The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the
social, economic, and political welfare of rural society, especially poor and vulnerable people,
through the provision of basic services, strengthening local governance, and promoting
sustainable livelihoods. MRRD accomplishes this mission through donor funded national
programs in the areas of governance, infrastructure and economic growth.
The Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the
potential of the private sector for inclusive economic growth and sustainable job creation in rural
Afghanistan over a 10-year time period. The program aims at building on the social capital
gained under the National Solidarity Program (NSP) and transforming it into economic capital.
2. SUMMARY OF RESPONSIBILITIES
The Cashier is responsible to assist the Finance & Budgeting Manager for the following: a) Act
as fund custodian for the petty cash fund of the PMO and ensure the security of the cash in
his/her custody; b) Raise required payment and receipt vouchers in timely manner avoiding
delays in the next stages of payment process; c) Record and update all petty cash fund inflows
and expenditures in the cash register in the electronic cash book after signature and approval of
all required parties
3. DETAILED DUTIES AND TASKS
Act as fund custodian for the petty cash fund of the PMO and ensure the security of the
cash in his/her custody
Raise required payment and receipt vouchers in timely manner avoiding delays in the
next stages of payment process
Record and update all petty cash fund inflows and expenditures in the cash register in the
electronic cash book after signature and approval of all required parties
Prepare daily cash reconciliation reports according to the vouchers entered in the petty
cash book and actual cash count and submit it to the FBU Manager
Prepare supporting documentation to the MRRD Finance Department for the petty cash
replenishments and verification.
Pay suppliers based on payment vouchers complying with the AREDP’s Financial
Pay out advances to the AREDP employees according to the advance required vouchers
approved by Senior Management. No payments/cash distribution will be made without
the approved required documents.
Receiving cash returned by the AREDP’s employees after the clearance of advances
Follow up on clearance of staff advances on a weekly basis and report outstanding
advances after the prescribed grace period to the Senior Finance officer.
Maintaining good relations being as a liaison with the MRRD Finance Department to
ensure the sufficient cash in the office.
Preparing petty cash projections for PMO.
Maintaining Tracking Sheets of Petty Cash for multiple donors.
Keeps the relating safe closely controlled and locked when there is not payment made.
Maintain proper documentation, well organized and record keeping for all payments.
Any other interim task that may be assigned by the AREDP’s FBU Manager.
4. KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES
Diploma in accounting and or relating field.
2- 3 years of relevant experience to the job
Familiar with cash flow and cashier jobs in Government and Donor funded project
Familiar with in accounting procedures and relating book keeping and formats of
Credible accounting training.
Fluent in any national language and English language.
Competent in MS-Office – Excel, Word packages.
5. REPORTING RELATIONSHIPS
Reports to the Finance & Budgeting Manager, and accountable to the AREDP Senior
