresponding row of the
      "Fate" worksheet. A pathway can be turned off for a particular age group by entering a zero (0) in column F in the
      corresponding row of the worksheet for that age group. For each age group, the corresponding worksheet
      calculates the cancer risk and hazard quotient for all pathways that are not turned off. The cancer risk and hazard
      quotient are copied to the "input-output" worksheet
16. To obtain the total risk and hazard index, the individual chemical risks and hazard quotients must be added. An
      area is provided in the "Input-output" sheet for this purpose (Columns "N" to "AW"). The results may be copied
      from columns G to K for each chemical, then pasted into the appropriate column (Columns "N" to "AW") using the
      "paste special / values" function under the "edit" menu.

Other worksheets:
Entries generally do not need to be made in the other worksheets, except that chemical data will need to be entered in
    “VLOOKUPs” for chemicals not in the database or for chemicals with incomplete databases.
