MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 2nd June 2008 at 6.45pm
at Silkstone Primary School.

       PRESENT

       Chairman: Cllr D Liddell

       Councillors: C Bower, Mrs P Gallamore, P Handley, R Leech and R Stier.

       In attendance: 2 residents and the Parish Clerk.


08-26 APOLOGIES

       RESOLVED to accept apologies from Cllr Mrs C Fishpool and Cllr P Smith who are both on holiday.

08-27 ADMISSION OF THE PUBLIC

       RESOLVED that no item on the agenda needs to be discussed in private session.

08-28 DECLARATIONS OF INTEREST

       RESOLVED to note Cllr R Stier’s declaration of a prejudicial interest in items relating to Colin
       Waring. FURTHER RESOLVED to note the Clerk’s prejudicial interest in agenda item 10 (War
       Memorial landscaping Project).

08-29 MINUTES

       RESOLVED to confirm the minutes of the 12th May 08 Parish Council meeting as a true and
       accurate record; minutes signed by the chairman.

       Pg.3 It was noted that Silkstone B Band have decided to continue to use the Pavilion and will
       therefore receive no grant.

       RESOLVED to note the minutes of the Silkstone Playing Fields working party meeting held on 19th
       May 08.

08-30 PLANNING APPLICATIONS FROM BARNSLEY METROPOLITAN BOROUGH COUNCIL
      (BMBC)

       RESOLVED that the following comments on planning applications be issued to BMBC:

         RESOLVED that as a result of planning permission being granted for the Beacon Bungalow
         development the Clerk will write to the planning department requesting a reply as to why the Parish
         Design Statement recommendations have been overlooked in this case.

         RESOLVED to note that the planning application for Fall Head Farm goes before the Planning
         Regulatory Board on 4 June 08, the Parish council look forward to feedback from Barnsley MBC on
         this application.

08-31 CASUAL VACANCY

         RESOLVED that the Clerk will contact Barnsley Chronicle with information relating to the vacancy
         on the council.

         If a bye election is not called by 10 electors before the 23 June 08 the Parish Council may co-opt a
         member on to the council. Council will be updated on progress at the July Parish Council meeting.

         RESOLVED that the next meeting of the Media Group will be on 16 June 08 at 7pm
         to discuss the website and newsletter. FURTHER RESOLVED that Cllr Liddell will progress the re-
         registration of the domain name.

         RESOLVED that the Clerk contacts Mr Fensome of BMBC to arrange a meeting regarding the
         Silkstone Common Recreation Ground.

08-33 RECREATION

        RESOLVED to note that quotations are awaited from J Birch of BMBC for the heritage benches, the
        clerk will chase the quotations. FURTHER RESOLVED that a copy of the plan be forwarded to J
        Birch for approval. It was noted that the CARE group will be paying for the benches.

        RESOLVED that the Clerk will liaise with the Silkstone playing fields working party to arrange to set
        up a group of junior clubs representatives to discuss the future of the Silkstone Common Recreation
        Ground. The group can then apply for grants since the Parish Council is unable to do so. The Parish
        Council will facilitate this group as much as possible.

08-34 SILKSTONE RECREATION GROUND

        RESOLVED that the Clerk arranges a meeting with Comtech at the Pavilion with Cllrs Stier, Leech
        and Liddell along with the chair, vice chair and bookings manager of the SPFWP as soon as
        possible to discuss the ongoing problems with the alarm and to discuss an entry/exit procedure.

        RESOLVED that the Parish Council cannot afford a buildings manager for the Pavilion but that the
        issues with the alarm must be resolved as soon as possible.

08-35 WAR MEMORIAL LANDSCAPING PROJECT

        RESOLVED to accept the quotation to provide drawings and a specification for the war memorial
        landscaping project with NPS North East Ltd in the sum of £500 + Vat, subject to the clerk checking
        the standing orders. (post meeting note – the standing orders require 3 quotes only for works in
        excess of £1,000).

08-36 CRIME AND SAFETY

        Reported crime statistics for May 08 – Silkstone 3, Silkstone Common 1.

        Cllr Handley left the meeting

08-37 EXTERNAL AUDIT & ANNUAL STATEMENT OF ACCOUNTS 2007-2008

        RESOLVED to approve the Annual Return and Statement of Accounts for 2007 -2008. The Clerk
        will forward the annual return to the auditors as soon as possible.

08-38 INVOICES FOR PAYMENT

        RESOLVED to approve the invoices for payment schedules dated:
        12 May 08 Grant payments totalling £4,040.00
        22 May 08 Payments made in between meetings totalling £3,208.53
        2 June 08 Payments totalling £3,419.66 (which excludes 3 payments to Comtech which are to be
        placed on Hold)

08-39   AREA FORUM/OTHER MEETINGS

        Cllr Stier reported on the last Area Forum meeting and the following items were noted:
              a new radio station Penistone1476am will be on air late 2008.
              Area Forum meetings will continue until September 2008 when they will be reviewed.
              Silkstone Common school children will be carrying out speed checks with the police and will
                 be able to ‘tell off’ the drivers.
              The 2 village’s festival has received a grant of £300 from the Area Forum.

       Cllr Liddell reported on last week’s NALC conference and encouraged other councillors to attend
       the next NALC conference.

       It was noted that the French Twinning chairman will be visiting the Parish during the 2 Villages
       Festival weekend.

       It was noted that the Friday night performance of the Huskar 170 play Profit & Loss is sold out but
       tickets are still available for the other nights (30 June to 3 July 08)

08-40 CORRESPONDENCE FOR NOTE

       RESOLVED to note the following correspondence received since the last meeting of the Parish
       Council.

       BMBC – Property      Woodland adjacent to Champagny Lodge. Clerk to reply to letter to
       & Procurement        enquire how the woodland could be opened up to the public.

                            contact the schools direct to get ideas from the children.
