									                                Queen Anne’s County Liquor Board
                                       Minutes of Meeting
                                               January 5, 2010

        The Board of License Commissioners of Queen Anne’s County met on Tuesday, January 5, 2010
at 9:00 A.M. in the Planning Commission Conference Room, 160 Coursevall Drive, Centreville,
Maryland. Meeting was called to order by Chairman John D. Reid. Those present were: John D. Reid,
Chairman, Jeffrie Zellmer, Maurice Dashiell, Bernard Jedrowicz, Susan Blouch, Jeff Thompson, Board
Attorney, Steve Allen, Liquor Inspector and Sharon Walters, Clerk to the Board.

       The minutes for the December 1, 2009 meeting were approved as written.

       A new application was submitted by Betty Araujo on behalf of Araujo and Sons, Inc., trading as
Don Tonio’s for a new Class A Beer and Wine License. Betty Araujo is the sole stockholder for Araujo
and Sons, Inc. A motion was made by Mrs. Blouch, seconded by Mr. Jedrowicz to advertise for a new
Class A Beer and Wine License for Betty Araujo for the benefit of Araujo and Sons, Inc., trading as Don
Tonio’s. All board members voted in favor.

        A new application was submitted by Ranjit S. Hundal on behalf of Hundal, Inc., trading as 7-
Eleven. The application was found to be in order. The only issue being whether or not this business is a
chain store. This issue will be researched by Chip Gregory and Jeff Thompson. A motion was made by
Mr. Zellmer, seconded by Mrs. Blouch to advertise for a new Class A – Beer and Wine License for Ranjit
Singh Hundal for the benefit of Hundal, Inc., trading as 7-Eleven. Four board members voted in favor,
Mr. Dashiell abstained.

        Mr. Shawn Poltrack and Mr. Robert Brown, Sr. appeared before the Liquor Board to submit an
application for a new Class B, Beer, Wine and Liquor License for Mr. Robert Brown trading as
Centreville Saute. Mr. Brown is submitted his application as an individual, but he is not qualified because
he is not a Queen Anne’s County resident. Mr. Brown will need to form a corporation or LLC and amend
his application to show this change. As a corporation or LLC, Mr. Brown will also have to submit an
operating agreement. If submitting as an LLC, he will need a letter authorizing that his name only be on
the liquor license. A motion was made by Mr. Jedrowicz and seconded by Mr. Dashiell to advertise for a
new Class B – Beer, Wine and Liquor License for Robert Oden Brown, Sr. on behalf of Brown & Brown,
trading as Centreville Saute, pending receiving the revised application along with the required paperwork.
All board members voted in favor.

        Ms. Marilyn Wilson-Warner has turned in her liquor license. All documentation pertaining to her
license will be held in her file and if she comes before the Liquor Board again to request licensing, Mr.
Murnane, the attorney for Mr. Thomas Robinson and Mr. Peter Magner and the State Comptroller’s
Office will be notified. Agent Olienyk stated that there is still liquor at the location of the business. There
is a note on the door stating that she will be catering private parties. Agent Olienyk asked that he be
notified if the Liquor Board hears anything about her doing any catering.

        David Chanaud, Mary Jo Chanaud, Attorney Shawn Poltrack representing Mary Jo Chanaud of
Hillside Market, Inc., Attorney Sandra Levitan representing Hillside Liquors and Deli, LLC and Queen
Anne’s County Circuit Court Clerk Scott MacGlashan appeared before the Liquor Board. A trader’s
license issued January 4, 2010 for Hillside Market, Inc. was presented to the Liquor Board. Agent
Olienyk had checked and found that a trader’s license was issued. Agent Olienyk asked Scott MacGlashan
to come before the Liquor Board today to explain how the trader’s license was issued when taxes where
owed to the State Comptroller’s Office. Mr. MacGlashan said that when they used Hillside Market’s

Federal ID number, nothing came up to advise them that there were taxes owed to the State of Maryland.
The new trader’s license #17370810 issued to Hillside Market, Inc. was revoked by the Clerk of the
Circuit Court. Due to Hillside Market, Inc. not having a valid trader’s license, the current liquor license
issued to Hillside Market can either be surrendered or it will be revoked. If revoked, no liquor license can
be issued for that location for six months. If the liquor license is surrendered, the new application
submitted by Hillside Liquors and Deli, LLC will be reviewed and voted on for advertising. Agent
Olienyk suggested that Ms. Chanaud and the new applicants resolve the tax issues with the State
Comptroller’s Office. After some discussion, it was decided that the current liquor license would be
surrendered. A motion was made by Mr. Dashiell, seconded by Mrs. Blouch to accept the surrender of the
current liquor license that was issued to Mary Jo Chanaud, trading as Hillside Market.

        An application for a new Class A, Beer, Wine and Liquor license was submitted by Surinderjit
Kaur, Sukhvinder Singh and Gurminder Kaur Sandhu on behalf of Hillside Liquors and Deli, LLC,
trading as Hillside Liquors and Deli. The application was found to be in order. A motion was made by
Mr. Dashiell, seconded by Mrs. Blouch to advertise for a Class A – Beer, Wine and Liquor License for
Surinderjit Kaur, Sukhvinder Singh and Gurminder Kaur Sandhu for the benefit of Hillside Liquors and
Deli, LLC, trading as Hillside Liquors and Deli. All board members voted in favor.

     Discussion was held on the Rules and Regulations for the Queen Anne’s County Board of License
Commissioners. It was decided that Jeff Thompson would look them over and give his opinion.

      There being no further business the meeting was adjourned by Mr. Reid, to meet again on
Tuesday, February 2, 2010.
