The meeting was called to order at 7:00 pm. Commissioner Murray gave the invocation,
followed by the Pledge of Allegiance led by Mayor Kreimborg. The City Clerk called
the roll.

Commissioner Murray made a motion to accept the minutes from the March 11, 2009
Commission Meeting as submitted. Commissioner Bell made a second.           All
Commissioners were in favor.

LEGISLATION

Mr. Wichmann gave a second reading of an Ordinance establishing fees for the use of
Ambulance Services. Commissioner Kuehne made a motion to accept the Ordinance as
read. Commissioner Reis made a second. The City Clerk called the roll.

Mr. Wichmann read a Resolution authorizing the filing of an application for a grant for
the acquisition of (2) Speed Alert Radar Systems and Data Analysis Program.
Commissioner Bell made a motion to accept the resolution as read. Commissioner
Murray made a second. All Commissioners were in favor.

Mr. Wichmann read a Resolution designating applicant’s agent for FEMA in regards to
2009 Ice Storm. Commissioner Bell made a motion to accept the resolution as read.
Commissioner Reis made a second. All Commissioners were in favor.

Mr. Wichmann read a Municipal Order approving the appointment of Rich Meyer to the
Board of Adjustments. Commissioner Reis made a motion to accept the resolution as

UNFINISHED BUSINESS

To address the issue of lawn maintenance of the state acquired properties for the new KY
16 project, Mr. Roden received 9 bids for grass cutting services. There are currently 17
state acquired properties within the Taylor Mill City limits. These lots will need to be
maintained by keeping the grass cut to avoid eyesores and depreciated neighborhoods.
Ms. Bailey stated that the state would not reimburse the city for grass maintenance, they
have instead offered to bush hog the properties three times during the summer months
and allow an addition 3 cuts per the City’s request. Commissioner Murray was against
hiring an outside company, wanting to have the additional mowing done “in house” by
our Maintenance Department. Mr. Roden stated that we didn’t have the manpower or
time required to mow all of the lots in question. Much discussion ensued. Commissioner
Bell made a motion to supplement the State’s six cuts, by hiring an outsourced
person/company to make six additional cuts to keep the grass from becoming overgrown.
Requiring that the person/company hired be fully and properly insured to perform the
work. Additionally, Mr. Roden is to coordinate the outsourced mowing with the State’s
bush hog schedule; and to make sure the outsourced work is done to our satisfaction.

It was the consensus that Mr. Roden would contact the people that submitted bids and
notify them of the changes to the bid requirements, and ask for new bids. Upon receiving

the new bids, Ms. Bailey, Commissioner Bell, and Mr. Roden would meet to review the
adjusted bids and hire a company to perform the work.


NEW BUSINESS

Jeff Eger with the Sanitation District gave a presentation regarding the Storm Water
Infrastructure Transfer.

Jim Turner with the Sanitation District spoke regarding the Church Street Green
Infrastructure Pilot Project.

They handed out maps and print outs from a power point presentation regarding the up
coming changes to storm water infrastructures.

Ms. Bailey reported on the Federal Climate Change Resolution and its effect on Duke
Energy. Prior to the meeting she had distributed information to the Mayor and each
Commissioner regarding the impact this would have on Duke Energy, consumers,
taxation, rate hikes, and all coal based power & utility companies. Duke Energy has
asked all local governments to support them in their positioning with the Climate Change
legislation. A resolution of support will be prepared for our May Commission Meeting.


BUILDING & ZONING


DEPARTMENT REPORTS

CITY ADMINISTRATOR – No report.

ADMINISTRATION – Mr. Robke reported that the FEMA application for
reimbursement of the ice storm of 2009 was nearing completion. After several FEMA
meetings over the last few weeks, the completed application should be finalized very
soon.

ENGINEERING – Mr. Brueggemann reported that the survey crews along Taylor Mill
Road working on the design and easement portion of the sidewalk project are moving
forward.

FINANCE – Commissioner Kuehne reported that the annual budget meeting would be
held around the first of June, and the City audit would begin the third week of August.

FIRE – Commissioner Murray reported that the Fire Department is seeking approval to
hire six part-time Firefighter/Medics to supplement our staff when our ALS service
begins on July 1st. Commissioner Murray made a motion to hire; Joe Rieskamp, Marty
Finnan, Trent Hanson, Jennifer Lahner, Marty Disibio, and John Clayton as part-time

Firefighter/Medics. Commissioner Kuehne made a second. The City clerk called the

Chief Halpin stated that the part time people would cover vacations, sick time, and work
shifts while we have people in Medic School.

LEGAL COUNSEL – No report.

MAINTENANCE – Commissioner Bell reported the Maintenance crew has been doing
concrete work on Sage Hill Court and Lakewood Drive. We are accepting clean fill dirt
for the area in front of the Community Center, to eventually level out the area and re-
open the driveway. Mr. Roden reported that the Street Sweepers have been working
throughout the city and should be finished by the weeks end.

PARKS & RECREATION – Ms. Griffith reported that our Easter Egg Hunt was held on
Saturday, April 4th. The weather was beautiful and we had a very large crowd.

POLICE – Commissioner Reis reported that Chief Knauf and Sgt. O’Brien were involved
in a training exercise of a “Lock Down” at St. Anthony’s School. The exercise went very
well and was a success for the students, faculty, and staff, as well as for our Police
Department.

There being no further business, Commissioner Reis made a motion to adjourn.

adjourned at 8:35 p.m.
