Human rights defenders undertake vital work seeking to ensure the effective observance
of human rights and fundamental freedoms of individuals everywhere. This
notwithstanding, the Inter-American Commission on Human Rights (IACHR) has
recently expressed serious concern regarding “the grave situation of insecurity and
danger in which human rights defenders must pursue their work”. Extra-judicial
executions, forced disappearances, assaults, threats, and harassment represent just some
of the methods employed “to impede and encumber” the work of human rights defenders.
The IACHR’s Report on the Situation of Human Rights Defenders in the Americas
identifies many of the risks and patterns of violations affecting human rights defenders in
that region. Articulated in a legal framework, the report examines a number of issues,
including: the importance of human rights defenders in a democratic society, problems
experienced by human rights defenders, State responses to this issue, and the legal
framework of protection available under the Inter-American system. The Report also
recommends a number of measures to legitimate, promote, and protect the invaluable
work of human rights defenders.
