                    Minutes of the Regular Meeting
                           March 17, 2010

The Genesee County Metropolitan Alliance Committee met at 7:00 p.m. on Wednesday,
March 17, 2010, in the Harris Auditorium of the Genesee County Administration
Building, 1101 Beach Street, Third Floor, Flint, Michigan.

   I.     CALL TO ORDER

          Chairperson Johnson called the meeting to order at approximately 7:00 p.m.


   II.    PLEDGE OF ALLEGIANCE

          Chairperson Johnson led the Pledge of Allegiance.

IV.     MINUTES

        A. Minutes of the January 20, 2010 Regular Meeting

           Chairperson Johnson requested corrections and/or additions to the
           minutes of the February 17, 2010, regular meeting.

           Action Taken:        Motion by Mr. Cole, supported by Ms. Michalik, to
                                approve the minutes of the February 17, 2010, regular
                                meeting as presented.

           MOTION CARRIED UNANIMOUSLY


V.      INTRODUCTION OF GUESTS

        There were no introductions at this time.


VI.     PUBLIC COMMENTS

        There were no public comments at this time.


VII.    PUBLIC HEARING

        A. Fiscal Year 2008-2011 Transportation Improvement Program
           Amendment #22 and Corresponding Air Quality Conformity Findings

           CHAIRPERSON JOHNSON OPENED THE PUBLIC HEARING AT
           APPROXIMATELY 7:07 P.M.

           Chairperson Johnson provided the public an opportunity to comment on
           Amendment #22 to the Fiscal Year 2008-2011 Transportation
           Improvement Program and Corresponding Air Quality Conformity
           Findings. No one spoke at this time. Chairperson Johnson repeated this
           opportunity for comments twice more with no one speaking at this time.

           CHAIRPERSON JOHNSON CLOSED THE PUBLIC HEARING AT
           APPROXIMATELY 7:08 P.M.


VIII.   FINANCES

        Ms. Michalik stated that all local units have paid their dues except for 3 local
        units.

        Action Taken:    Motion by Mr. Cole, supported by Mr. Schultz, to accept the
                         Treasurer’s report as presented.

        MOTION CARRIED UNANIMOUSLY
IX.   COMMITTEE REPORTS

      There were no committee reports at this time.


X.    OLD BUSINESS

      A. American Reinvestment and Recovery Act of 2009 (ARRA) Project
         Update

         Mr. Bradshaw stated that there is no update at this time. All of the
         projects have been obligated and let with the construction starting soon.
         There has been talk about more stimulus bills, but nothing passed at this
         time. The State is saying if additional funding is passed that the
         municipalities must be ready to move on projects.


XI.   NEW BUSINESS

      A. FY 2008-2011 Transportation Improvement Program (TIP)
         Amendment #22 and Corresponding Air Quality Conformity Findings

         Mr. Nordberg stated that the proposed FY 2008-2011 Transportation
         Improvement Program Amendment #22 adds thirteen projects, which
         represents an additional $32 million in MTA and MDOT projects. There
         are three projects being changed and seven projects are being deleted
         with this amendment. This amendment meets the financial constraints of
         the TIP and was determined to be conforming to air quality as consistent
         with     Conformity    Regulations-Final    Rule,   Sections     93.12.
         Discussion ensued.

         Action Taken:       Motion by Ms. Michalik, supported by Mr. Cole, to
                             approve    the  FY     2008-2011    Transportation
                             Improvement Program Amendment #22 and
                             Corresponding Air Quality Conformity Findings as
                             presented.

         MOTION CARRIED UNANIMOUSLY

      B. Genesee County Prioritized List of FY 2012 Safety Projects

         Mr. Nordberg stated that MDOT Local Safety Program is currently holding
         their call for projects. Applications are due to MDOT by April 16, 2010.
         Applicants were asked to submit their applications to their Metropolitan
         Planning Organization (MPO). The MPOs are to prioritize and approve
         the list by a Resolution of Support. The Genesee County Road
   Commission submitted nine projects. The Technical Advisory Committee
   is recommending approval by a Resolution of Support.

   Action Taken:       Motion by Mr. Cole, supported by Mr. Arceo, to
                       approve the FY 2012 Prioritized Safety list of Projects
                       by a Resolution of Support.

   MOTION CARRIED UNANIMOUSLY

C. Genesee County Prioritized List of FY 2012 High Risk Rural Road
   Projects

   Mr. Nordberg stated that MDOT High Risk Rural Road Program is holding
   a Call for Projects. Applications are due to MDOT by March 19, 2010.
   Applicants were asked to submit their applications to their Metropolitan
   Planning Organization (MPO).        The MPOs are to prioritize and
   approval by a Resolution of Support. The Technical Advisory Committee
   is recommending approval by a Resolution of Support.

   Action Taken:       Motion by Mr. Cole, supported by Ms. Witte, to
                       approve the FY 2012 High Risk Rural Road Projects
                       by a Resolution of Support.

   MOTION CARRIED UNANIMOUSLY

D. Congestion Mitigation and Air Quality FY 2012-2014 Call For Projects

   Mr. Nordberg stated that Genesee County Metropolitan Alliance is
   announcing a Call For CMAQ Projects for FY 2012-2014. Approximately
   $4.9 million is local CMAQ projects will be available during this three year
   call. The primary purpose of the CMAQ program is to fund projects and
   programs in non-attainment areas that reduce transportation related
   emissions and contribute to attainment of the National Ambient Air Quality
   Standards. Individual projects must show emission reductions in order to
   be eligible for CMAQ Program funds. Projects must fit into one of the four
   following categories:     Signal Interconnection, Modernization, and
   Optimization Projects; Transit Projects; Non-motorized Transportation
   Projects; and Ridesharing, Vanpooling and Carpooling Programs. Project
   applications are due to GCMPC by 4:00 p.m. on April 15, 2010. If you
   have any questions, please contact Sheila Taylor of our office.

E. Election of Officers

   Mr. Kovl from the Nominating Committee reviewed the Slate of Officers as
   follows:

   Robert Johnson - Chairperson
   Robert Cole - Vice Chairperson
   Marian Michalik - Treasurer
   Ellen Ellenburg - Trustee
   Dan Adamson – Trustee
              This will leave on Trustee position vacant that can be filled at a later date.
              Chairperson Johnson asked for any nominations from the floor to be
              added to the Slate of Officers. Chairperson Johnson repeated this request
              twice more. No nominations were made from the floor at this time.

              Action Taken:        Motion by Mr. Cole, supported by Mr. Schultz, to
                                   approve the Slate of Officers as presented by
                                   acclamation.

              MOTION CARRIED UNANIMOUSLY


   XII.    OTHER BUSINESS

           Mr. Bradshaw introduced Mr. Hemmingsen from MDOT – Davison Office. Mr.
           Hemmingsen gave a PowerPoint presentation on MDOT’s five year plan with
           a question and answer period following the presentation.


   XIII.   ANNOUNCEMENTS

           Mr. Bradshaw stated that on May 15, 2010, there is a Household Hazardous
           Waste and Electronic Waste collection day. The drop off centers are Grand
           Blanc High School and the Water Service Center in Flint from 10 a.m.-2 p.m.

           Mr. Bradshaw stated that GCMPC’s Annual Report is available and will be
           mailed out soon.

           Also Mr. Bradshaw stated that GCMPC is looking at electronic agendas. It
           will be on the website for members to review and print what is needed.
           Approximately ¾ of a million pieces of paper was purchased by GCMPC last
           year.

           Mr. Nordberg stated that Google is gathering support for a fiber optic project
           in Genesee County. They are looking for a community to award this project
           too. GCMPC is trying to gather 100% support by the end of this week for the
           project. This project would open up opportunities for Genesee County.
           Discussion ensued.

           Mr. Vince Bandurski introduced his replacement Laura Allen-Besser.
           Mr. Cole introduce Brian Sepanak from Clayton Township.


   XIV.    ADJOURNMENT

           The meeting was adjourned at approximately 7:57 p.m.

         SUBJECT:          FY 2008-2011 Transportation Improvement Program (TIP)
                           Amendment #23 and Corresponding Air Quality Conformity Findings


         Attached is a description of the proposed FY 2008–2011 Transportation Improvement
         Program (TIP) Amendment #23 projects. The amendment to the TIP adds five (5)
         projects, which represent an additional $2.1 million in funding to local programs.

         This amendment meets the financial constraints of the TIP and was determined to be
         conforming to air quality as consistent with Conformity Regulations-Final Rule, Sections
         93.12.

         The Technical Advisory Committee is recommending endorsement of the attached
         Amendment #23 to the FY 2008–2011 Transportation Improvement Program (TIP).
