                  CO2 Emissions Monitoring System Certification
                  Application and Monitoring Plan Submission Package
                  This information package includes the submittal requirements for a CO2 emissions monitoring
                  system certification application and monitoring plan for New Jersey CO 2 budget sources regulated
                  under the New Jersey CO2 Budget Trading Program. For a CO2 budget unit that commences
                  commercial operation on or after July 1, 2008, the completed packaged with the all required
                  attachments must be received by the NJDEP by the earlier of 90 unit operating days or 180
                  calendar days after the date on which the unit commences commercial operation. A unit operating
                  day means a calendar day in which a unit combusts any fuel. Please read all directions carefully
                  and follow the submittal instructions at the end of this document. For more information about CO 2
                  emissions monitoring system certification or monitoring plan requirements pursuant to the New
                  Jersey CO2 Budget Trading Program, see N.J.A.C. 7:27C-8.

                   FORM B. CERTIFICATION APPLICATION

          For a CO2 budget unit that commenced commercial operation before July 1, 2008, a CO 2
emissions monitoring system certification application must have been received by the NJDEP by
January 1, 2009. For a CO2 budget unit that commences commercial operation on or after July 1,
2008, a CO2 emissions monitoring system certification application must be received by NJDEP by
the earlier of 90 unit operating days or 180 calendar days after the date on which the unit
commences commercial operation. A unit operating day means a calendar day in which a unit
combusts any fuel. The CO2 authorized account representative must submit a certification or
recertification application to the Department within 45 days after completing all CO 2 monitoring
system initial certification or recertification tests required under N.J.A.C. 7:27C-8.5(c), including
the information required under 40 CFR 75.53(g) and (h) and 75.63.

         For a CO2 budget unit with a monitoring system that has been previously certified in
accordance with 40 CFR Part 75 and met the applicable quality assurance and quality control
requirements of 40 CFR 75.21 and Appendices B and D of 40 CFR Part 75, the CO 2 authorized
account representative is required to submit documentation from U.S. EPA indicating that the
monitoring system has been previously certified under 40 CFR Part 75 and meets the applicable
quality-assurance and quality-control requirements of 40 CFR 75.21 and Appendices B and D of
40 CFR Part 75.

     For a CO2 budget unit with a monitoring system that has NOT been previously certified (or is
being recertified) in accordance with 40 CFR Part 75 and / or does NOT meet the applicable
quality-assurance and quality-control requirements of 40 CFR 75.21 and Appendices B and D of
40 CFR Part 75, the CO2 authorized account representative is required to submit to the
Department a certification or recertification application for the monitoring system. A complete
certification or recertification application shall include the information specified in 40 CFR 75.63
including the following:

                A complete, up-to-date version of the electronic portion of the monitoring plan,
                 according to 40 CFR 75.53(e) and (f), in the format specified in 40 CFR 75.62(c).


                The results of the test(s) required by 40 CFR 75.20, including the type of test
                 conducted, testing date, information required by 40 CFR 75.59, and the results of
                 any failed tests that affect data validation.


                The hardcopy monitoring plan information required under 40 CFR 75.53(e) and
                 (f).


                The hardcopy test results shall be submitted in a format suitable for review and
                 shall include the information in 40 CFR 75.59(a)(9).

                                   Form C. Common Stack Provision
The owner or operator of a CO2 budget unit who monitors a non-CO2 budget unit pursuant to the common,
multiple, or bypass stack procedures in 40 CFR 75.72(b)(2)(ii), or 40 CFR 75.16 (b)(2)(ii)(B) as pursuant to 40
CFR 75.13 for purposes of complying with this subchapter shall monitor and report CO2 mass emissions from
such non-CO2 budget unit according to the procedures for CO2 budget units established in N.J.A.C. 7:27C-8.1
through 8.7.

Check stack configuration and required submittal action that applies.

      None of the CO2 budget units listed in Form B operate with a common, multiple, or bypass stack.

      A common, multiple, or bypass stack exists for one or more CO2 budget units listed in Form B.
      Attached is a petition previously approved by U.S. EPA or submitted to U.S. EPA for approval
      under 40 CFR 75.72(b)(2)(ii), or 40 CFR 75.16 (b)(2)(ii)(B) as pursuant to 40 CFR 75.13 for
      apportioning the CO2 emissions rate measured in a common stack, or a petition under 40 CFR
      75.66 for an alternative requirement in 40 CFR Part 75 for the CO2 budget source.
                                 Form D. Monitoring Plan Submittal
The owner or operator of a CO2 budget unit shall submit a monitoring plan in the manner prescribed in 40 CFR
75.62. The monitoring plan shall include:
Description of site locations for each monitoring component in the continuous emission monitoring systems,
including schematic diagrams and engineering drawings specified that demonstrates each monitor location
meets the appropriate siting criteria.

A data flow diagram denoting the complete information handling path from output signals of CEMS components
to final reports.

For units monitored by a continuous emission monitoring system, a schematic diagram identifying entire gas
handling system from boiler to stack for all affected units. The schematic diagram must depict stack height and
the height of any monitor locations. Comprehensive and/or separate schematic diagrams shall be used to
describe groups of units using a common stack.

For units monitored by a continuous emission monitoring system, stack and duct engineering diagrams
showing the dimensions and location of fans, turning vanes, air preheaters, monitor components, probes,
reference method sampling ports, and other equipment that affects the monitoring system location,
performance, or quality control checks.
CO2 budget sources may measure fuel usage and apply an F-Factor in accordance with the provisions of 40
CFR Part 75.13. Sources that chose to calculate CO 2 mass emissions through the use of a fuel flow monitor
are required to certify, maintain and quality assure the fuel flow monitor in accordance with 40 CFR Part 75
appendix D. Additionally the following information is required to be included in the monitoring plan:
                Type of fuel measured, maximum fuel flow rate, units of measure, and basis of maximum fuel
                 flow rate (i.e., upper range value or unit maximum) for each fuel flowmeter;


                Test method used to check the accuracy of each fuel flowmeter; and

             A schematic diagram identifying the relationship between the unit, all fuel supply lines, the fuel
                 flowmeter(s), and the stack(s). The schematic diagram must depict the installation location of
                 each fuel flowmeter and the fuel sampling location(s). Comprehensive and/or separate
                 schematic diagrams shall be used to describe groups of units using a common pipe.


                Attached is a monitoring plan that includes the required information for each CO 2
                budget unit listed in Form B.

I certify that I was selected as the CO2 authorized account representative of the CO2 budget
source (or alternate CO2 authorized account representative of the CO2 budget source, as
applicable) by an agreement binding on the owners and operators of the CO 2 budget source and
each CO2 budget unit at the source. I certify that I have all the necessary authority to carry out my
duties and responsibilities under the CO2 Budget Trading Program on behalf of the owners and
operators of the CO2 budget source and of each CO2 budget unit at the source and that each
such owner and operator shall be fully bound by my representations, actions, inactions, or
submissions and by any decision or order issued to me by the Department or a court of
competent jurisdiction regarding the source or unit.

I am authorized to make this submission on behalf of the owners and operators of the CO 2
budget sources or CO2 budget units for which the submission is made. I certify under penalty of
law that I have personally examined, and am familiar with, the statements and information
submitted in this document and all its attachments. Based on my inquiry of those individuals with
primary responsibility for obtaining the information, I certify that the statements and information
are to the best of my knowledge and belief true, accurate, and complete. I am aware that there
are significant penalties for submitting false statements and information or omitting required
statements and information, including the possibility of fine or imprisonment.
