Regulations Relating to Specifications of the Description to be Obtained by Pawnbrokers of Persons Pawning or Pledging Goods (amending 19 VAC 30-80-20; adding 19 VAC 30-80-40). Summary: The amendments conform the regulations with statutory changes made during the 2002 regular session of the General Assembly. These changes clarified descriptive information pawnbrokers are required to obtain and also provided for the electronic submission of required reports. 19 VAC 30-80-20. Description. In addition to the name and residence of the persons pawning or pledging goods, articles or things required under subdivision 5 of § 54.1-4009 of the Code of Virginia, every pawnbroker in this Commonwealth shall obtain the following description of such person: Race, Sex, Date of Birth, Height, Weight, Color of Eyes, Color of Hair. Every pawnbroker in this Commonwealth shall obtain and record at a minimum the information and descriptors set forth in § 54.1-4009 A 6 of the Code of Virginia. 19 VAC 30-80-40. Electronic submission of required reports. All reports required to be maintained and submitted by a pawnbroker may be maintained and submitted in electronic format. All such electronic reports shall include the information required by the Code of Virginia and the implementing regulations.
