Minutes of Meeting
April 7, 2009
The Board of License Commissioners of Queen Anne’s County met on Tuesday, April 7, 2009 at 9:00
A.M. in the Planning Commission Conference Room, 160 Coursevall Drive, Centreville, Maryland. Meeting
was called to order by Chairman John D. Reid. Those present were: John D. Reid, Chairman, Maurice Dashiell,
Bernard Jedrowicz, Jeffrie Zellmer, Crystal Richard, standing in for the Board Attorney, Steve Allen, Liquor
Inspector and Sharon Walters, Clerk to the Board.
The minutes for the March 3, 2009 meeting were approved as written.
Ms. Sovann M. Nhek appeared before the Liquor Board today to submit an application for a new Class
A – Beer and Wine License for Sovanna, Inc., trading as the Grasonville Food Mart at 101 Drummer Drive in
Grasonville, Maryland. The application was reviewed by Ms. Richard. After the Liquor Board members
reviewed the application, a motion was made by Mr. Dashiell, seconded by Mr. Zellmer to approve the
application submitted and to proceed with advertising of the same. All board members present voted in favor.
Ms. Kristen Griffiths appeared before the Liquor Board today regarding the issuance of a new Class B –
Beer and Wine license for the Eastern Shore Hospitality Group, LLC, trading as the Unicorn Café at 2821
Millington Road in Millington, Maryland. A motion was made by Mr. Jedrowicz and seconded by Mr. Dashiell
to approve issuing a new Class B – Beer and Wine license. All board members present voted in favor.
An application was submitted on behalf of Vivian Lee Weaver for a Class A – Beer, Wine and Liquor
License for Hillside Liquors and Deli, LLC, trading as Hillside Liquors and Deli at 2640 Centreville Road,
Centreville, Maryland. This would be the transfer of the license held by Mary Jo Chanaud. A discussion was
held on the request received from the Comptroller’s Office to hold the transfer of the Liquor License from
Hillside Market to Hillside Liquors and Deli, due to back taxes being owed by Hillside Market. This matter is to
be resolved before the liquor license can be transferred. After reviewing the application, Ms. Richard stated that
there was a problem with the Class A and Class B segments of the operating agreement and that all three
members of the LLC must be listed on the application and their names must appear on the license. A motion
was made by Mr. Dashiell and seconded by Mr. Jedrowicz to proceed with the advertising of the transfer of the
liquor license pending receiving the corrections as to the basis of ownership and having all three names on the
application. All board members present voted in favor.
Mrs. Blouch has been called before the Ethics Committee regarding her use of two tickets for
admittance into the Queen Anne’s County Wine Festival. She is requesting that the Liquor Board write a letter
to the Ethics Committee in support of her attendance to the Wine Festival. The board members all agreed that a
letter would be sent in her defense to the Ethics Committee.
Steve Allen, Liquor Inspector said that he made thirty site inspections in March. A list is being
submitted showing where the stops were made.
There being no further business the meeting was adjourned by Mr. Reid, to meet again on Tuesday, May
