									RESOLUTION 2006-04
Concerning Illinois’s non-utilization of the NewsLine® local information channel

WHEREAS, NFB NewsLine® has been created by the National Federation of
the Blind to disseminate information by making newspapers, magazines, and
other types of periodicals available to the blind; and

WHEREAS, Illinois has ranked as one of the top states in the amount of time
devoted to the use of NFB NewsLine®, ranking fourth in the number of minutes
used in 2003, 2005, and the first quarter of 2006; and

WHEREAS, much of the information made available through NFB NewsLine® is
found in magazines and newsletters produced by organizations and agencies
that serve the blind; and

WHEREAS, NFB NewsLine® provides the opportunity to present blindness
specific information by including provisions for a dedicated channel for said
information, including but not limited to grocery ads, special announcements, and
periodicals produced by organizations and agencies serving the blind in each
state/territory where NFB NewsLine® currently exists; and

WHEREAS, Illinois is one of only eight states/territories which does not have an
information channel, nor does it devote separate channels dedicated to specific
organizations and/or agencies of or for the blind; and

WHEREAS, the Illinois Regional Library for the Blind and Physically
Handicapped could make blindness specific periodicals, including their own
newsletters, available and accessible to blind residents of Illinois, virtually all of
whom have access to a telephone which may be used to receive information via
NFB NewsLine®; and

WHEREAS, the use of a dedicated information channel for blindness specific
information would add nothing to costs associated with the administration of NFB
NewsLine®; and

WHEREAS, the National Federation of the Blind of Illinois has offered to provide
voluntary assistance in the administration of a dedicated channel on NFB
NewsLine® for blindness specific information; now

THEREFORE, BE IT RESOLVED by the National Federation of the Blind of
Illinois in convention assembled this twelfth day of November, 2006, in the city of
Chicago, State of Illinois, that this organization continue efforts to work with the
Illinois Regional Library for the Blind and Physically Handicapped to make
available a dedicated channel on NFB NewsLine® for blindness specific
information; and
BE IT FURTHER RESOLVED that this organization consider ways in which
information provided by and through other state agencies can, through
collaboration with said agencies, be made more accessible to the blind through
utilization of a Newsline® information channel; and

BE IT FURTHER RESOLVED that this organization solicit support from the blind
community at large in this endeavor if necessary.
