introduction
Rethinking Construction is delighted that you are submitting a potential demonstration
within construction. By demonstrating innovation and best practice we aim to encourage
others to participate in implementing ‘rethinking construction’ and to promote ongoing
improvement throughout the UK construction industry.

This form is designed to help you provide a basic outline of your potential demonstration
and the expected benefits. (Further details including benchmarking, demonstration specific
indicators and milestones for delivery will be sought prior to an assessment meeting).

Please complete all sections of this form for each potential demonstration you wish to
nominate. Copies of this form are also available on our website.

rethinking construction charter
A condition of acceptance as a demonstration is that the whole team agree to the points set out below and
that the nominated representatives of demonstrations / products / tools and processes sign the Rethinking
Construction Charter (see separate document Appendix 1).

The Charter states that all parties agree to:

   Comply with the aims and objectives of the Rethinking Construction agenda by:
     Demonstrating innovative approaches to construction, covering processes & products
     Demonstrating ‘Respect for People’ Initiatives
     Creating sustainable development
     Demonstrating continuous improvements based on clear benchmarks

   Involve the whole supply chain in the Rethinking Construction demonstration process at the earliest
    possible opportunity, preferably design.

   Increase knowledge by dissemination by sharing with others within the Rethinking Construction Initiative
    lessons learned, in an open and honest way, through attendance at Cluster meetings and regular
    updates to an agreed schedule.

   Commit to being both open and honest with successes and the lessons to be learned from failures and
    to report these in an objective manner throughout the entire organisation to promote a learning culture.

   Commit to measurement through the appropriate industry headline and project-specific Key Performance
    Indicators.

   Identify appropriate benchmarks and supplementary indicators for other innovations. (For example,
    sustainability indicators, quality indicators, value analysis and respect for people).

   Undertake annual customer feedback and be prepared to share this with cluster members to illustrate
    that change is taking place.

   Disseminate the lessons learnt on the demonstration throughout the organisation, team members and to
    the rest of the industry in conjunction with the Rethinking Construction Regional Co-ordinator.

Demonstration Name: Constructive Series

Demonstration Proposal: The ‘Constructive’ series was formed to bring ‘positive
outcomes to Construction’. By pooling partnership resources and funding, we are
helping local people to secure jobs and providing a facility that encourages local
companies to upskill their workforce and bring new recruits into the industry. Our
overall aim is to have an impact on the local economy, provide sustainable
employment and share best practice between individual ‘Constructive’ areas.

Besides raising current skill levels through apprenticeship training and on-site
assessment, we seek to encourage recruitment by working with local schools to
introduce construction careers at an early stage. Moreover, as a main aim of the
partnership, we are encouraging more women, ethnic minorities, the long-term
unemployed and the economically inactive to join the industry.

The ‘Constructive’ series was initiated in Cornwall and is being rolled out in
Somerset, Devon, Gloucestershire and West of England under a common framework
and mission. The key strategic partners are CITB-ConstructionSkills, SWRDA,
Jobcentreplus, the Local LSC, FE and client/ employers representatives. An
operational team, led by CITB, works directly with lead contractors and their supply
chain.

The demonstration is ‘best practice through partnering’.

6. description of innovations and expected benefits

Adult Apprenticeships (25 –62). Currently no government funding or Industry
strategy. Through the Constructive series we are funding ‘NVQ, H&S and
College Day release’ as well as ‘childcare/ transport’ for single parents.

Benefit: Additional industry recruits to NVQ/ H&S qualified status

Non-Traditional Workforce. The pooling of partnership resources to increase
the awareness of construction as a viable occupation to ‘non-traditional’ groups
through FE ‘taster’ courses

Benefit: Increase the recruitment catchment area

Qualified Workforce. By targeting, and working with, the lead contractor and
their supply chain, the partnership brings its resources to bear on ‘large build’
projects within the region and works a training plan with companies to qualify the
workforce.

Benefit: Single site point of contact. More efficient use of resources and
partnership money to assist training

Supervisory and Management Training. The Partnership facilitates funding for
SME Supervisor’s and Manager’s courses that lead beneficiaries towards NVQ 3
& 4 qualifications

Benefit: Expanding remit for training of SME’s to managerial levels

Image and Recruitment. By forming a partnership of key Regional
stakeholders, the ‘Constructive’ series is fostering positive action and an
increased awareness of the Construction Industry.

Benefit: Currently Construction is not classed as a ‘key’ sector by the SWRDA.
The ‘series’ is promoting the image of construction in a positive manner. In turn,
that will enhance the stature of the Industry regionally and through ‘Partnership
funded projects’ will encourage wider recruitment, particularly from non-traditional
sources, and a better qualified workforce.

Sustainable Jobs. More and more ‘clients’ are stating in contracts that a
qualified workforce is to be used. This means that ‘unqualified’ companies are
excluded from contracts, leading to redundancies within the industry.

Benefit: By facilitating opportunities for companies to qualify their workforce and
by arranging for new workers to be trained to Industry required standards, the
Constructive series is giving the opportunity for more South West SME’s to be
able to tender for work and thus able to sustain their workforce in employment.
