                   Job Summary

                    The International Food Policy Research Institute (IFPRI) is seeking a qualified
                    applicant to fill the position of Budget and Contract Analyst in the
                    Environment Production and Technology Division (EPTD) for the Program
                    for Biosafety Systems (PBS). IFPRI is a research institute of the Consultative
Group on International Agricultural Research (CGIAR). PBS, which is funded primarily by the
United States Agency for International Development (USAID), is a global regulatory advisory
services, research and capacity building program whose stated mission is to empower and support
partner countries in Africa and Southeast Asia in the responsible use of agricultural
biotechnology through the development of effective biosafety systems. The program receives
core operational funding from USAID’s Bureau for Food Security (BFS) Office, which is
augmented with operational country funding through specific USAID missions. The program has
been expanding and has nearly doubled its funding in the past 2 years. It also receives additional
funding from other U.S. government agencies, associations and is seeking to expand diversify
funding with other bilateral development assistance agencies and private foundations. The
program implements its activities through primary USAID contracts and a series of subcontracts
with partner institutions “in country”, US-based institutions (including but not limited to U.S.
universities) and a team of independently contracted consultants.

The program requires a high level of experience and knowledge with the contracting and
budgetary reporting requirements of USAID. Additionally, the applicant will be required to
execute contracts and maintain financial reporting in accordance with the specific requirements of
IFPRI.

The position is based in Washington D.C., and is a two-year, fixed-term, exempt appointment,
and is renewable depending on performance and funding.

Essential Duties:
    General financial management of the Program for Biosafety Systems; ensure that
       financial functions support the timely, effective and efficient implementation of the
       program with a diverse group of partners, staff and funding sources.
    Liaise with USAID bureaus, missions, and partners regarding PBS financial activities.
    Prepare budget proposals and prepare annual budgets for the submission to donors; assist
       program Director in the identification of new funding sources.
    Review partner’s budgets and prepare the sub-agreements and collaborator’s agreements.
    Monitor expenditures vs. budgets to ensure the expenditures are compliant to donors’
       policies. Provide guidance and update on financial management to the program Director,
       regional coordinators, partners and collaborators.
    Monitor project advances and make sure they are liquidated in timely manner.
    Prepare quarterly reports and annual reports for timely submission to USAID. Provide ad
       hoc reports to the management, donors when requested.
    Review travel expense reports to ensure compliance with USAID, IFPRI regulations.
    Assist IFPRI finance office on external audits.
    Preparation/review the budgets for special activities: workshops, meetings, special
       events.
    Review monthly internal financial reports to ensure the records are accurate, and prepare
       the adjustments as needed.
    Provide any additional financial advice and assistance to the Program Director, regional
       coordinators and other colleagues as issues arise or as needed.
    Other duties as assigned.
Required Qualifications:
    Bachelor’s degree in accounting or related field; a C.P.A.; or professional
       accomplishments of a similar status.
    Minimum of three (3) years relevant work experience.
    Understanding and experience with USAID contracting regulations and budgetary
       practice essential.
    Demonstrated ability to pay attention to detail and follow-through to closure.
    Demonstrated proficiency with computers: Experience with MS Office, especially
       Microsoft Word, Outlook, Excel and PowerPoint required.
    Excellent verbal and written English skills.
    Ability to work in a diverse, multi-cultural environment.
    Ability to travel.

Preferred Qualifications:
Experience in the CGIAR system
