                                                Recommendations for
                                           Professional Development
                              Office of Education Performance Audits




Introduction

During the 2007-2008 school year, individual school Education Performance Audits
were conducted at 53 schools. These audits were limited in scope to specific areas in
which performance and progress were persistently below standard. Additionally, county
level Education Performance Audits were conducted in six county school districts that
did not make adequate yearly progress (AYP).

The Office of Education Performance Audits also conducted Follow-up Education
Performance Audits in 50 schools. Second Follow-up Education Performance Audits
involving 4 schools were also conducted. In total, 107 schools in 32 school districts
were reviewed. Data and reports provide a statewide analysis of implications for
professional development.

Professional development recommendations in this report were based on school and
school system data analysis and findings drawn from school and county Education
Performance Audit reports.

The Office of Education Performance Audits analyzed the 2007-2008 Education
Performance Audit results data and the 2006-2007 Statewide Assessment data to
identify deficiencies and make recommendations to increase the capacity of state
schools and school systems for the West Virginia Board of Education’s consideration in
developing goals for statewide professional development.

             ANNUAL PERFORMANCE MEASURES FOR ACCOUNTABILITY


5.1.1. Achievement.

      Achievement of students, schools, and school systems based on performance
      and progress persistently below standard on the Statewide Assessment Program
      (WESTEST) was the one common theme manifested in the findings of Education
      Performance Audits and recommendations for statewide professional
      development.

      Finding: According to the 2007 Report of Ratings, 16 schools (2.17%) were issued
      Temporary Accreditation status, Conditional Accreditation status, or Low Performing
      status for 5.1.1. Achievement among 14 (25.45%) of the 55 county school districts.
      Note: Achievement data from Spring 2007 WESTEST. Furthermore, the schools
      identified for individual education performance audits demonstrated achievement
      issues.


      Trend: 2006-07    16 schools among 14 (25.45%) of the 55 county school districts.
             2005-06    53 schools among 31 (56.36%) of the 55 county school districts.
             2004-05    91 schools among 39 (70.91%) of the 55 county school districts.
             2003-04 129 schools among 46 (83.64%) of the 55 county school districts.
             2002-03    27 schools among 17 (30.91%) of the 55 county school districts.

                               SCHOOL SYSTEM
                           Findings (County Level)


1.   Achievement. Six of the six school systems failed to make adequate yearly
     progress (AYP).
     1.1. Subgroups. AYP below the West Virginia proficiency rate included the
     economically disadvantaged (SES) and special education (SE) subgroups.
     1.2. Statewide Writing Assessment. Grade 4 Statewide Writing Assessment
     percent at or above mastery was below the West Virginia level in four of six
     school systems.
     1.3. College going rate. Five of six school systems had college going rates
     lower than the state’s college going rate.
     1.4. Graduates enrolled in college developmental courses. Four of six
     school systems had higher percentages of graduates enrolled in developmental
     courses than the state.
     1.5. Advanced Placement (AP)/Honors/Dual Credit Classes. Advanced
     Placement/Honors/Dual Credit Classes in four of the six school systems were
     minimally available or not available in some of the county’s schools.
     1.6. Advanced Placement (AP) Test takers. Test takers decreased and/or
     were low in four of the six school systems.
     1.7. Advanced Placement (AP) Classes. Advanced Placement classes were
     not generally based on student aptitude, need, or preference, but on teachers’
     willingness to be trained and certified in the area.

2.   County Five-Year Strategic Plan. Five of the six school systems exhibited
     issues with their county Five-Year Strategic Plan.
     2.1. Action steps unrelated to school system’s needs.
     2.2. Strategies failed to adequately address increasing the proficiency of
     students.
     2.3. Incomplete plan in one school system.
     2.4. Two school systems were not following their plan.
     2.5. Five of the six school systems lacked a monitoring process to determine if
     the actions implemented produced the desired results.

3.   Hiring Practices. Hiring practices were noted in two of the six school systems.
     3.1. Licensure. Appropriate licensure was noted in three of the six school
     systems.
     3.2. Personnel Evaluation. Personnel evaluation was noted in five of the six
     school systems.

4.   Policy Manual. County Board of Education policies were outdated in three of
     the six school systems.

5.   Leadership. Leadership was noted in five of the six school systems.
     5.1. The County Board did not follow recommendations of superintendent in
     two school systems.
     5.2. The County Board did not conduct goal setting or evaluate the county
     superintendent in three school systems.
     5.3. The County Board was not following county policies in two counties.

6.   Finance. Finance was an issue in five of the six school systems.
     6.1. Over formula in personnel.
     6.2. Decrease in unreserved fund balance.
     6.3. Financial audit findings.

7.   Facilities. Inadequate facilities in six of the six school systems.
     7.1. Cleanliness, health and safety, and maintenance.
     7.2. Americans with Disabilities Act (ADA) compliance issues.
     7.3. Utilization of schools in four school systems.
     7.4. Deteriorating schools.

        PROFESSIONAL DEVELOPMENT RECOMMENDATIONS
                                    Schools


1.   Student Achievement.

     Data indicated that student performance on the WESTEST continues as a
     statewide professional development priority. Areas identified during Education
     Performance Audits directly related to student achievement included:
     1.1. High expectations.
     1.2. Instructional strategies.
     1.3. Instructional day.
     1.4. Library/educational technology access and technology application.
     1.5. Lesson plans and principal feedback.

2.   Leadership.

     Data indicated that leadership continues as a statewide professional
     development priority with 35.85 percent of the schools reviewed cited for
     leadership issues. Areas identified during Education Performance Audits directly
     related to leadership included:
     1.1. Lesson plans and principal feedback.
     1.2. Regulatory agency reviews.

3.   School Five-Year Strategic Improvement Plans.

     Education Performance Audit results indicated that development and
     implementation of school Five-Year Strategic Plans are considerations for
     statewide professional development. Strategic Plans were cited in 30.19 percent
     of the schools reviewed. An area identified during Education Performance Audits
     directly related to Five-Year Strategic plans is listed below.

     Data indicated that school system student performance on the WESTEST and

     development.

     Strategic Plan development, implementation, and monitoring are considerations
     for statewide professional development.

3.   Hiring Practices.

     Education Performance Audits indicated that hiring practices and personnel
     issues are considerations for statewide professional development.

4.   Policy Manual.

     Education Performance Audit findings indicated that policy development,
     consistent communication regarding current state policies, and following state
     and county policies are considerations for statewide professional development.

5.   Leadership.

     Education Performance Audit findings indicated County Board of Education
     leadership as a recommendation for statewide professional development.

6.   Facilities.

     Education Performance Audit findings indicated the need for statewide
     professional development regarding the effective and efficient utilization of
     schools, school maintenance, and improving deteriorating school facilities.

7.   Finance.

     Education Performance Audit findings indicated a need for statewide professional
     development in finance.
